Planning precedent report

Alterations to previously granted planning application ref: FW21A/0185 comprising a new WWTP equalisation storage tank bunded structure (currently under construction) to Guerbet Ireland ULC at Damastown Road, Damastown Industrial Estate, Damastown, Dublin, D15YE36. The alterations involve increasing a single storage tank from 700m3 (12.8m diameter x 5.5m high) to a 1,000m3 (16.2m diameter x 5.5m high), increasing a bunded structure from 302.76m2 on plan (17.5 x 17.5m) to 702.25m2, and the relocation of 2 no balance tanks, 2 no clarifier tanks, associated bunded structures, pipe racks, supporting plant/equipment and all associated site works.

The development will consist of the construction of:

Retention permission for alterations to previously granted planning permission ref: FW21A/0185 comprising the relocation of fire water retention pond. The alterations include increasing the volume of the fire retention pond from 3,300 m3 to 5,550 m3 and reconfiguration of internal access road on a proposed site area of 0.4887 ha and all associated site development works.

Construction of new 3.75 m high stand alone electrical switchroom of 2

Erect 12,082 m2 of photovoltaic panels on a ground mounted system. The development will comprise of a 2.4 MW Solar PV farm on a site at Damastown Road, Damastown Industrial Park, Dublin 15, Dublin. D15 YE36, on 2.47 hectares land located to the northwest of the existing Guerbet Pharmaceutical plant. The electricity generated will be used by the Guerbet Pharmaceutical site that currently operates under an Industrial Emissions (IE) License (PO050-02) and Greenhouse Gas Permit (GHG Permit) No.IE-GHG019-10349-02, under Part IV of the Environmental Protection Agency Act 1992 (as amended for the Protection of the Environment Act, 2003). The development will comprise of photovoltaic panels with ground mounted frames together with all ancillary cabling and electrical infrastructure; 1 no. transformer cabin; 1 no. spare parts cabin; using all temporary ways, temporary construction compound / set-down area; boundary security fencing included on the application, Granted under Planning Permission Reference No. FW21A/0185 and underground medium voltage electrical connection from transformer building, also under application FW21A/0185, into the immediately adjoining industrial site; and all associated site development works, all on a site of 12.22 hectares.

Guerbet Ireland ULC, intends to apply for retention planning permission for alterations to previously granted planning application ref: FW17A/0142 comprising a single storey 107.8 m² modular training building and planning permission for associated planted screening. This application relates to development on a site which comprises an activity requiring an integrated pollution prevention & control licence.
