This application relates to development within the Cherrywood Strategic Development Zone (SDZ) and is subject to the Cherrywood Planning Scheme 2014, as amended and is generally bounded by Castle Street to the west, Tully Park, future development lands in Development Area 8 - Tully and the site of the permitted Primary School (Reg. Ref. DZ18A/0458) to the east, Gun and Drum Hill road to the north and Lehaunstown Lane to the south. The development proposed consists of 163no. Dwellings (total gross floor area of c.17,645 sqm) in a mixture of houses, duplexes and apartments comprising of the following: 97no. Houses accommodated in buildings ranging from 2 to 3 floors consisting of 35no. 4-bedroom units, 50no. 3-bedroom and 12no. 2-bedroom units; 30no. 2- and 3-bedroom duplexes organised in 3no. Storey blocks; 36no. Apartments in a single 3 storey building comprising of a mix of 16no. 1-bedroom units, 18no. 2-bedroom units and 2no. 3-bedroom units and 2no. 3-bedroom units. Development at Loughlinstown Drive, Loughlinstown, Co. Dublin comprising Loughlinstown Industrial Estate and part of HSE Heath Centre site all at Loughlinstown Drive, Loughlinstown, Co. Dublin The proposed development will consist of: Revisions to previously permitted development - Reg Ref: D19A/0797 (ABP Ref: 307994-20) for a Primary Care Centre and General Practitioner (GP) Surgery and pharmacy unit to include the following: (1) Internal Reconfiguration of floor plan layouts at ground, first, second and third floor levels to accommodate HSE operational requirements (gross floor area of the building decreases slightly from 4307sqm to 4269sqm due to construction build-up of external walls). (2) Changes to external elevations comprising revisions to window and door placement, positioning and sizing to respond to the new internal layout on all elevations; change in external materials from brick to render on part of east, south and west elevations; changes to the elevations to the internal courtyard to include 2no. additional plant area access doors at stair core no.1 on south facing internal courtyard elevation, an additional window and an additional door on the east facing internal courtyard elevation; minor revisions to roof plant including relocation of some roof plant to new plant compound at ground level. (3) Revisions to the site layout plan to include a new a new emergency vehicular egress to public road, extension of access pathway on western side of the building; provision of an additional external door to substation at ground floor on western elevation; relocation of external switch room from the northeast corner of the site to the internal courtyard; provision of additional disabled space in lieu of standard parking space (no change to total number of parking spaces proposed – 61 spaces); new plant compound at ground level for relocation of roof plant; changes to boundary treatment including removal of low plinth wall at front of building and changes to ground levels to allow removal of 2no. retaining walls to south boundary. (4) Minor revisions are proposed to previously approved signage involving relocation and resizing of the sign on the northeast and 1no. additional HSE sign on the upper level of the western elevation. Permission is also sought for all associated site and development works including revisions to hard and soft landscaping proposals to the internal courtyard and the site generally arising from the above.
Application includes development within the Cherrywood Strategic Development Zone (SDZ) and is subject to the Cherrywood Planning Scheme 2014, as amended. Permission for development at lands at Laughanstown, Dublin 18. (Lands bound to the east by Lehaunstown Park House, to the South by Lehaunstown Lane, to the west by the M50 and proposed Beckett Road (Reg Ref DZ21A/1017) and to the North by plot CU2 and Mercers Road). The development will consist of works associated with construction of an open space area referred to as 'Lehaunstown Park Open Space' to include community gardens with ancillary poly tunnels, storage and toilets, a community plaza/play area, car and cycle parking spaces and all associated hard and soft landscaping. Vehicular access is proposed from Mercers Road. Pedestrian and cycle entrances are proposed from Mercers Road and Lehaunstown Lane including connections to a universal access link from Lehaunstown Lane Greenway to Beckett Road which is subject to a separate planning application Reg Ref DZ21A/1017. The current application site is the location of a temporary car park permitted under reg ref DZ20A/0478 the use of which will be discontinued in accordance with condition 3 attached to that permission and the associated infrastructure reused/repurposed to provide the proposed open space and ancillary uses within Lehaunstown Park Open Space. Permission is also sought for services connections and all associated site and development works.

D23A/0806, which contains an existing residential dwelling known as Saint Anne’s (A Protected Structure) as follows: a) Reconfiguration of Block C to provide a change from the permitted unit mix of 2-bed and 3-bed units, providing an overall increase of 12 no. residential units to now provide for a total of 28 no. 1 bed units within Block C from the previously permitted 16 no. units, increasing the overall gross floor area of Block C from c. 2065.26 sqm to c.2213.43 sqm. b) Alterations to the ground floor of Block C comprising: removal of the previously permitted communal store; removal of the previously permitted bike store; repositioning of the stair core and lift area and the provision of 1 no. additional lift; the provision of a communal room, a plant room, a cleaner store, a lobby, and a universal WC. c) The relocation of the previously permitted bin store from the ground floor core of Block C to the north-western side of Block C, the removal of the previously permitted 10 no. visitor bike spaces to the north-western side of Block C, which are to be replaced with 4 no. visitor bike spaces to the north-western side of the revised communal open space area and 4 no. sheltered and secured bike spaces to the north-eastern area of the communal open space area. d) An overall decrease in the permitted cargo/bike parking spaces from 62 to 34 no. cargo/bike parking spaces. e) Modifications to the communal open space area reducing from c.338sqm to c.182sqm and the provision of 2 no. areas of outdoor gym equipment. f) Increase in the size of the public open space area from c.798sqm to c.1157sqm, re-location of the previously permitted natural playground area from the communal open space area to the south-western area of the site, and 2 no. areas of outdoor gym equipment adjacent to the communal open space area. g) Overall height to remain as permitted at 3-4 storeys. h) The remainder of the development permitted under Reg. Ref. D23A/0806 will remain unaltered by way of this planning application and no works are proposed to the Protected Structure as part of this application.

