Demolition of an existing electrical switch room, boiler rooms and existing single storey office building and two associated modern extensions at the rear of the existing Coach House and Stables Buildings; Works to the Coach House and Stables Buildings (currently in office use) include the removal of existing modern interventions (internally & externally) and to restore the buildings to their earlier character when used as stables and coach house; Works include replacement of modern windows and doors with historically accurate ones, lime rendering of external walls, replacement of concrete roof tiles with natural slate and of modern gutters and downpipes; Some modern wall opes will be closed as blind windows; Internally, modern office layouts will be removed and replaced with earlier stables and loft layouts; The change of use of the buildings from office to exhibition/display spaces; Works to the derelict Gardener's Cottage will include its reconstruction based on photographic evidence to reflect its earlier appearance, while the modern windows and door will be removed from the adjacent Cart House to return it to its earlier form, all for use as exhibition/display spaces; Works to the existing two storey Finance Building include altering its south-eastern fa9ade to align with a new courtyard dividing wall, replacing the existing facade with a new glazing system along with solid elements of render, stone & zinc cladding; The internal layout will be reordered to change the use of the ground floor from office to exhibition spaces with retained office and meeting spaces on the 1st floor in a revised layout; A new plant area enclosure with PV array at roof level; The ancillary building to its west will be redeveloped to include a kitchen area on the ground floor and WC facilities at first floor level with new areas of roof and wall in zinc cladding; An existing single storey storage building will be redeveloped and extended for use as a staff office with meeting room, kitchenette, storage room, and WC spaces; A new exhibition building (Machinery Shed) will be constructed, south of the Coach House, white forming a new courtyard between the two buildings; This two-storey pitched roof building will house refurbished antique farm machinery in an exhibition of early farm equipment; The first-floor mezzanine will contain an audio-visual display area and open landings overlooking the ground floor exhibition space; The building will have a PV array at roof level; This building and adjacent landscaped areas will replace an existing car park area of 35 spaces; A new substation, switch room building with back-up generator enclosure will also be constructed as part of the works; All associated site works, plant spaces, civil and utility works and landscaping form part of the application; Belgard Castle is a Protected Structure Ref. 206 and a Recorded Monument - Ref. (1) The construction of a Learning Archive, located under the upper courtyard between the Coach House and the Castle’s Annex building, comprising site excavation and construction of a basement archive space, reading rooms, exhibition spaces and ancillary, toilet and storage facilities providing a link to the lower Castle Courtyard through one of three existing fuel vaults. The floor area of the proposed building is 805sq.m. (2) The removal of the front two storey section of the existing finance building which has a floor area of 191sq.m. and the construction of a single story Entrance Pavilion providing access via stair and lift to the Learning Archive below and to the remainder of the Finance Building. The floor area of the entrance pavilion is 130sq.m. (3) The re-instatement of the Stable Yard above the Learning Archive as a re-ordered landscaped space including a light well to the Learning Archive below. (4) The construction of a Centre of Education, Learning, Innovation and Collaboration for CRH on the site of the existing main car park and grounds maintenance facilities. The building, which has a floor area of 4,314sq.m., contains flexible education spaces of various sizes, breakout and collaboration spaces as well as dining facilities, kitchens, store rooms, welfare, plant and ancillary support spaces and is constructed over basement, ground, part-mezzanine and rooftop pavilion levels. (8) The demolition and removal of the existing machinery sheds and Demesne maintenance buildings, floor area 200sq.m. from their location beside the existing main car park. The construction of replacement machinery and maintenance buildings which also accommodate ancillary staff facilities, a new ESB substation and switch-rooms, boiler plant, generator and ancillary storage facilities. The combined floor area of new buildings is 489sq.m. The facility also includes a new service yard, area 750sq.m. all at the Western corner of the site.
