This application relates to a proposed development within the North Lotts and Grand Canal Dock SDZ Planning Scheme Area. The proposed development consists of alterations to previously approved development (Reg. Ref. DSDZ2355/19 and DSDZ4160/19) as follows: (i) omission of approved basement bicycle parking area, locker room, and staff shower facilities (72 sq.m.); (ii) a new partition wall at ground floor level and provision of bicycle parking area, locker room, and staff shower facilities; (iii) creation of 2 no. opes in internal wall at ground floor level to provide access between locker room and bicycle parking area; (iv) relocation of previously approved ground floor toilets to southern end of the building; (v) reconfiguration of previously approved access door/glazing unit in original ope on eastern façade to provide a full length window only; (vi) reconfiguration of existing window ope to create on eastern façade to provide access door and glazing unit; (vii) alterations to 5 no. existing windows on eastern façade comprising lowering of (non-original) window cills; (viii) reconfiguration of previously approved window ope on western façade (at location of existing double doorway ope) to provide access door and glazing unit; and, (ix) drainage and all associated site development and ancillary works necessary to facilitate development. PERMISSION For development comprising: Alterations to development previously approved under Reg. Ref. Planning permission for development at a site of c. 0.14ha at No's 1-4 Martin's Terrace, Dublin 2 (D02DK03, D02TD56, D02XE14, D02YT10) and adjoining lands at corner of Macken Street and the new realigned Hanover Street East. The development consists of the demolition of No's 1-4 Martin's Terrace and the redevelopment of the site to provide for a five storey building with set-back sixth storey level over 2 no. basement levels. PROTECTED STRUCTURE: RETENTION PERMISSION: Osteria Lucio, The Malting Tower, Grand Canal Quay, Clanwilliam Quay, Clanwilliam Terrace, Dublin 2. The property fronts onto Clanwilliam Terrace to the west and is south of Grand Canal Quay Railway Bridge which is a protected structure (RPS Ref. 883/3276). The development consists of the following temporary retention (for 3 years) of outdoor seating area structure (c. 23.2sq.m) comprising aluminium and glass enclosure with retractable roof (c. 2.9 metres height, c 1.74 metres width and c. 11.1 metres length) permitted under DCC reg. ref. 3447/19 ABP reg. ref. 305391-19, retention (for 3 years) of exterior signage. A small area of the site falls within the North Lotts and Grand Canal Dock Strategic Development Zone Planning Scheme area, however the majority of the site is outside the DSZ Planning Scheme area. The specific development the subject of this retention application is located outside the SDZ Planning Scheme area.
The development will consist of a change of use from existing commercial/retail unit circa: 107sq.m to a proposed Café.
The proposed development will consist of: • The removal of the existing windows on all external elevations; • The installation of new double-glazed windows on all external elevations. The new windows will feature slimline black PVC frames and; • All associated site works.

Permission is sought for development at Nos. 94/95 Mount Street Lower, Dublin 2 (D02 P958 and D02 F682) (with frontage to Love Lane East). PROTECTED STRUCTURE: Dublin Therapeutic Massage Clinic, intend to apply for permission for development at this site Basement Front, 10 Merrion Square North, Dublin 2 (A Protected Structure RPS 5111). The development will consist of the change of use from existing office use to use as a therapeutic massage clinic. No internal alterations are proposed to be undertaken.

The proposed development consists of modifications to the eastern, predominantly commercial block contained within a wider mixed-use development permitted under Reg. Ref. DSDZ2457/16 (the 'Parent Permission') and subsequently amended under Reg. Refs. DSDZ2041/17, DSZD3639/17, DSDZ3183/19, DSDZ3229/19 and DSDZ3545/19. The development comprises of: the change of use of 2 No. permitted ground floor, stand-alone retail/non-retail units (total combined GFA: 271 sqm) to proposed use as a collaborative studio and display area (including associated amendments to permitted signage, access and fenestration on the eastern facade); and the use of 1 No. permitted ground-floor, retail/non-retail cafe unit (GFA c. 281 sqm) as a retail/non-retail cafe; both to be ancillary to the adjoining commercial office development and for the exclusive use by the building tenant.