The development will consist of a) The demolition (approx 254 sqm.) of all single storey non-original extensions, a single-storey glass house and 3no. single storey outbuildings associated with an existing residential dwelling known as Saint Anne's (A Protected Structure). b) the removal of all temporary timber sheds on site (approx 97sqm). c) the refurbishment and two storey extension of Saint Anne's to provide for a newly renovated 2 storey 4 bedroom residential dwelling and c) the construction of a new residential development of 23no. units in 3no. new build Blocks A,B and C (all 3 stories in height). the refurbishment (approx 219sqm) and 2 storey extension (approx 106sqm) of St. Anne's (A Protected Structure) will provide for a newly renovated 2 storey 4 bedroom residential dwelling (approx 325sqm) with associated car parking and private open space area. Refurbishment works will include the repair and partial replacement of hardwood floors, the application of external insulation to all original walls, the relocation of windows and doors to reflect original external reveals for new external insulation. the removal and extension of window jambs, the replacement of existing asphalt roof with a new insulated flat roof, the repair of water damaged ceilings and cornices, the removal of all later wall light fittings, surface cables, all non original furniture, cabinetry and fittings, the removal of later sanitary ware and replacement of same. The opening up of a blocked dining room fireplace to match original installation. The removal of existing ceramic tiles and the refurbishment of carpet flooring. The new build development of 23no. residential units (9no. apartment units, 9no. duplex units and 5no. house units) will comprise: Block A (3 storeys) containing 2no. 2 bed apartment units at ground floor level and 2no. 3 bed duplex units over first and second floor levels and 1no. semi detached 3bed townhouse over ground, first and second floor level. Block B (3 storeys) containing 4no. 4bed terraced townhouses. Block C (3 storeys) containing 7no. 2bed apartment units and 7no. 3bed duplex units. Each residential dwelling has an associated area of private open space in the form of a balcony/terrace/rear garden area. The development shall also provide for the provision of 1no. relocated vehicular access point further south along Dublin Road, a new pedestrian/cyclist access point via Dublin Road, 35no. new car parking spaces (29 standard spaces, 4 electric vehicle spaces and 2no. disabled spaces). 52 no. standard bicycle parking spaces, 2no. cargo bicycling parking spaces, 2 no bin stores, an ESB substation, 2no.public open space areas and 2no. communal open space areas including a new play area. The site development and infrastructural works provide for water, foul and surface water drainage and all associated connections. All landscaping and public lighting, all boundary treatment works, internal roads and foothpaths and all associated site clearance, excavation and development works.

Construction of 43 no. residential units in 3 blocks to the north and south of the existing dwelling which will consist of Block A: three storey duplex/townhouse block containing 2 no. 2 bed ground level apartments, 2 no. three bedroom upper level two storey duplex units and 1 no. three storey end of terrace townhouse, all units with private balconies. Block B: three storey block containing 4 no. four bedroom three storey terraced houses with private rear gardens. Block C: five storey block with penthouse setback level containing a total of 34 apartments consisting of 8 no one bed, 24 no. two bed and 2no. three bed apartments, all units with private balconies with ancillary site works including parking for 42 cars, 2 no. communal bin stores, 98 secure bicycle parking spaces and relocation of main vehicle access further south along Dublin Road. The site includes an existing protected structure (RPS 1800), a two storey dwelling house known as Saint Annes and this application does not consist of any works to the protected structure.

The development will consist of the construction of 61 no. residential units consisting of 10 no. three storey four bedroom terraced houses within two terraces of five houses each; 20 no. dwellings within a three storey terrace (10 no. 2 bed ground floor apartment units and 10 no. own door 3 bed duplex units at first and second floor; and 31 no. apartments (22 no. two bed and 9 no. 3 bed units) within two apartment blocks to the south of the site. Block A (adjacent to Ballybride Road) will contain 12 no. apartments and will be two / three storey over basement; and Block B will contain 19 apartments and will be four / five storey over basement in height. The development will consist of creating a new vehicular entrance off the Ballybride Road to provide access to the 87 no. car parking spaces of which 49 no. will be provided at surface; and 38 no. within the basement under Block A and B. There are 155 no. bicycle parking spaces proposed to serve the development of which 93 spaces will be provided at ground floor within Block B, 50 spaces within two bike store to the rear and front of the duplex terrace and 12 spaces at surface. The development will also consist of new pedestrian access points off the Ballybride Road and off the pedestrian pathway (Lordello Road) to the south. The development will include a new foul and water drainage connection and all associated site development works above and below ground, including landscaping throughout the site that includes informal play areas as well as all ancillary and site development works.
