The proposed amendments consist of: Installation of an external wheelchair accessible platform lift between ground and basement level to the front of the property. Removal of a section of existing granite plinth and two sections of railings to accommodate two new gates to the proposed platform lift and all associated works to facilitate the development.
PROTECTED STRUCTURE: Permission for development on lands (c. 0.791 ha) at 64, 65 and 66, Gardiner Street Lower, and all associated sites to the rear addressing Moland Place, Dublin 1. Nos. 64, 65 and 66 Gardiner Street Lower are Protected Structures. The development will consist of the following: - Refurbishment/ alterations and change of use of existing buildings on the site and construction of new buildings to the rear to provide a hotel development (72 bedrooms) with ancillary public restaurant (c. 96 sq.m) and associated ancillary uses. The overall building will comprise a gross floor area of c. 2,747 sq.m of which c. 1,071 sq.m is accommodated within the existing buildings and c. 1,676 sq.m is new build. The refurbished existing frontage buildings incorporating Nos. 64, 65 and 66 Gardiner Street Lower contain 32 bedrooms and involve internal reconfiguration to restore many of the formal rooms to their original layout. The frontage buildings which are to change to hotel use are currently arranged as follows: Nos. 64, 65 and 66 Gardiner Street Lower (former medical, office and related uses, now vacant), lands to the rear of these properties is an existing car park. -The development will include the demolition of non-original internal partition walls and replacement with appropriate internal wall treatments, demolition of the rear modern concrete boundary wall fronting Moland Place, modifications to existing returns of 64 and 65 at basement and ground floor level to allow interconnection between the new rear block and the protected structures to the front. -The main entrance to the hotel and lounge area is proposed at No. 65 Gardiner Street Lower. -The development involves works and change of use of the protected structures (recent use as medical, office and associated uses including a car park to the rear) and rear returns to the rear of Nos. 64-66 Gardiner Street Lower to use a hotel, restaurant and ancillary uses. -The new build element is located to the rear and is located along the boundary with Moland Place where a second hotel entrance is proposed. 2 no. new external landscaped courtyard spaces (c. 139 sq.m total) are provided on either side of the link building to the rear of Nos. 64-66 Gardiner Street Lower. The new building contains 40 bedrooms, a kitchen at basement level, a restaurant space at ground level, a services room, customer toilets and ancillary accommodation, all over 6 levels (including a basement level) with balconies at fifth floor level. -No on-site car parking is proposed. -Works to the existing front buildings (Nos. 64-66 Gardiner Street Lower) will include conservation repairs to existing historic sliding sash windows and repointing of front and rear brick elevations to include wigged pointing on the Gardiner Street Lower elevation. -The roofs will undergo re-slating with new natural slate. -The existing buildings will accommodate the hotel reception, 32 no. hotel bedrooms, lounge areas and will retain an existing customer lift all over 5 levels (including basement level). -The development will also consist of signage consisting of a projecting sign and associated lighting at the entrance on Gardiner Street Lower elevation and a surface fixed sign over the secondary entrance at Moland Place; and all ancillary works associated with the development.
Planning permission for amendments to previously permitted development, Reg. Ref. 3794/18 / ABP Ref. 302980-18 at site of c. 0.2 ha bound by Georges Quay to the north, Tara Street to the west, Poolbeg Street to the south and Tara Street Station to the east. The site includes lands of the former Tara House, 2-16 Tara Street, Dublin 2, D02 W597 and existing Tara Street Station concourse accessed from Georges Quay. Kennedy's Public House (The Workshop) at no. 10 Georges Quay is contiguous but does not form part of the site or the application. No. 10 George's Quay (Licensed Premises) is a Protected Structure RPS 3175. The proposed amendments comprise of the following: - Change of use at ground floor level from hotel/restaurant entrance foyer to restaurant/cafe/retail foyer (88 sq.m.); - Change of use of the hotel to office at 1st, 2nd, 3rd and 4th floor level (3,112 sq.m.) and change of use of hotel/office to retail/cafe/restaurant at 5th floor level (c. 416 sq.m.) with associated outdoor terrace (205 sq.m.); - New mezzanine level between ground and first floor (c. 181 sq.m.) for use as cafe/restaurant/retail; - Internal reconfiguration of the permitted development to provide for a new core layout and internal office floorplate; - Modifications to the facade detail as a result of the proposed introduction of the retail/cafe/restaurant area and internal core reconfiguration; - Revised entrance to the ground floor retail/cafe/restaurant area; - Modifications to the permitted colonnade along Tara Street; - Modifications to basement layout to reduce the number of car parking spaces from 16 no. to 12 no. and provision of 144 no. cycle parking spaces; - The development also includes all associated and ancillary works including site development works, and revisions hard and soft landscaping necessary to facilitate the proposed amendments. The proposed amendments will result in an increase in gross floor area from 16,557 to 16,961 sq.m. (including basement) comprising of 14,185 sq.m. office use and 1,071 sq.m. of cafe/retail/restaurant use.