PROTECTED STRUCTURE: Planning permission for proposed demolition works to Nos. 36-38 Westland Row, Dublin 2 ( a protected structure). The subject site is bound to the north by nos. 39-40 Westland Row and Cumberland Court, to the south by no. 35 Westland Row, Harcourt Row and nos. 22-24 Cumberland Street South (also known as South Cumberland Street), to the west by Westland Row and to the east by Cumberland Street South. The proposed works will consist of the demolition of the existing rear toilet extension to the east facing rear elevation of 36 Westland Row (a protected structure), which extends 5no storeys above external court-yard (grade) level and the repair of the original external rear facade which abuts the structures proposed to be demolished to include the reinstatement of 3no original window openings, originally located at each stair landing level. Proposed internal plan modifications to provide replalcement toilet facilities within the existing floor plan of no 36 Westland Row, including the removal of existing external drainage pipework to the rear east-facing elevation, installation of new internal drainage connections and remedial repairs to external wall finishes where disturbed by the above works as described. Works are associated with previously approved planning application ref 4458/16.
The proposed development will consist of the change of use of 2 no. mesh clad and metal structures (currently accommodating pedestrian access to the basement car park at Grand Canal Square) to provide 2 no. commercial/retail kiosk type units; remodelling the internal reconfiguration of both units in addition to maintaining their existing circulation and means of escape function to the basement car park. The proposed new external treatment will replace sections of the existing metal mesh panels in both kiosks with fixed and opening glazing panels within the same footprint form and proportions as the existing structures. The roofs of both structures will be replaced with solid insulated and weathered roof structures. Proposed unit no. 1 35.6m2 internal floor area within an overall kiosk footprint of 63.9m2 located in the southeast corner of the square is proposed to accommodate a coffee refreshment kiosk with a new sales hatch on the western facade relocated entrance doors on the southern facade creating a new internal accommodation for customers and new exit doors from existing escape stairs from basement car park on the eastern facade. Proposed unit no. 2, 49.8m2 internal floor area within an overall kiosk footprint of 93.1m2 located in the northwest corner of the square will accommodate a flower shop (florist) with a new entrance onto the southern facade to provide access to the shop interior. Permission is also sought for signage and site development works associated with the above proposed development. The site, the subject of the proposed development is within the Grand Canal Dock / North Lotts Strategic Development Zone.
PROTECTED STRUCTURE: Permission is sought for full refurbishment works to upper and lower ground floor levels only at 40 Westland Row, Dublin 2, D02 HW74 which is a protected structure (RPS No. 8510) extending through rear to Cumberland Street South, Dublin 2, D02 V588 to include (1) General refurbishment and upgrade of existing office space (2) The addition of a new fully disabled Part M access to rear via Cumberland Street South (3) The addition of a new fire rated stair core and passenger lift (4) Creation of new door access via Cumberland Court (5) Creation of new external openings to south elevation at ground floor level (6) Enlargement of external openings to south elevation at first floor level (7) All associative site works involved in carrying out the refurbishment.
PROTECTED STRUCTURE: Planning permission to install 3no. Antenna and 2no. transmission dishes on supporting poles together with equipment cabinets, cabling and associated site works at the roof level of Royal Irish Academy of Music, 36-38 Westland Row, Dublin 2, D02 WY89 (Protected Structures in Dublin City Council Development Plan 2022-2028, RPS Ref. The site is bounded by Velasco Building and Osprey House, onto Grand Canal Street to the North East, Clanwilliam Place, to the East; Love Lane to the West and Mount Street Lower, to the South West. The proposed development consists of the demolition of the existing Elm House (D02 A344), Block 1 Clanwilliam Court (D02 CF97), Clanwilliam House (D02 CV61), Marine House (D02 FY24) office buildings and former Clanwilliam Court Block 6 apartment building (D02 NR22) and the construction of a commercial office building ranging in height from 4 to 8 storeys plus roof plant (above ground building height inc. plant screen at the corner of Clanwilliam Place and Mount Street Lower of 32.9m). The total gross floor area of this building will be circa 31,712 sq.m (including floor space at Lower Ground Floor (Level -1) but excluding basement parking and plant).
