LSREF V Eden T1 Limited Intend to Apply for Permission on this site In the Townlands of Laughanstown and Brennanstown, Dublin 18. This application relates to development within the Cherrywood Strategic Development Zone (SDZ) and is subject to the Cherrywood Planning Scheme 2014, as amended. The proposed development is located in Development Area 8 – Tully of the Cherrywood Planning Scheme 2014 (as amended) and includes lands part of Tully Village Centre east of Castle Street, identified in this application as Plot T1. The development is generally bound by Gun and Drum Hill Road to the south, Castle Street to the west, development permitted under Reg. Ref. DZ20A/0399, amended by Reg. Ref. DZ21A/1069, and also Reg. Permission for a Large-scale Residential Development (LRD) at a site measuring c.2.8 hectares known as Ashwood Farm located on Glenamuck Road South, Carrickmines, Dublin 18. The site also has direct frontage to the Glenamuck District Distributor Road, which forms the north-west boundary. Permission for development. The development will consist of: alterations to the front entrance at ground floor level comprising the removal of part of the facade and the entrance canopy, and the construction of a replacement entrance facade, including a 13.5 sq m extension to the lobby; alterations to the building facades; and all ancillary and associated site development works. Permission for a part Build to Rent (BtR) and part Build to Sell (BtS) Strategic Housing Development. The demolition of the existing structures at Ashwood Farm is permitted under the extant Dun Laoghaire-Rathdown County Council planning permission (Reg. Ref: DA21/0143). The development, with a total gross floor area of c.28,145 sq.m, will consist of: i.the construction of 305 residential units including; 289 Build to Rent apartments across 5 blocks (A-E) ranging in height from 6 to 7 storeys over basement incorporating: 142 1-bed and 147 2-bed apartments, all with private amenity space in the form of balconies and/or ground floor terraces; and, 16 Build to Sell three-storey 5-bedroom houses incorporating 12 semi-detached and 4 detached houses, all with private amenity space in the form of rear gardens and 2 on-curtilage parking spaces per dwelling. 1,098 sq.m of residential amenities and facilities are proposed in the BtR blocks including a resident’s gym, co-working space, meeting room, café, residents lounge, a concierge space, a parcel room, cleaner’s rooms and waste facilities; A childcare facility is proposed in Block E with a gross floor area of 489sq.m., together with a dedicated external play area of 250sq.m and 2 set-down parking spaces for drop-offs/collections; A total of 295 car parking spaces are proposed including 34 spaces for the houses comprising 32 on-curtilage parking spaces and 2 visitor parking spaces, and 261 car parking spaces are proposed to serve the apartment units (211 at basement level and 50 at surface level) including 13 universal access parking spaces and 6 car sharing spaces, 5 staff car parking spaces and 2 set-down spaces are also provided to serve the creche. 53 (20%) of the car parking spaces are to be fitted with electric vehicle (EV) charging facilities. 10 motorcycle spaces are also provided at basement level; v.520 cycle parking spaces are proposed, comprised of 428 long-stay and 80 short-stay cycle parking spaces for the residential units and 8 long-stay and 4 short-stay cycle parking spaces are proposed to serve the creche; Vehicular access will be via the existing access off the Glenamuck Road South. 2 pedestrian/cycle access points are proposed off the permitted Glenamuck District Distributor Road (ABP Ref: PL06D.303945) and 1 pedestrian/cycle access point is proposed to connect the site to the Willow Glen development; and, The development will also consist of all ancillary development works required to facilitate the development including but not limited to plant rooms, a substation, landscaping, boundary treatments, PV panels and lighting. The 289 ‘Build to Rent’ apartments will be constituted as a long-term rental housing scheme, and this planning application is accompanied by a proposed covenant or legal agreement further to which appropriate planning conditions may be attached to any grant of permission to ensure that the development remains as such. The development will consist of the change of use of the existing 3 storey building (c. 5,763 sqm) from office to medical use (with pharmacy at ground floor), comprising consultation, surgery, treatment rooms (to accommodate primary care teams, general practitioners, dentists and orthodontists, mental health service providers and related medical services) and ancillary medical accommodation and uses. The development will also consist of: the relocation of an access door at ground floor level of the west elevation to provide GP access; changes to the car park layout resulting in the omission of 7 no. car parking space (91 no. car parking spaces provided in total, including accessible and EV spaces); bicycle parking; motorcycle parking; a set down area; signage; bin stores, and all associated site and development works. The application relates to development within the Cherrywood Strategic Development Zone (SDZ) and is subject to the Cherrywood Planning Scheme 2014 (as amended).
