For development which will consist of the change of use from retail use to retail with ancillary use as an off licence and associated works

Of the detached ancillary living accommodation unit to the rear of the existing dwelling house along with all associated site works and services

Of the following development (a) RETAIN the change of use of the existing building fronting O'Connell Street, from the guesthouse use previously authorised under planning permission ref no. P16/1016 to two no. townhouses, to include minor alterations to the front elevation of the building, revised internal layout and revised rear extension footprint & design; and (b) PERMISSION to construct a further two no. new townhouses to the rear of the subject site fronting Smiths Lane along with all associated ancillary site works and services

For 1) Change of use of part of ground floor former guesthouse / private residential area to restaurant/ art gallery with kitchen / toilet block and indoor seating. 2) Provide outdoor seating area to rear yard with mobile coffee dock van plus conversion of existing shed to covered seating area. 3) Minor elevational changes to railway road elevation, including construction of wall between yard and garden and pedestrian exit to Ballalley Lane. 4) New signage to gable facing railway road. 5) Alterations to first floor of existing guesthouse plus all ancillary site works

To change the use of existing commercial unit to residential use to be incorporated as part of the existing first floor apartment with all necessary ancillary service

To RETAIN existing ground floor Montessori pre-school plus all associated site works
