An extension to an existing solar farm development with Planning Permission Reference No. 20/05304 (granted 21/09/2020). The development will comprise of a 5.1 MW solar PV farm on a site at Ballythomas East, Dunderrow, Kinsale, Co. Cork immediately to the east of the existing Eli Lilly Pharmaceutical Plant. The electricity generated will be used by Eli Lilly Pharmaceutical site that currently operates under an Industrial Emissions (IE) License (P0009-04) under Part IV of the Environmental Protection Agency Act 1992 (as amended for the Protection of the Environment Act, 2003). The development will comprise of photovoltaic panels on a mix of ground mounted and ballasted frames together with all ancillary cabling and electrical infrastructure; 1 no. single storey substation / transformer cabin; 1 no. single storey maintenance / spare parts cabin; provision of an access track linking to the existing vehicular access track (granted under Planning Permission Reference No. 20/05304) which adjoins the public road (L-7241), temporary construction compound / set-down area; boundary security fencing and CCTV system; underground medium voltage electrical connection from substation / transformer building supplying the immediately adjoining industrial site; and all associated site development works, all on a site of 11.78 acres.
Permission to construct a Biomass Steam Boiler Facility that includes: A) Demolition of existing single storey temporary warehouse building. B) Construction of single storey building with parapet height of 20.3m with part mezzanine floors within. C) A chimney stack with height of 23.15m. D) Above ground pipe rack measuring 55m long x 3.5m wide with an overall height of 11.58m. E) Underground services, drainage and other associated site development works. The proposed development is covered by an existing Industrial Emissions (IE) Directive Licence No. P0009-05 under Part IV of the Environmental Protection Agency Act 1992 (as amended). The proposed development refers to a modification to an establishment to which Major Accident Regulations applies.
The development consists of a 10 year planning permission for development consisting of an extension to and modifications to a permitted pharmaceutical manufacturing building IE2B, the development will consist of a) a three-storey extension (gross floor area approx. 1,520sq.m. and approx. 27.5m high to parapet) with intermediate access platforms, at the western side of building IE2B, with external ground-mounted plant and equipment, roof stacks, roof-mounted plant and equipment and acoustic screening; b) associated external revisions to the permitted IE2B building including elevational modifications and revisions to roof plan, roof stacks, plant and equipment; c) provision of additional storage vessels (3 No.) in existing bunded bulk solvent storage tank farm to the east of the IE2 building; d) provision of additional bunded waste vessels (2 No.) beside the existing bunded waste solvent tank farm to south of IE4 building; e) provision of additional tanks on southern side of IE2B building (6 No. bunded tanks and 2 No. underground tanks); f) an extension to an on-site berm (permitted under Pl. Reg. Ref. 16/6558) at the south east of the overall complex; g) revisions to internal access road layout on the western side of the proposed extension; h) revisions to the permitted surface water drainage layout and attenuation systems for IE2B and proposed extension to comprise of new underground attenuation tank; and i) all ancillary site works including modifications to underground services, pipe bridges, lighting, hard surfaced areas and all ground works. The development is for the purposes of an activity which requires an Industrial Emissions (IE) License under Part V of the Environmental Protection Agency Act 1992 (as amended by the Protection of the Environment Act 2003). The current IE Licence (P0009-04) attached to the site will be reviewed for the purposes of the proposed development.The site comprises of an establishment to which the Chemicals Act (Control of Major Accident Hazards Involving Dangerous Substances) Regulations 2015 (S.I.209 of 2015) applies. An Environmental Impact Assessment Report will be submitted to the Planning Authority with the planning application.
The development will consist of: (1) The construction of a two storey building (IE40) for staff services and facilities including canteen, kitchen, gym, studio, changing facilities, offices, meeting rooms and administration areas with roof top plant enclosures, (2) Extension to the existing staff car park to provide an additional 150 permanent car parking spaces, (3) The creation of a new vehicular car park entrance gate on the Ballyvrin Road (L3215) northern boundary road, (4) All associated site development works including modifications to the internal site roads and site services, construction of external hard standing and landscaped areas and a single storey ancillary kitchen store, site lighting and fencing, 3 no. flagpoles and associated signage and the formation of landscaped areas, including berms and visual screening with tree planting and contractor’s temporary car park.
