Application for change of use of an undeveloped c 4.5ha area previously permitted as a community park/playing pitch under condition 3 of An Bord Pleanala reference PL 17.248391 (and Reg Ref RA170127) to agricultural use only, through restoration with existing on site inert natural material. No increase in the amount of material permitted to be brought onto site is proposed. The application proposes a financial contribution to a community benefit fund in lieu of the provision of the community park/playing pitch amenity for the beneficial usage of local community initiatives and projects.
The proposed development and amendments will consist of the following: a) Construction of a new energy-efficient washing plant with a capacity of c. 200,000 tonnes per year to support the recovery of sand, gravel, and stone from imported waste and non-waste soil and stone materials, together with all necessary supporting infrastructure and equipment (including gantries, conveyors, washing systems, screeners, and sludge presses) and ancillary works; b) Provision of a new weighbridge with associated control office (c. 20 sqm), controlled barrier and CCTV system, to enable internal queuing of heavy goods vehicles to occur within the site; c) Revisions to the previously permitted restoration scheme, including updated restoration landform profiles reflecting the operational efficiencies of the proposed washing plant, alongside additional planting and biodiversity enhancements to support restoration for agricultural use; d) All associated ancillary and site development works above and below ground level
