Demolition of the existing single / two storey detached derelict building and for the construction of a detached six storey mixed use building with lift and stairwell element at roof terrace level, with a gross floor area of 2937 m2, consisting of civic, office and community use and 26 apartments comprising: 14 no. 1 bed/ 2 person, 4 no. 2 bed/3 person, 8 no.2 bed/4 person apartments and all on and off site development works and boundary treatments on site

1) Removal of Lower Ground Level outdoor seating area of existing timber and polycarbonate canopy, canvas marquee and polycarbonate enclosures and erection of a new clear glazed canopy supported on decorative architectural steelwork posts, beams and purlins incorporating horizontally- banded fascia moulding to match existing projecting ledge moulding; integrated signage: decorative glass and steel balustrade and demountable sliding glazed weatherproofing screens, all along the East elevation fronting onto Strand Road. 2) Removal of existing steel and concrete external staircase to the corner of Strand Road and Quinsborough Road and construction of new ambulant disabled enclosed staircase from Lower Ground Level to Upper Ground Level accessed from the Quinsborough Road footpath incorporating weather proofing canopy and fixed glazed screens; repositioned existing signage to the proposed stair structure Eastern Elevation and new signage to the canopy Northern elevation; minor elevation amendments as required to existing Hotel Bedroom and Apartment facades including blocking up of 2 No. windows at Upper Ground Level (1 no. each to the North and East Elevation) and blocking up 1 No. door opening at First Level to the East Elevation where a redundant external staircase is to be demolished. 3) Removal at the Upper Ground Level seafront roof terrace seating area of existing timber and polycarbonate canopy and enclosures and erection of a new light-weight timber framed flat roof supported on decorative steelwork posts incorporating horizontally-banded fascia moulding to match existing projecting ledge moulding; integrated signage; frameless butt-jointed glass balustrade and demountable sliding glazed weatherproofing screens, all along the East elevation fronting onto Strand Road

The development consists of the following works for retention: - change of use from education centre permitted under WCC Ref 09/630105 consisting of a reception area, classroom and ancillary areas to residential use consisting 1 no. studio apartment (c. 36sqm) on a portion of the ground floor level. No change to the remainder of the ground floor permitted as a commercial business premises (c. 45sqm). - Change of use from permitted education centre under WCC Ref 09/630105 consisting of classrooms at first floor level to residential use consisting of 1 no. studio apartment (c. 40sqm) and 1 no. 1 bedroom apartment (c. 46sqm). - Change of use from permitted student accommodation (WCC Ref. 09/6930105) comprising 7 no. bedspaces, common room and ancillary area at second floor level to residential use consisting of 1 no. studio apartment (c. 37sqm) and 1 no. 2 bedroom apartment (c. 108sqm – unit 5). - Retention of all internal modification works including walls, doors and stairs, external lean-to-roofs, associated works and minor elevational/facade alteration. The development will consist of the following works: - Permission is sought for an additional storey at third floor level including the extension of the existing apartment below (unit 5) to provide a second bedroom, bathroom, store and combined kitchen/living/dining area including south facing terrace (extension c.68sqm, total area of Unit c. 108sqm) - All associated site development works, service provision, landscaping, boundary treatment works, communal open space, bin and bicycle storage and storage shed.
