The site is bounded by St. Stephen's Green West to the east, King Street South to the north, Glovers Alley to the south (in part) and Mercer Street Lower to the west on a site area of 1,452 ha. The proposal is for the rejuvenation of the Stephen's Green Shopping Centre, involving the internal reconfiguration and partial redevelopment of the centre, while maintaining a number of existing retail units and elements of the existing building structure. The proposal will result in a building of up to 8 no. storeys over basement of retail, cafe/restaurant/bar and office uses (excluding mezzanines in retail/cafe/ restaurant/bar units at ground floor and basement and car park level). The proposal includes the construction of three storeys of offices over the existing car parking structure (with the omission of the existing uppermost car park level). The proposal includes retail and office uses at first floor and the provision of office use at proposed 2nd to 7th floor levels. There is a general increase in height across the development over the existing shopping centre and multi-storey car park, which varies across the site. The maximum height increase over the existing multi-storey car park (which includes plant screen parapets and when measured from the low point on King Street South) is 11.18 metres (existing 30.59m to a proposed 41.77m). The maximum height increase over the existing shopping centre (excluding the multi storey car park) (which includes plant screen parapets/glazed atrium roof and when measured from the low point on King Street South) is 13.27 metres (existing 25.5m to a proposed 38.77m). A total gross floor area of 87,932 sq.m. is proposed, which includes a net reduction of retail floor area to 19,049 sq.m. a net reduction of the existing cafe/restaurant uses to 1,740 sq.m. and a net reduction of bar (public house) uses to 789 sq.m. 35,043 sq.m. of offices and ancillary spaces (including existing floor area where retained) are proposed. The overall net increase in GFA over the existing development is 21,419 sq.m. The proposal will include a reconfigured internal mall opening onto St. Stephen's Green providing access to new and existing retail and cafe/restaurant units at ground and first floor. Retail, cafe/restaurant and bar (public house) units and office entrances area provided on the King Street South frontage and on the St. Stephens' Green West frontage. The proposed development will include 551 no. car parking spaces and 512 no. bicycle-parking spaces. This represents a reduction in 138 no. car parking spaces from the number of spaces at present. The proposed development includes all associated works including demolition of existing structures, utilities connections, roof level plant and telecommunications infrastructure, temporary construction works and site hoarding and public realm works.
PROTECTED STRUCTURE:The development shall consist of; repair works to the first, second and third floors of existing front façade facing onto Chatham Street comprising repair, repointing and cleaning of existing brickwork, repair of balcony and the repair and repainting of windows.
The development will consist of the change of use of the ground floor area from the retail of cosmetic/beauty products to the retail of jewellery and associated items, with the remaining floor levels to continue to be used for ancillary staff and storage use. The proposed development will consist of a hotel development consisting of the: demolition of the existing 3 No. storey Eircom structure to the rear of No. 97 Middle Abbey Street (c. 2,201 sq m), rooftop stairwell enclosures (c.128 sq m) and of the existing rear extensions No. 97 Middle Abbey Street (second and third floor levels) (c. 11sq m) decommissioning and demolition of the top three open-air levels of the Arnotts' car park (resulting in the removal of 145 no. car parking spaces, with 225 no. car parking spaces remaining); development of a 9 no. storey (with setbacks) over basement element fronting William's Lane, a 3 no. storey (with setbacks) element above Arnotts' car park and 2 no. storey (with setback) element above Arnotts store, to provide hotal (254 no. bedrooms and related ancillary hotel facilities and restaurant uses (including reception area, lobby, public bar, restaurant, cold room, storage areas, administration and staff facilities, plant, refuse area and bicycle parking area) with a total new build gross floor of c. 10,689 sq m (including c. 632 sq m basement, and ESB substation with switchrooms); and the change of use (from basement to fourth floor levels to hotel), refurbishment (internal and external alterations) and extension (to link with the new build hotel in the rear) of No. 97 Middle Abbey Street (total floor area of c. 404 sq m (including c. 124 sq m basement); the continued use of the Arnotts' car park stairs (ground, first, second and their floor levels) and Arnotts' store stairs (ground, first, second, third, fourth and fifth floor levels) (c. 205 sq m and c.142 sq m respectively); associated lighting, pedestrian access via no. 97 Middle Abbey Street and William's Lane; sustainable urban drainage systems (including green roofs and attenuation tanks; associated site servicing (foul and surface water drainage and water supply); associated hard and soft landscaping and all other associated site excavation, infrastructural and site development works above and below ground including changes in level, boundary treatments and associated site servicing (foul and surface water drainage and water supply). The proposed development will consist of the development of a Build-To-Rent residential development consisting of the: demolition of the existing 3 No. storey Eircom structure to the rear of No. 97 Middle Abbey Street (c. 2,201 sq m); decommissioning and demolition of the top three open-air levels of the Arnotts' Car Park (resulting in the removal of 145 No. car parking spaces, with 225 No. car parking spaces remaining); development of a 12 No. storey over basement element fronting William's Lane, a 5 No. storey element above Arnotts' Car Park, and 2 No. storey element above Arnotts Store, to provide 155 No. apartments (56 No. studio units; 85 No. 1-bed units; and 14 No. 2-bed units). The development will also consist of the following works to No. 97 Middle Abbey Street comprising the demolition of part of the existing basement (c. 16 sq m) and the existing rear extensions (Second and Third Floor Levels) (c. 11 sq m); change of use of the Basement Floor Level from retail (storage) to café (storage) (c. 112 sq m); continued use of the Ground Floor Level as a café (c. 89 sq m); change of use of the First, Second, Third and Fourth Floor Levels to provide 4 No. Build-To-Rent studio apartment units (one on each level) (which will be operationally linked to the 155 No, apartments scheme); and associated internal and external alterations to the building. Pedestrian access to this part of the development will be provided via Middle Abbey Street. The total gross floor area of this part of the development is c. 423 sq m. The development will also consist of: associated lighting; associated signage; associated hard and soft landscaping; and all bother associated site excavation, infrastructural and site development works above and below ground including changes in level, boundary treatments and associated site servicing (foul and surface water drainage and water supply). The development will consist of the extension of the opening hours of the existing multi-storey car park ('Arnotts' Car Park) from its current operating hours of: Monday - Wednesday (07:00 - 20:00); Thursday (07:00 - 21:00); Friday - Saturday (07:00- 20:00); and Sunday (09:00 - 20:00) to the operation of the car park on a 24 hours per day, 7 days per week basis for temporary period of 5 years.
