The proposed development consists of the demolition of The Blackhorse Inn public house and the adjoining pair of semi-detached houses at Nos. 229 & 231 Tyrconnell Road (total demolition: 976m2). The proposed development consists of the construction of a 3-7 storey building, accommodating 56 no. apartments, comprised of 37 no. 1 bed apartments and 19 no. 2 bedroom apartments, with all apartments to have balconies / ground floor terraces. The proposed development also provides for a ground floor cafe (106.4m2), with associated outdoor terrace. Vehicular access to the development will be from Tyrconnell Road, with a proposed car lift to the underground car park which accommodates 13 no. car parking spaces & 56 no. bicycle parking spaces. At surface level, there will be 4 no. car spaces & 22 no. bicycle parking spaces. The development also provides for all associated site development works, hard and soft landscaping, boundary treatments, ground floor refuse/storage/plant rooms (43.5m2), all on a site area of 0.16ha.
The development will consist of conversion/change of use of a redundant communal facility within a sheltered housing scheme to form a 1 bed 2 person apartment and a further development of two 1 bed 2 person apartments as a new build extension constructed over two floors at the gable end of the existing building. The existing A Block bin store will be relocated to facilitate this. The new works are to include: Change of use of a redundant communal facility will form a 62.9 sq.m. 1bed 2person apartment. A further ground and first floor extension will form two further 56.88 sq.m. 1bed 2person apartments. Access to the upper apartment will be via a new external staircase and lift. The new build extension will be located on the gable end, to the eastern boundary of A Block. The existing bin store enclosure will be demolished, and a new bin store erected external to the eastern boundary within lands owned by ALONE. New security fencing will enclose this store. Level access will be offered to all three units' front doors and new rear patios. Existing external walls will be externally insulation clad and rendered. The new build portion of the development will be traditional block and cavity wall insulation construction with external self-coloured render. The roof of the extension will be a flat timber deck with nominal falls for drainage and finished in a polymeric membrane above rigid insulation. Existing car parking, vehicular and pedestrian access points and communal clothes drying areas are unaffected by the proposal.
The works will consist of the construction of a dormer extension to the rear.
