Permission for a strategic housing development consisting of the demolition of all existing structures on site and the construction of a residential development comprising of 122 no. apartment units (1 no. studio, 57 no. one beds, 58 no. two beds, and 6 no. three beds) within 2 no. blocks (ranging in height from 4-7 storeys over basement), all of which will be provided as follows: Block A containing a total of 58 no. apartments comprising of 31 no. one beds, and 27 no. two beds, in a building 4-5 storeys over basement in height, and all apartments provided with private balconies/terraces; and, Block B containing a total of 64 no. apartments comprising of 1 no. studio, 26 no. one beds, 31 no. two beds, and 6 no. three beds, in a building 5-7 storeys over basement in height, and all apartments provided with private balconies/terraces. The development also includes the construction of a basement providing 122 no. car parking spaces, 246 no. bicycle spaces, 5 no. motorcycle spaces, and a plant room and bin stores. The proposal also incorporates 24 no. bicycle spaces at surface level; 1 no. ESB sub-station; public lighting; boundary treatments; landscaping including play equipment; upgrades to public realm including works to existing road and footpath; future pedestrian access indicated at boundary with Dalguise lands subject to agreement; and all associated engineering and site works necessary to facilitate the development. The application contains a statement setting out how the proposal will be consistent with the objectives of the Dún Laoghaire Rathdown County Development Plan 2016-2022 and the Dún Laoghaire Urban Framework Plan. The application contains a statement indicating why permission should be granted for the proposed development, having regard to a consideration specified in section 37(2)(b) of the Planning and Development Act, 2000, as amended, notwithstanding that the proposed development materially contravenes a relevant development plan or local area plan other than in relation to the zoning of the land. A Natura Impact Statement (NIS) has been prepared in respect of the proposed development. The application together with a Natura Impact Statement (NIS) may be inspected, or purchased at a fee not exceeding the reasonable cost of making a copy, during public opening hours at the offices of An Bord Pleanála and Dún Laoghaire Rathdown County Council.
