Site planning risk brief

Construct an aparthotel five storeys in height. The aparthotel will consist of 25no. guest suites comprising of 13no. 1-bedroom suites and 12no. 2-bedroom suites, refuse store, bicycle store, service room, ESB substation, and rooftop amenity terrace at third floor level. The development will also consist of associated hard & soft landscaping, an external generator, boundary treatments, car parking, bicycle parking, vehicle access to the existing estate road, and all associated site works. The development will consist of works which are within the curtilage of a protected structure (NIAH reference number - 12504235, record of protected structures reference number - RPS 185_B)

Construct a 3-storey apartment block containing 9 no. apartments and utilising the existing shared vehicular access onto Harpur's Lane and to carry out all associated site boundary and site development works at No. 2 Harpur's Lane, Portlaoise, Co. Laois, R32 TXF7, which is within the curtilage of a protected structure (NIAH reference number - 12504235, record of protected structures reference number - RPS 185_B)

Construct 2 no. apartment blocks (Blocks 6 & 7), ranging from 2 to 4 storeys, totalling 28 apartments consisting of 2 no. one-bedroom apartment, 25 no. two-bedroom apartments, 1 no. three bed apartment. Block 6 will include a 22 child space creche. Block 7 will include a manager's office. All associated site works including modification of permitted vehicular entrance off Harpur's Lane permitted under Reg. Ref. 17/449, spine road, car parking, cycle parking, bin storage, open space and landscaping. 2 no. apartment will be used for short term use by the close relatives of the nursing home in the case of a health crisis

Construct (a) a single, detached, 3 storey block (Block 1) containing 40 no. 2 bed apartments for Independent and Assisted Living for the Elderly & Disabled; (b) a spine road and haul road which will both serve the proposed development and future development of the applicant's wider landholding (subject to planning permission). All associated site works including modification of permitted vehicular entrance off Harpur's Lane permitted under Reg. Ref. 17/449, car parking, cycle parking, bin storage, open space, landscaping

Modify the planning grant for Block 6 & 7 (previously granted ref. no. 22/271) as follows: • Remove Block 7 from the development • A change in the total number of apartments to 22 no. x 2 bed apartments on 1st to 3rd floors of Block 6. The existing Planning Permission is for 28 no. apartments consisting of 2 no. one bedroom apartments, 25 no. two-bedroom apartments, 1 no. three bed apartment. The Creche with 22 Child Spaces remains at ground floor in Block 6. • Car Parking has been amended to accommodate the change in apartments count • Minor Changes to apartment internal layout and elevations (including Balconies) • Bin Store and Cycle Store amended to accommodate change in apartments count • Minor Changes to landscaping and hardstanding areas around the building to accommodate above changes

Modify existing granted planning permission under Reg. Ref. 20/56 (15 dwellings) by reducing the amount of public open space from 574sq.m (15% of the site) to 390sq.m (10.6% of the site) and providing associated revised landscaping and boundary treatment. The overall site area will be reduced from 0.383Ha to 0.365Ha
