Permission for a strategic housing development consisting of (a) the demolition of ‘Charleville’ (now vacant, but previously used by a charitable organisation and not in residential use); the ‘Coach House’ (vacant); all associated ancillary buildings (total approx. 1,327.1 sq m GFA); and the front site boundary wall; and (b) the construction of a new residential scheme of 105 apartment units in 2 no. blocks (4 storeys over basement plus 5th storey setback) as follows: Block A comprises 53 no. apartments (28 no. 1 bed units, 24 no. 2 bed units and 1 no. 3 bed unit) Block B comprises 52 no. apartments (21. 1 bed units, 30 no. 2 bed units and 1 no. 3 bed unit) A single storey residential amenity building (approx. 195 sqm) will be provided between the two blocks. Each residential unit has associated private open space in the form of a balcony/terrace/roof terrace. Public open space is also proposed in the form of central courtyard areas, active landscaping, rain gardens and play areas (approx. 2,330 sqm). A basement area (total approx. 3,255 sqm) is proposed on one level below Blocks A and B. A total of 86 no. car parking spaces (all at basement level and including car sharing and EV spaces); 154 no. bicycle spaces (132 no. at basement level and 22 no. at surface level); and 6 no. motorcycle spaces (all at basement level) are proposed. Waste Management areas are located at basement level and an ESB substation and switch room are located at surface level. The Spy Tower will be retained within the current proposal and any works to this structure will relate solely to landscape proposals. No other development works are proposed to this structure. The development shall be served via a new vehicular and pedestrian access points from Harbour Road. The associated site and infrastructural works include provision for water services; foul and surface water drainage and connections; attenuation proposals; permeable paving; green roofs and PV panels at roof level; all landscaping works; boundary treatment works; internal roads and footpaths; and electrical services. The application contains a statement setting out how the proposal will be consistent with the Dún Laoghaire Rathdown County Development Plan 2016-2022. The application contains a statement indicating why permission should be granted for the proposed development, having regard to a consideration specified in section 37(2)(b) of the Planning and Development Act, 2000, as amended, notwithstanding that the proposed development materially contravenes a relevant development plan or local area plan other than in relation to the zoning of the land. A Natura Impact Statement has been prepared in respect of the proposed development. The development will consist of a replacement extension and associated alterations including the following: (i) the reunification of the main house (Santa Maria) and its attendant Coach House into a single dwelling, requiring omission of condition 5 of D07A/1259, (ii) the removal and replacement of non-original single storey kitchen extension to the rear (37.00 sqm), (iii) the careful removal timber floor boards, tiled floor finishes, sanitaryware on ground and first floor, (iv) internal alterations including new wall opening between the existing kitchen and dining rooms, new internal lightweight partitions, and new external doors to the coach house, (v) general refurbishment of the existing house (604.00 sqm) including essential repairs as required to walls, floors, windows, facades and roofs, (vi) associated conservation works and ancillary works at Santa Maria, Cunningham Road, Dalkey, Co. The development will consist of 1) Ground floor internal alterations and elevational alterations, 2) First floor internal alterations and extensions to the front, side and rear, 3) Construction of a flat roof second floor on top of the existing roof, 4) New second floor to include terrace facing north, 5) New internal and external alterations including new pedestrian entrance location, alterations to the fenestration external insulation and alterations to the elevational finish, 6) General site works including landscaping drainage and associated site works.

Extensive redesign, remodelling and renovation of existing 3 storey detached dwelling to include partial demolition of existing first floor extensions, existing car port, rear timber terrace and stairs, internal walls, split level floors and roof and to construct a ground floor single storey extension to the rear (16m2), entrance porch to front (4.25m2), a single storey side extension to the west providing a walk through store (15m2), a two storey side extension to the east providing dining area and ensuite area (12m2), first and second floor landings to new internal accommodation stairs serving all floors (8.5m2), a new dormer window to second floor studio space, revised floor levels throughout, revised roof profile with increased pitch and increased ridge level (750mm approx.), extensive redesign of all external elevations including new windows throughout, external works including a remodelled front driveway and entrance design, a covered external rear terrace area & all associated site works including PV array at roof level.
Relocation of the water tank from the inaccessible second floor level position onto the roof to include all ancillary works and services. Water tank to be covered to match colour and finish of existing roof.
Subdivision, partial demolition and alteration of an existing dwelling to provide an additional two storey two bedroom dwelling, including alterations to the front boundary and the revision to the position of an existing car parking space.

The development will consist of: (a) The demolition of an existing two-storey over partial basement, split-level dwelling adjacent to Queenstown Castle, a Protected Structure, (b) Construction of a new 2-storey over a partial basement 4-bedroom detached dwelling ( 433.0 sqm), (c) A raised terrace deck over a boat house and ancillary open storage to the rear, (d) Widening of the existing vehicular entrance off Queenstown Castle’s curtilage, on which the applicant enjoys a right of way, (e) 4no. secure bike storage places, bin storage and one car parking place, (f) Hard and soft landscaping and associated site works, all on a 481.1 sqm site.

Retention Permission for amendments to the ‘Lower House’ approved under Reg. Ref. D19A/0692 (and later amended under Reg. Ref. D20A/0718, and Reg. Ref. D24A/0574/WEB). Retention is sought for (i) the non-provision of obscure glazing on 1 no. east elevation window at upper ground floor level and 1 no. eastern elevation window at lower ground floor level; and (ii) the non-provision of external fins on the southern and eastern courtyard windows at lower and upper ground floor levels.
The development will consist of an amendment and modifications to the permission granted under planning Ref. D19A/0692, Ref. D20A/0718 and Ref.