PROTECTED STRUCTURE: Permission for development on a site of c.0.55 ha comprising "Mercantile Building", 26-27 Eden Quay, Dublin 1; Abbey Street Old and part of the extension to Scots Church, Abbey Street, Dublin 1. The site is bounded generally by Eden Quay to the south, Abbey Street to the north, the Wiley Fox Public House, 28 Eden Quay to the east and Koomo, 25 Eden Quay to the west. The existing Mercantile Building is a protected structure (Ref. No. 2492). Scots Church is also a protected structure (Ref. No. 6). The application comprises the conservation, modification and extension of the Mercantile Building to accommodate a new VHI Healthcare screening clinic providing consultation rooms, reception and office space. To the rear of the Mercantile Building a new 5 storey office extension over basement is proposed facing onto Abbey Street Old to provide an extension to VHI Healthcare Office Headquarters with connectivity between the existing and new offices provided at ground floor level across Abbey Street Old (with associated public realm improvements) and also via a new pedestrian glazed link bridge at second floor level. The connection to the existing offices will necessitate modifications to permitted development Reg. Ref. 1546/08 (as extended under Ref. 1546/08/x1(including provision of new accesses. Permission is also sought for lighting and signage to the Mercantile building, the extension, the public realm and the existing building. All other site development and services works as required to enable the development of the site.
The proposed development will consist of: Change of use of the existing buildings to provide a bar and foodhall which consists of 13 separate units serving food/ drinks. Retention and refurbishment of the existing facades and alteration to the internal layout of the buildings to create one building with seating/dining/service/bathroom/ancillary areas associated with the operation of the proposed new use. Alteration and extension of the basement to provide ancillary facilities. Construction of a new associated roof terrace area, including new permanent roof over part of the terrace, along with an open area with retractable awnings. Planning permission for development at Blocks 3A and 3B of the Irish Life Centre (and their associated garden areas) at the Irish Life Centre, 1 Abbey Street Lower, Dublin 1, D01 PK03. Block 3A is the highest block at the Irish Life Centre, directly behind the main plaza 'Chariot of Life' sculpture and water feature as viewed from Abbey Street Lower. Block 3B is behind (to the north) of Block 3A and both blocks are linked. Blocks 3A and 3B are bordered to the west by internal gardens and other blocks within the Irish Life Centre, to the east by Beresford Lane, to the north by other blocks within the Irish Life Centre, by Talbot Mall and by other properties facing onto Talbot Street and to the south by the Irish Life Plaza and beyond it by Abbey Street Lower. The proposed development comprises an overall increase in floorspace of c. 6686m2 (from c. 21,330m2 to c.28 016m2) and includes the following elements: an increase in height of Block 3A, from c.34.3m to c.38.5m and of Block 3B from c.24.3m to 31.3m (both measured from the existing podium to parapet) with plant enclosures and garden areas at roof levels; facade and fenestration changes to both blocks; internal changes to the existing blocks including the leisure centre; a new and wider link element (up to 10 storeys above podium level) linking Blocks 3A and 3B, with plant and gardens at roof level; a new atrium/pavilion projecting one storey above part of existing podium garden level, remodelling and landscaping of the existing podium garden area; a roof garden on the new atrium roof; change of use (from medical centre to office) of c. 140m2 at ground floor level and change of use of c.41m2 (from retail space to ancillary office space) at ground floor level; new planting, seating and signage to the first floor entrance balcony to Block 3A; provision of a single storey security hut and security gate at the Beresford Lane vehicular entrance to the site; an overall reduction of car parking spaces on the site of 121 spaces, from 483 to 362 (comprising 23 in the public carpark in the basement and 98 to the Block 3 parking on level 1) and an overall increase of 76 bicycle spaces (from 418 to 494); all of the preceding to include associated plant and ancillary development and site works above and below ground.

The development will consist of alterations to the façades at ground and first floor level at the North and East Elevations, including the provision of replacement entrance doors and associated amended glazing, cladding and panels surrounding the entrance areas, removal of existing secondary canopies and associated upgrade works to the retained canopies above the entrance doors, installation of new planters, and all associated site and development works.

The proposed development comprises: - Demolition of the existing buildings and structures (it is noted the structures or part thereof may be demolished in compliance with a Dangerous Buildings Notice prior to a decision being made); - Construction of a building up to 14 storeys in height (61.05 metres above ground) over a double basement including office use, arts centre and café, auditorium, and ancillary uses; - The arts centre is contained at ground and lower ground floor levels; - The offices are proposed from ground to 13th floor (14th storey) with terraces to all elevations; - The double basement provides for 11 car parking spaces, 314 bicycle spaces, and 3 motorcycle parking spaces. 16 short stay bicycle spaces are provided at ground floor level along the western site boundary; - The overall gross floor area of the development comprises 28,569 sq.m. including 910 sq.m. arts centre and 23,501 sq.m. offices; All ancillary and associated works and development including plant, temporary construction works, public realm, landscaping, telecommunications infrastructure, utilities connections and infrastructure.
