*** APPEALED - ACP - GRANT/MODIFIED permission for continuation of permitted development on the site (under Monaghan County Council permission reg. ref. nos. 2022 and 22350, comprising (1) three single storey buildings, of modular/prefabricated construction, containing a total of twenty-five units which have already been authorised under reg. 2022, with all of these dwellings providing a kitchenette, shower room with toilet and an all-purpose (living and sleeping), room, as well as three further detached buildings which together contain a further twenty-nine units, which have already been authorised under permission reg. 22350. These latter units contain two bedrooms and a kitchen / family room, as well as bathroom and hallway accommodation. All of the above dwellings are used for asylum seekers and accommodate households of generally between one and three residents each, but could extend to cater for five residents each, depending on family size. (2) groundworks for these units comprising the laying of a foundation slabs and the creation of connections to the on-site network and the sewage pump station which serves this Direct Provision centre. (3) a prefabricated laundry building; (4) two retaining walls; (5) the conversion of a vacant building into seven individual cooking facilities and two storerooms; (6) the conversion of an existing building which was formerly used as a playroom into an outlet for the supply of convenience goods to residents of this centre; (7) six plant rooms which contain heat pumps for the modular blocks at item heading (1) above. (8) two playgrounds; (9) The development utilises an existing vehicular access to the site, an existing water supply and an existing Irish Water wastewater pipeline connection (which was permitted by the Council under permission reg. 20281); (10) The removal of existing loose stones from the site, the levelling of the land, the provision of communal open spaces, as well as a separate area for recreational purposes; (11) all ancillary site works connected with the implementation of planning permission nos. 2022 and 22350, Significant further information received relates to Road Safety Audit, Traffic & Transport Assessment, Quality Audit, Flood Risk Assessment & Site Drainage Plan.

Permission consisting of the erection of 3 detached buildings, providing an aggregate floorspace of 1,168.7 sq. metres in two single-storey terraces of ten modular residential units and one single-storey terrace of nine modular residential units, resulting in a total of twenty-nine units of 40.3q. metres each, within this overall development. Each of these units, all of which are to be used to accommodate asylum seekers, would contain two bedrooms and a kitchen / family room, as well as bathroom and hallway accommodation. The development would utilise and existing vehicular access t the site, an existing water supply and an existing wastewater pipeline (which was permitted by the Council under permission reg. 20281), although the application also includes the installation of three new pump houses. The proposed development includes the removal of existing loose stones from the site, the levelling of the land, the erection of a reinforced concrete retaining wall, the provision of communal open spaces, as well as a separate area for recreational purposes and all ancillary site works.

Permission for the retention of eight inter-related elements comprising (1). three single-storey buildings, of modular/prefabricated construction, two of which contain eight units with the third building providing nine units, with all of these dwellings providing a kitchenette, shower room with toilet and a communal, all-purpose (living and sleeping), room. These units accommodate asylum seeker households of generally between one and three residents each, but could extend to cater for five residents each, depending on family size. (2) groundworks for these units comprising the laying of a foundation slab and the creation of connections to the on-site network and the sewage treatment plant which serves this Direct Provision centre. (3) a prefabricated laundry building for a temporary period of eighteen months, pending its replacement by permanent development. (4) a retaining wall; (5) the conversion of a vacant building which was originally used as accommodation into a facility containing seven individual cooking facilities and two storerooms; (6) the change of use of an existing building which was formerly used as a playroom to an outlet for the supply of convenience goods to residents of this centre; (7) three plant rooms which contain heat pumps for the modular blocks at item heading (1) above. (8) the retention of two new partly completed playgrounds, which will collectively cover an area of 545 sq. metres. The application also includes future development comprising (9) the completion of the two new playgrounds which are itemised under heading (8) above and (10). all ancillary site works

Permission to include; the erection of six detached buildings, providing an aggregate floorspace of 2,458.3 sq. metres in three single-storey terraces of ten modular residential units, two single storey terraces of eleven modular units and one single-storey terrace of nine modular residential units, resulting in a total of sixty one units of 40.3 sq. metres each, within this overall development. Each of these units, all of which are to be used to accommodate asylum seekers, will contain two bedrooms and a kitchen / family room, as well as bathroom and hallway accommodation. The development will utilise an existing vehicular access to the site, an existing water supply and an existing public sewer connection. The application also includes the installation of four new pump houses, the demolition of existing agricultural sheds with an aggregate floor space of 2,773 sq. metres, the levelling of the land, the provision of communal open space, as well as a separate area for outdoor recreational purposes and all ancillary site works. Future residents of this development will enjoy immediate and direct access to the existing recreational, dining and support services available at this facility.

Permission for works which are to be retained, which relate to the provision of new wastewater arrangements for this development, comprise A) the decommissioning of an existing on-site foul effluent treatment system and B) the installation of a pump station, four 8,000 gallon storm tanks and a sump chamber as well as sewer pipe connection between the existing buildings on this site and the public road. Permission is also being sought as part of this application for the retention of an 125mm OD diameter rising main sewer pipe which runs beneath Local Road L-16302 between St. Patrick's Direct Provision Centre and the public sewerage system at Ballyalbany Crossroads Monaghan Town, via the townlands of Tattygare, Telaydan and Mullaghmore East (a total length of 900 metres), along with all ancillary works
