FW20A/0205: The development will consist of: alterations to previously permitted development comprising the demolition of existing buildings, construction of a Mosque, community facility, school and related facilities (Fingal County Council Reg. Ref. FW16A/0134; An Bord Pleanala Ref. PL06F249341). The proposed amendments relate to an area of the site comprising 0.78 hectares and involves the replacement of the approved Mosque and community centre (max. four-storeys) with 2 no. separate buildings with a total combined GFA of c.6,533sq.m comprising; (a) a two-storey Mosque with a maximum height to parapet of 10.6m above ground level (minaret height of 16.3m above ground level) and GFA of C.1,371.5m comprising; 2no.prayer halls, 2 no. ablution space rooms, plant room, W/C facilities, store and circulation space at ground level; and 1 no. prayer hall, 2 no. ancillary office rooms and circulation space at first floor level. A four-bedroom, two-storey caretaker residence adjoining the southern elevation is proposed, with a maximum height of 6.6m, a GFA of 252sq.m a private garden of 40sq.m at ground level, a rooftop garden of 43sq.m; and (b) a single-storey community centre with a maximum height to parapet of 7.8m above ground level and GFA of c.832.5sq.m comprising a multi-purpose hall (248sq.m), restaurant (212.9sq.m including ancillary kitchen of 62.4sq.m), halal shop (108.3sq.m including shop store of 11.3sq.m), barber shop (24.1sq.m), changing facilities (31.5sq.m), W/C facilities (37.5sq.m including 1 no. disabled access W/C and shower facility), office/reception (totalling 47sq.m), store (12.8sq.m), plant room (10.9sq.m), and refuse store. The existing structure, Warrenstown House will be retained (GFA 487sq.m), with side and rear extension (combined GFA 306sq.m) to be demolished and the front porch removed, in accordance with the existing planning permission (Reg. Ref. FW16A/0134 and ABP. Reg. PL06F249341) which provides for demolition of the building, with the remainder of the existing house now proposed to be retained and used as prayer rooms and social/activity spaces associated with the Mosque and community centre. The proposed development incorporates a re-aligned internal access road, provision of 1 no. coach set down space, 57 no. car parking spaces (including 1 no. disabled car space and 2 no. on-site curtilage car parking spaces for the proposed residence), 18 no. bicycle parking spaces, together with all ancillary site works to include landscaping and boundary treatments, and road improvements to enhance pedestrian and cyclist access.
