A 10 year permission is sought for development on a site of 2.13ha bounded to the north by Sandyford Office Park; to the east by Blackthorn Avenue; to the south by Sandyford Park and the Leopardstown Office Park; and to the west by Sandyford Business Centre. The proposed development comprises of the construction of 5 no. five storey office buildings (Block A-E), with a total floor area of 46,559 sq.m organized around a landscaped public park and pedestrian plazas. All blocks will have set back upper floors and will contain landscaped terrace areas on upper floors. Block E will contain a ground floor cafe space of 645 sq.m. Blocks A, B and E will contain sub-stations. An identification totem sign is also proposed. The buildings are over 2 separate single level basements east and west bisected by the Carysfort/Maritimo culvert. The basement level contains plant areas, bin stores, changing rooms and provides a total of 423 no. car parking spaces, of which 47 are for E-charging and 23 are wheelchair accessible. There are also 45 no. motorcycle spaces located throughout the basement carpark. 474 no. bicycle parking spaces are located at basement level, and ground/podium level. The basement car park and bicycle parking is accessed from ramps located off Blackthorn Avenue, at the north east of the site, entering under Block A and off Burton Hall Avenue, at the south of the site, entering under Block C and Block B. Exit ramps are located under Block E exiting onto Blackthorn Avenue and under Blocks B and C exiting onto Burton Hall Avenue. The proposed development also includes cycleways, landscaping, tree planting, road markings, dropped curbs, crossovers as well as new separate vehicular access and exit routes off Blackthorn Avenue. Permission was previously granted (Reg Ref D15A/0560) on this site for a similar development of 5 office buildings containing 41,871 sq.m of office space over basement and similar works to the public realm. The application is accompanied by an Environmental Impact Assessment Report (EIAR).

The Residential Amenity Areas of approx. 636 sq m proposed in Block D comprise a residential club house/multi purpose room, library/reading room, lounge area, concierge area, office area, post room, fitness club, all at ground floor level of Block D. A terrace lounge area is proposed at fifth floor level of Block D. 2 no. roof garden areas are also proposed at fifth floor level of Blocks C and D (approx. 400 sq m and 408 sq m respectively). Open Space (approx. 9,885 sq m) is proposed in the form of (a) public open space areas (approx. 6,680 sq m) which include a public plaza/court area, a main area of public open space (including a play area and outdoor gym area) and woodland trail; and (b) all communal open space areas (approx. 3,205 sq m) which include areas adjacent to Saint Joseph’s House (Block E), Block D and Block F, a courtyard and play area located between Blocks A and B and roof terraces at fifth floor level of Blocks C and D. Proposals for vehicular access comprise 1 no. existing vehicular access point via Silver Pines (an existing all movement junction onto Brewery Road) and 1 no. new vehicular access point at the general location of 'Annaghkeen' at Leopardstown Road (a new Left In / Left Out junction arrangement). The new access point along Leopardstown Road will replace 9 no. existing access points at ‘Woodleigh’, ‘Cloonagh’, ‘Souk El Raab’, ‘Wellbrook’, ‘Calador’, ‘Alhambra’, ‘Dalwhinnie’, ‘Annaghkeen’ and ‘The Crossing’. The internal permeability proposed will provide linkages for pedestrians and cyclists to Leopardstown Road and adjoining Greenway. Proposals also provide for the relocation of an existing bus stop along Leopardstown Road. The associated site and infrastructural works include provision for water services; foul and surface water drainage and connections; waste water pumping station; attenuation proposals; permeable paving; all landscaping works including tree protection, tree removal and new tree planting; green roofs; boundary treatment; internal roads and footpaths; and electrical services. The application contains a statement setting out how the proposal will be consistent with the Dún Laoghaire Rathdown County Development Plan 2016-2022. An Environmental Impact Assessment Report has been prepared in respect of the proposed development. The application contains a statement indicating why permission should be granted for the proposed development, having regard to a consideration or considerations specified in section 37(2)(b) of the Planning and Development Act, 2000, as amended, notwithstanding that the proposed development materially contravenes a relevant development plan or local area plan other than in relation to the zoning of the land.
