An extension of the existing industrial building (for the purpose of medical device manufacturing) on site and alterations to the vehicular entrance and car park in the southeastern portion of the site. The proposed extension of the industrial building will comprise the extension of the building southwards by 10.5m, with the extension to the building having an overall height of c. 9.3m. The extension to the building will result in an increase in gross floor area of 1,375 sq.m. in total, and will accommodate additional medical device manufacturing floor space, corridors, and service areas. PV arrays will be provided at roof level. The proposed alterations to the existing vehicular entrance and car parking area comprise site clearance works, a new visitor vehicle entrance with a set down area and 6 no. visitor parking spaces to the southwest of the existing security hut, and the provision of 8 no. additional parking spaces as an extension of the existing car park. The proposed development also includes associated access arrangements and alterations to existing pedestrian and cycle facilities and fire tender route to accommodate the visitor entrance and extension, lighting, bollards, 1 no. additional ‘visitor’ sign, boundary treatments and barriers, alterations to existing landscaping to facilitate the building extension and visitor entrance / parking, alteration to existing roof PV arrays on the existing building to allow for additional roof ventilation ducting to facilitate the building extension, alterations to underground services, and all associated and ancillary works.
The site is situated to the west of the Bohernatounish Road (and of existing buildings within the Business and Technology Park), to the east of the Outrath Road and Loughboy Industrial Estate, and to the south of the Kilkenny Ring Road(N10) and an existing office development. Permission is sought for the following development: • Expansion of the existing Central Utilities Building compound to facilitate construction of 38kV substation (as required by the ESB) to accommodate 2 no. electrical transformers, a single storey client switchroom building (with a parapet height of c.5.8m), and a single storey control room building (with a parapet height of c. 5.8m).• The control room building will accommodate a gas insulated switchgear room, control room, battery room, storeroom and WC. • The development includes all associated landscaping and ancillary works, services, protection masts, and boundary treatments. Retention permission is sought for the following alterations to the development permitted under Reg. Ref.: 22/662:• Amendments to the permitted industrial building including to the building footprint and the area of the ancillary office space and reception / dining areas (resulting in a decrease of c. 593 sq.m. in gross floor area (GFA) in total).• Associated amendments to the internal layout of the industrial building, to the building facades (including alterations to entrance / exit doors and fenestration), and roof plan (including rooflights), and the location of ancillary structures and landscaping in the vicinity of the ancillary office area, to reflect the altered building layout. • Relocation of one stair core along the northern building façade southward to sit within the massing of the building. • Construction of a of pump house, tanks for rainwater harvesting, smoking shelter, provision of a gabion wall around the outdoor dining area, omission of waste storage structure, relocation of pallet storage to the northeastern corner of the service yard, and relocation and alterations to permitted signage (including the omission of building signage on the southern elevation, provision of signage to the northern, western, and eastern elevation, campus and directional signage, and 3 no. flagpoles adjacent to the southern site entrance). • Amendments to the northern access point to the site, to remove the permitted vehicular access and provide for pedestrian and cycle access • Amendments to the Central Utilities Yard including relocation of 2 no. sprinkler
The proposed development will consist of the following: All site clearance and enabling works required to facilitate the development; The construction of an industrial building (for the purpose of medical device manufacturing),with a gross floor area (GFA) of 29,490sqm and with a maximum parapet height of c.16.3metres. The building will be part-one and part-two storeys in height, with enclosed plant at roof level; The proposed building will accommodate assembly rooms, an electron-beam sterilization area, support and staff welfare facilities, kitchen and dining facilities, warehouse/storage space, and ancillary office space. The ancillary office space totals 4,645sq.m at ground and first floor levels; Provision of a fenced marshalling yard and waste yard to the north of the proposed building, along with loading bays, waste compactor and gated access points; The provision of a fenced utility compound area located to the western part of the site, which will accommodate 2no. emergency generators, 2no. sprinkler tanks and a single storey building comprising a sprinkler house, and ESB substation, including client control room (with a GFA of 182sqm); The provision of a single storey security guard house (with a GFA of 42sqm) to the southeast of the site; The provision of 520no. car parking spaces and 236no. bicycle parking spaces; The access to the unit will be provided via an existing intersection within the Kilkenny IDA Business and Technology Park and via the existing link road to the south of the site. The development includes the surfacing of the link road to serve the subject site; The development also includes landscaping, boundary treatments, photovoltaic panels at roof level, entrance barriers, site lighting, and all associated site development works, including underground foul and storm water drainage services and attenuation areas, and all ancillary works. An Environmental Impact Assessment Report (EIAR) will be submitted to the Planning Authority with the planning application and the EIAR will be available for inspection or purchase at a fee not exceeding the reasonable cost of making a copy at the offices of the Planning Authority. The site is located to the west of the Bohernatounish Road (and of existing buildings within the Business and Technology Park), to the east of the Outrath road and Loughboy Industrial Estate, and to the south of the Kilkenny Ring Road (N10) and an office development currently under construction.
