Demolition of all onsite buildings, including 3no. houses (with the exception of a shed (157sqm) to be retained on Chapel Street), and the development of mixed use scheme, incorporating four new buildings, a surface carpark with new entrance from Chapel Street, a footbridge across the Mill Stream, and all associated site works and landscaping, including outdoor public and semi-public spaces and restricted vehicle entrance and exit points from Chapel Street to the site; One of the proposed buildings is a district courthouse which is subject to a part 9 application and is described in this for information purposes only; Descriptions of the individual elements of the scheme are set out below: District Courthouse: subject to a separate Part 9 application; Social Welfare Office building: a three-storey building comprising 926sq.m space for social welfare offices over three floors, 506sq.m general office space over three floors, and a 43sq.m café unit at ground floor level. The public pedestrian entrance is from the shared outdoor space, with a staff entrance from Chapel Street; Funeral Home: a two-storey building comprising 327sq.m space. Public pedestrian access is from the shared outdoor space, and from a deck along the reinstated stream edge; Townhouses: a three-storey building comprising 3no. individual town-houses, of 149sq.m, 125sq.m and 140sq.m respectively: One townhouse has private footbridge access to private garden to the south of the Mill Stream, adjacent to the proposed car-park. The townhouses are accessed from the shared outdoor space and have balconies overhanging the Mill Stream; Car-park: a surface car-park comprising 79no. spaces over 2050sq.m of surface area, to the south side of the Mill Stream. The vehicular entrance to the car-park is adjacent to the retained shed on Chapel Street; Site-works and landscaping: the 4no. buildings comprising the scheme are situated on a shared hard landscaped space, with selected specimen trees, paving, lighting and seating. The stream edge is to be built up in its present position, with selected balustrading to match balconies and footbridge