The development will consist of: the construction of 89 No. residential units comprising of 43 No. three storey terraced houses (24 No. three bed units and 19 No. four bed units ranging in size from c.128.9sqm to c.157.30sqm) and 46 No. duplexes and apartments in three storey blocks (23 No. two bed units and 23 No. three bed units ranging in size from 76.9sqm to c.106.6sqm). The proposed residential accomodation has a total gross floor area of c.10286sqm. The proposed development also includes: a creche (c.688sqm) with outdoor play area, external public and communal open space, 164 No. car parking spaces (including 6 No. accessible spaces, 32 No. electric vehicle parking spaces and 1 No. car share space), 6 No. motorcycle parking spaces, bicyle parking, provision of vehicular connections to permitted internal routes that connect to Castle Street, pedestrian and cyclist connections, boundary treatments, lighting, hard and soft landscaping, bin storage, plant, ESB substations and all other associated site works above and below ground. Vehicular access serving the proposed development is via a permitted internal route that connects to Castle street and utilises the existing permitted roads incorperating the wider Phase 1 Roads permitted under DLRCC Reg Ref DZ15A/0758, including Grand Parade, Castle Street and Barrington's Road. The application also provides for the use of existing roads at Valley Drive and the Wyattville Link Road. The development proposed will also utilise the extension of Castle Street, together with a temporary bus turn back facility and a temporary attenuation pond all in Developmental Area 3- Priorsland (until this temporary infrastructure is no longer required) and its associated drainage connections (permitted under DLRCC Reg Ref DZ20A/0399). The area of the proposed residential and creche development, in addition to the proposed infrastructural amendments is c.2.24 Hectares. The total area of the planning application site amounts to c.8.50Ha.

The dwellings will comprise: 85 no. houses and 31 no. apartments as follows: HOUSES: 7 no. 1-bed units, 2 no. 2-bed units, 40 no. 3-bed units & 36 no. 4-bed units. The houses will range from 1-storey to 3-storeys in height; APARTMENTS: 13 no.1-bed units, 16 no. 2-bed units & 2 no. 3-bed units. 29 no. apartments will be accommodated in two no. 3-storey blocks (17 no. in Block Location 1 and 12 no. in Block Location 2) at the north end of the development site. Block Location 1 will have ground floor terraces and upper floor balconies on its south and west elevations. Block Location 2 will have ground floor terraces and upper floor balconies on its east, west and south elevations. 2 no. 2-bed, 2-storey duplex apartments will be located over the 159 sq.m. ground-floor childcare unit, in a 3-storey building, close to the south end of the site. The duplex apartments will have balconies at first and second floor levels facing south and west. Vehicular, pedestrian and cycle access to the site will be from Ballybetagh Road, to the west of the Butler residences. The development will include a Main Road on its west boundary, running from Ballybetagh Road to the north boundary, that will facilitate linkage to development lands to the north. The development will include re-laying of existing 200 mm. water-main that runs through the subject lands, such that it lies under the proposed road system, and provision of a ring-main to serve the development. The development will be served by an existing connection to an existing 225 mm. public foul sewer in Kilternan Abbey Laneway, which in turn connects to sewerage in Enniskerry Rd. at Golden Ball via Golden Ball gates. Surface water from the development will be attenuated in 6 no., on-site attenuation tanks, with outfall to a new surface water sewer and outfall pipe, to be provided in Kilternan Abbey Laneway, connecting to a public surface water sewer in Enniskerry Rd. The surface water sewer will be laid between the gates at Golden Ball, a protected structure. The laying of the sewer will not affect the integrity of the protected gateway.
