Works include internal alterations to accommodate entrance lobby, serving hatch, bar and cafe use at ground floor and storage, services and staff facilities at basement level and complete refurbishment of the Dame Court elevation at ground floor level. The development proposed is in conjunction with the overhead development permitted under DCC Ref. WEB 2154/24.
The proposed development seeks a change of use of a portion of the basement and ground floor and the entirety of upper floors (first to fifth floors but excluding the external portion of the fifth floor containing Eir equipment) from telephone exchange to hotel accommodation providing 92 bedrooms, linen rooms and stores as an extension to the ReZz D2 hotel, with reception accessed from Dame Lane.The development requires significant refurbishment and improvement works including internal and external alterations: - Provision of staff facilities (shower, changing rooms and staff room) and plant room at basement level. - Internal doorway opening at ground floor level between nos.5-6 Dame Court and nos.2-4 Dame Lane (REZz D2 Hotel) to link into Rezz D2 reception accessed from Dame Lane.- Coffee kiosk and shopfront on Dame Court.- Internal modifications at ground and 1st to 5th floors to provide 92 bedrooms, linen rooms and stores. - Elevational upgrades and complete facade overhaul of the building to include revised elevational design and treatment of all elevations. - Bike parking shelter within existing Eir car park to rear.- All site and services works to facilitate the development.

The proposed development comprises a change of use of 2.321 sqm (GFA) from Telephone Exchange to office use at part ground floor level and all upper levels (first to fifth floor levels) together with the complete refurbishment of the building, including internal and external alterations. Proposed internal alterations include: (a) the removal and rearrangement of partitions throughout the building at part ground to fifth floor level to provide revised internal floor layouts, including revised office entrance / lobby / reception, lift / stair and services core, staff facilities (shower and changing rooms) and ancillary cafeteria and breakout spaces; (b) formation of a new stairway access from ground floor of No. 5-6 Dame Court to the basement of No. 2-4 Dame Court (Hely Building) and revised layout to basement below the Hely building together with the relocation of the existing ground floor link to the Hely building; (c) blocking of existing interlinking doorways at first to fourth floor level between No. 5-6 Dame Court and No. 2-4 Dame Court (Hely Building). Proposed external alterations include: (a) the provision of a new pedestrian / cycle gate adjoining the existing Eir car park entrance off St. Andrew's Lane; (b) provision of 50 no. sheltered bicycle storage spaces and a new external fire escape to the rear of No. 5-6 Dame Court; (c) provision of new office entrance off Dame Court and the comprehensive refurbishment of the building at No. 5-6 Dame Court through revised elevational design and treatment of all elevations; (d) provision of additional / new rooftop plant at fifth floor level together with the removal of existing plant screen and the provision of new plant screen to perimeter of roof at fifth floor level; and (e) provision of new drainage infrastructure (including sub-surface attenuation tank to rear park and sub-surface rainwater harvest tank and greywater recycling system along Dame Court) together with all associated site works.
Permission for change of use of the first, second and third floors at No 13 and 14 Dame Court, Dublin 2, from Nightclub to Boutique Hotel, having total of 14 bedrooms; to include for removal of a 20sqm lightweight structure to the rear at first floor; the provision of 3 no. balconies serving bedrooms to the rear; the provision of a lift serving all floors and associated works; the lowering of the basement and ground floors (both in restaurant use) by 1030mm enabling existing two entrance points to have level universal/disabled access; the reinstatement of a 1.1m wide brick opening to the southern entrance to be similar to the northern entrance and the provision of new front windows and doors at ground level and a new painted sign on the existing fascia and three no. traditional retractable canopies. PROTECTED STRUCTURE: Planning permission for the development will consist of amendments to the parent application under DCC Ref. 2167/19 (as amended under DCC Ref. 3135/20) to include the following: All existing wall painted signage to the front facade of the building to be removed by repainting of the front facade. Provision of 1 no. internally illuminated wall mounted projecting sign. The sign is fixed approimately 4.745m above ground level (measured to top of sign) over the main entrance to the building and measures appriximately) 0.825m (height) x 1.0m (width) x 0.15m (depth). The proposed sign is finished in black painted aluminium with white building logo (220mm x 225mm) and lettering 'Hennebique Studios' (120mm and 60mm in height respectively). Reconfiguration of entrance steps to provide an integrrated planter box along the side wall of the recessed entance and provision of 1 no. back-lit wall mounted sign above the proposed planter box. The proposed sign is fixed approximately 0.985m above the level of the entrance landing and is of a square shaped, measuring 1.4m (width) x 1.4m (height) and will protrude appproximely 55mm off the wall. The proposed sign is finished in black painted aluminim with white buildig logo (295mm x 300mm) and lettering 'Hennibique Studios' (170mm and 70mm respectively). Provisions of 3 no. replacement roller shutters(combination of solid and lattice/trellis type) to the front of the building at ground floor level and the provision of black painted aluminium reveals to roller shutter casings (measuring 300mm in heignt) and the inclusion of 2 no. painted address details on the reveals in white lettering (measuring approximately 60mm in height) stating '5 Dame Lane'.
