The site is generally bound to the south and east by an existing Residential Development at Semple Woods, to the west by agricultural land with single dwellings located along Hearse Road beyond, and to the north by agricultural land with dwellings within Semple Woods beyond. The development will consist of: amendments to the Residential Development permitted under Fingal County Council Reg. Ref. F24A/0644E. The amendments principally comprise: the omission of Condition Nos. 4 and 5 to facilitate the construction of 2 no. two storey three bedroom houses in lieu of a childcare facility; modifications to the roof profile of Unit Nos. 006, 010, 011, 015, 016 and 020; and all associated site and development works above and below ground.

The development which will have a total gross floor area of 7,892 sq.m. will consist of an extension to the Semple Woods housing development comprising: the construction of 76 No. residential units including 56 No. two storey houses (4 No. 2 bed units and 52 No. 3 bed units ranging in size from 81 sq.m. to 114 sq.m.) and a three storey building comprising 20 No. duplex units (10 No. two bed units and 1o No. three bed units ranging in size from 89 sq.m. to 125 sq.m). The duplex units will include balconies/terraces facing north-east and south west. The development will also comprise: vehicular access to the subject lands from Semple Woods to the north which includes partial demolition of a wall; pedestrian connections to Semple Woods including the partial demolition of a wall and chain link fence; 130 No. car parking spaces; bicycle parking; bin storage plant; photovoltaic panels; boundary treatments; lighting; pump station; attenuation basin; hard and soft landscaping (including class 1 and class 2 open space); changes in levels; and all other associated site works above and below ground. Development is located on a 2.48 Ha site located off Hearse Road, Donabate, Co. Dublin. The lands are bounded to the north and north-east by and existing residential development at Semple Woods (permitted under FCC Reg. Ref. F17A/0113), to the south by the Donabate Distributor Road, to the west by low density residential development (with Hearse Road further beyond). The proposed development consists of amendments to the northern portion (0.9 ha) of the permitted residential development under Fingal County Council Ref. F17A/0113, including the following: Replacement of the permitted Apartment Block 2 and 3 no. three bed houses to the west thereof with a new part three, part four storey Apartment Block containing 29 units (14 no. 1 bed apartments and 15 no. 2 bed apartments) and a bicycle storage area at ground floor level; Internal and external amendments to the eastern section of the permitted Apartment Block 1, including the replacement of 8 no. 2 bed apartments with 8 no. 1 bed apartments and 4 no. 2 bed apartments from ground to third floor, with associated revisions to building elevations to provide additional balconies and windows, together with a revised roof design. These proposed amendments will result in a minor increase in the building footprint to the north and east, and an increase of the overall building height to 14.7m (approx. 670mm increase); Internal and external amendments to the western section of the permitted Apartment Block 1, including the rationalisation of building levels for construction efficiencies, revisions to the third-floor level fenestration pattern and access onto terraces, revisions to the roof design, an increase in the size of 3 no. windows on the southern elevation, revisions to the design of 3 no. balconies on the western elevation, revisions to a circulation core riser and associated alterations to the internal layout of immediately adjoining units at ground, first, second and third floors (4 no. units), and the reorganisation of a bathroom and storage area in 3 no. units at ground, first and second floor levels; Revision of the layout of the vehicular parking areas to the north and south of Apartment Blocks 1 and 2. A total of 90 no. car parking spaces are provided, with 80 no. spaces allocated to serve the future residents of Apartment Blocks 1, 2 and 3, 8 no. spaces serving visitors, and 2 no. spaces serving the permitted childcare facility at the ground floor level of Block 3; Retention and completion of 2 no.
