SD05A/0859: The Clarification of Further Information consists of (1) the further reduction in height by one storey from 4 storeys to 3 storeys of Block 1, omitting 22 no. apartments (consisting of 5 no. 3 bed units, 10 no 2 bed units, 2 no. 1 bed and study units, 5 no 1 bed units). Block 2 remains as proposed. (2) The re-classification of the convenience store to a shop-discount food store/convenience store, net floor area of 863 sq.m. (3) The relocation of the children's play area in Block 1 to the courtyard area. (4) The introduction of gates to the courtyard galleries in Block 1. Making the overall proposed development with the amendments consist of (A) (1) The demolition of the existing Belgard Inn to basement level and the existing Betting Office, the construction of two blocks consisting of a shop-discount food store, a neighbourhood shop, retail units, a relocated public house, a relocated betting office, restaurants, (1 no. decanted) and creche at ground floor with apartments over. [2] Block 1 is two no. storeys over ground floor commercial; Block 2 is two storeys over ground floor creche; [3] the ground floor commercial element of Block 1 consists of a 334 sq.m neighbourhood shop, 1 no. 863 net sq.m shop-discount food outlet/convenience store [4] 5 no. retail units ranging in size from 114sq.m to 270sq.m, 2 no. restaurants of 209 sq.m and 283 sq.m respectively, and 113 sq.m betting office. 438 sq.m lounge with 45 sq.m keg store and replacement surface level ESB substation and meter rooms, communal and commercial bins store located within the service yard; [5] Block 1 to provide 12 no. 1-bedroom, 40 no. 2-bedroom, 14 no. 3 bedroom apartments with private courtyards at first floor; [6] Block 2 consists a 620 sq.m Creche at ground floor with private garden and 10 no. 2-bed apartments and 2 no. 3-bed apartments above - total of 78 no. apartments, 15% of which have been put forward as social/affordable housing; [7] the reduction/rebuilding from 2162 sq.m - 920 sq.m of the existing Belgard Inn basement for the use as a plant room for the entire development; [8] the provision of off-street bus/taxi pick-up area along Cookstown Road and the provision of a new access road on the Old Belgard Road for delivery access and 25 no. surface level parking; [9] the partial change of use of 50% of the existing 240-car space below ground level carpark previously approved under S98A/0445 from Park and Ride to commercial car park; [10] the construction of a carpark attendants office and a bank ATM; [11] the development has an extensive landscaping plan throughout. (B) Planning permission is also sought from South Dublin County Council for the retention and completion of the basement level car park deck below the existing multi-storey car park providing a total of 116 basement parking spaces: the full car parking provision of the overall development is 389 spaces [including the existing and retained multi-storey car park]. Total site area 1.406 hectares.
