Application description published by Cork County Council.
A 10 year permission for the construction of a new Clinical Manufacturing Facility (referred to as RCMF) at the existing Pfizer site. The proposed RCMF facility will include (i) a new five storey clinical manufacturing building (c.11,468sqm and maximum height 29.425m) which will include production areas, laboratories, ancillary office space, warehouse, and plant and utility space. The building will be constructed in two sequential phases, Phase 1 comprising c.9,465 sqm and Phase 2 comprising c.2,003sqm; (ii) a single storey warehouse drum store building (c.420sqm and maximum height 13.00m); (iii) an external utility yard comprising; a two storey electrical building (c.94sqm and maximum height 11.70m), an emergency generator with flue stack, 1No. liquid nitrogen tank, 2No. evaporators, 3No. bunded chillers, 2No. bunded receiver tanks, 2No. bunded glycol tanks, a three storey steel frame structure (to a maximum height of 12.91m) to accommodate; dry coolers, heat exchangers and other miscellaneous utility plant and machinery above the utility yard; (iv) an elevated structural steel piperack (c.210m in length and maximum height 9.19m) to provide piped utility services to the new facility, and; (v) all associated site development works, including roads, paths, yards, underground services and landscaping. This application relates to development which comprises an activity which holds an Industrial Emissions Directive Licence (P0013-04). As the development refers to a modification to an establishment to which the Major Accident Directive applies, information as specified in the third schedule of the Major Accident Regulations will be submitted with the application. An Environmental Impact Assessment Report (EIAR) and a Natura Impact Statement (NIS) have been prepared and will be submitted to the Planning Authority with the application.
