(A) The erection of an Independent Living Unit (granny flat), (B) Upgrading of existing sewerage treatment facilities to include a Bio-Crete Waste Water Treatment Plant with sand polishing filter to comply with EPA Code of Practice 2021 and (C) Ancillary site works

The change of use of an existing retail unit to assembly and recreation use including the provision of a coffee dock and a gift shop, removal of condition no. 5 from previous planning permission Reg. Ref. 99/785 and the installation of a playground adjacent to the building; together with associated ancillary site works

1) A portal fame structure 20 metres long by 14 metres wide by 7.5 metres high (floor area 280m2). The building will be used as a store to house spare parts and maintenance equipment. 2) A single storey office 5.0m by 3.5m within the proposed store to keep records and specification details of the spare parts and equipment stored. 3) Associated site works

The proposed development will consist of replacing the existing boundary fence on three of the site boundaries with a stronger more secure type of fence as shown on the drawings submitted with this application

Residential development is proposed comprising 98 residential units on this site of 5.14 hectares. The residential mix will be detached, semidetached and terraced houses including 9 no. 2 bed houses; 71 no. 3 bed houses; and 18 no. 4 bed houses. All of the residential units will have associated private open space with gardens facing north/south/east/west. Alterations to Kilbride Road L6179 to provide a section of the regional road and upgrades to provide pedestrian facilities. Access to the site will be from the new proposed regional road. The development will also provide for landscaping, public open spaces and all associated site development works to enable the development including boundary treatments, temporary wastewater treatment plant, pumping station, percolation area, attenuation storage area and other service provision including ESB substation.

Extension of appropriate period of 15/1101 (the construction of an 80-bed nursing home (c.4610sqm) together with 34 no. independent (supervised) living units (c.2523sqm), an effluent treatment system, new access road, changes in level and associated landscaping works (c.7133sqm gross floor area). The proposed nursing home is a 2 storey with pitched roof providing bedrooms & communal areas around an internal courtyard. The 34 no. independent (supervised) living units are provided in 4 no. main house types as follows: 12 no. semi-detached 2-bed general needs houses (Type A, 2-storey c.74.7sqm); 4 no. semi-detached 2-bed general needs house (Type B, 2 storey c75.6sqm): 6 no. 2 bed apartments (Type C/C1, 2 storey c.65sqm plus c.92sqm communal/circulation areas). Parking is provided for 67 cars and access from the L2180 Arklow Road is permitted under Reg. Ref. 09/1169 (extended under Reg. Ref. 15/151). The development will also comprise changes in level including cut & fill works, provision of retaining walls, on-site waste water treatment system, hard & soft landscaping works, and all other associated site excavation & site development works above & below ground)

Installation of ESB Networks' compact modular MV EGIP substation to facilitate the connection of the consented Templerainey East Solar Farm (planning ref: 16/1285) to the electrical distribution system

Construction of a new educational campus and a new link road that will servce the school campus which will include the provision of two school buildings. Gaelscoil an Imbhir Mhóir a two-storey, 16 classrooms primary school with two special needs rooms and ancillary spaces with total floor of circa 3093sqm serving 480 pupils. Gaelshólaiste na Mara a three-storey, post primary school with two special needs rooms, PE hall and ancillary spaces with a total floor area of circa 6585sqm serving 400 pupils. Proposed site works to include the construction of all new hard play areas, six play-courts, grass pitch, 182 no. car-parking spaces together with boundary treatment, 79 bicycle stands, ancillary infrastructure works, pedestrian links and landscaping.

Demolition of 3 no. structures on site including a 2-storey habitable house (total GFA 207 sq.m) and 2 no. sheds/outbuildings (c.580 sq.m). Closures of 2 no. existing entrances onto the Kilbride Road (L-6179). Construction of a new residential development and local centre comprising: 666 no. units (578 no. semi-detached and terraced housing (100 no. 2 beds, 317 no. 3 beds, 161 no. 4 beds) and 88 no. apartments and duplex apartments (24 no. 1 beds, 51 no. 2 beds and 13 no. 3 beds)). All residential units will have associated private open space facing north/ south/ east/ west. The proposal will also include a local centre (c. 2335 sq.m) comprising a creche (c.1,095sqm) with outdoor play area, 3 no. community/medical units (c.450 sq.m), and 3 no. retail units (c.790sq.m). Building heights within the development will range from one to five storeys. The development will include streets, pedestrian/cycle links, open spaces/parks (with play areas) and will include amendments to the permitted open spaces and access road granted as part of the Phase 1/Character Area 1a development (WCC Reg. Ref.: 23/756 on the subject lands. The development will also include a public boardwalk/bridge for pedestrians and cyclists from the development across Arklow Town Marsh and the Avoca River to the Arklow Riverwalk north of Arklow Town Car Park and the Town Centre, with the bridge element (and associated works) across the Avoca River constructed atop the concrete columns (debris traps) permitted as part of the Arklow Flood Relief Scheme (Planning Ref. ABP-310368-21). All associated site development works, site reprofiling, infrastructural and drainage works, surface water attenuation and natural attenuation areas, connection to public services and utilities (including undergrounding of ESB lines), provision of substations, bin stores, bicycle stores, car and cycle parking at surface and undercroft levels, public lighting, landscaping and planting, public/communal/private open spaces and boundary treatment works. This development will form part of the designated Kilbride Action Area Plan AAP3
