PI Hotels & Restaurants Ireland Ltd intends to apply for permission for development to amend a previously permitted mixed-use hotel, gym / retail scheme (Dublin City Council Reg. Ref. 4110/17; ABP Ref. PL29N.301416) on a site of 0.127 hectares at Twilfit House, 137-140, Abbey Street Upper, 57-60, Jervis Street And, 1-4 Wolfe Tone Street, Dublin 1, D01 R2P0. The site is bound: to the north by Wolfe Tone Park; to the south by Abbey Street Upper; to the east by Jervis Street; and to the west by Wolfe Tone Street. The proposed development will result in a hotel with related hotel facilities including restaurant, public bar, reception and seating areas, work space, storage, administration and staff facilities, other hotel-related back-of-house areas, plant (including substation with associated switch room), waste storage area and cycle parking. The total gross floor area of the building increases by 265 sq m (from 7,547 sq m permitted to 7,812 sq m proposed) with the number of hotel bedrooms increasing by 26 no. (from 180 no. permitted to 206 no. proposed), resulting in an eight storey building (including set-backs at Seventh Floor Level), excluding mezzanine level, over basement. The scheme also includes: associated elevational changes; and associated alterations to the permitted scheme’s services (mechanical and electrical, water supply, sewage disposal and surface water disposal).

The development will consist of an extension of the existing hotel building comprising an additional storey (852 sqm), which will be provided over the existing eight storey section. The development will also consist of the internal reconfiguration of the existing eight storey (including the removal of 1 no. hotel bedroom) to facilitate the extension of existing stairs to the ninth storey and replacement roof plant. The development consists of a glazed section of the façade, on three upper floors, of the hospital emergency extension block facing onto Eccles Street. The seven to nine storey emergency extension block has a six storey (south) façade facing onto Eccles Street [plus a lower ground level (00) below the street level of Eccles Street]. The development to be retained consists of a glazed section of the façade facing onto Eccles Street, with vertical pre-cast concrete louvres to the windows, at floor levels No. 4,5,6. On each of the three floors the window assembly measures 3.150m in height and 7.225m in width, divided into six lights by the vertical pre-cast concrete louvres. Overall, the relevant section of the façade is 10.4m vertically (including intervening floor structure) and 7.225m wide. Permission was granted for the emergency extension block per Reg. Ref. 3400/21 (ABP 312766-22).

Permission is sought for the development and completion of the Covid emergency extension block at Eccles Street, to the south of the Whitty Wing of the hospital and connecting at each level northwards to the existing circulation core at the south side of the hospital and forming a new (south) entrance to the hospital campus at Eccles Street, Dublin 7. Permission is sought for retention of site development and enabling works (including demolition of access road ramp from Eccles Street), relocation of services within the site and retention of piled foundations, substructures, retaining structures along Eccles Street and superstructure. Upon completion the covid emergency extension block will provide for 98 hospital beds, including 16 intensive care beds, 28 ppvl isolation beds, 12 isolation respiratory beds and 40 high acute isolation beds and 2 number infectious isolation bed units, associated plant, 3 retail units (345 sqm) and ancillary office and support accommodation. The development includes provision of 24 cycle parking spaces at lower ground level, access for ambulance to both the Eccles Street frontage and from within the existing hospital campus, signage on the Eccles Street elevation, all plant flues, tanks, services, landscaping, boundary treatment and ancillary site development works.

We Future Learning School Ltd intend to apply for permission for the development at this site, Abbey House Jervis St North City Dublin 1 D01 KV56. The development will require planning permission for upgrading of existing front elevation to Future Learning Language School with a new hatch for an existing coffee shop to the front of the premises.

Permission for development on a site of 0.16 ha. The development consists of the amendment and extension of a shared accommodation scheme as permitted under DCC Reg. Ref.: 3546/19, An Bord Pleanala Ref.: ABP-306181-19. The application proposes to incorporate the adjacent site at 38 Hill Street into permitted development and make subsequent internal alterations. The development consists of: 1. The demolition of existing structure on the site of 38 Hill Street (floor area of c.186sqm) and the construction of an extension to the existing permitted scheme containing an additional 21no. bed spaces and ranging in height from 1 to 6 storeys. The total no. of bed spaces for the scheme will be increased from 129 as permitted to 150 including an increase in accessible bed spaces from 2 to 8. 2. A decrease in the permitted publicly accessible café unit from c.79sqm to c.73sqm is also proposed. 3. The first to fifth floors will contain an additional 4-5 no. bed spaces on each level and the second to fourth floors will each contain a new shared amenity space of c.35sqm fronting onto Hill Street. 4. Reconfiguration of the permitted shared amenity space at second to fourth floors to provide for additional cooking stations. An additional c.35sqm shared amenity space at roof level to the existing permitted external roof terrace onto Hill Street. 5. Primary pedestrian access to the development will continue to be from Hill Street with secondary controlled pedestrian and cycle only access from existing access on North Great George’s Street. An increase in permitted cycle parking from 72 to 78 spaces. 6. The total additional floor space is c.885sqm. The proposed development also includes for amendments to the provision of green roofs, signage and other associated site development works above and below ground. Permission is also sought for the removal of Condition 2 of the Order, as issued by An Bord Pleanala, Ref.: ABP-306181-19 relating to the requirement for cooking hobs in all units.
The subject site is principally bounded by: Arnott's Department Store and Henry Street to the north; Middle Abbey Street to the south; William's Lane to the east and Liffey Street Upper to the west. The development will consist of the extension of the opening hours of the existing multi-storey car park from its current operating hours of: Monday - Wednesday (7.00-20.00); Thursday (7.00-21.00); Friday - Saturday (7.00-20.00) and Sunday (9.00-20.00) to the operation of the car park on a 24 hours per day, 7 days per week basis.

Provide further reinforcement to existing ground floor ceiling. Provide lime plaster ceilings with paint finish to upper floors. 4. Openings: Open up 3 no. historic window opes on rear elevation and provide new one over one double glazed windows. Repair front one over one windows, retaining the existing glazing where possible.
