Surface water from the development will be attenuated in 6 no., on-site attenuation tanks, with outfall to a new surface water sewer and outfall pipe, to be provided in Kilternan Abbey Laneway, connecting to a public surface water sewer in Enniskerry Rd. The surface water sewer will be laid between the gates at Golden Ball, a protected structure. The laying of the sewer will not affect the integrity of the protected gateway. Permission for a Large-Scale Residential Development at a site measuring c. 3.27 Ha in the townland of Glenamuck North in Kilternan, Dublin 18. The site is generally bounded by: the recently constructed Glenamuck District Distributor Road to the north (to be known as the Kilternan Road); the under construction Glenamuck Link Distributor Road to the east (to be known as the Kilternan–Glenamuck Link Road); Glenamuck Manor and a residential dwelling (known as ‘Westgate’), its associated outbuildings and wider land holding to the south; and a residential dwelling (known as ‘Shaldon Grange’) and its wider landholding located to the west. Road works are proposed to the approved Glenamuck District Roads Scheme (ABP Ref. HA06D.303945) to provide access to the development from the Kilternan Road. The Kilternan Road access point will include works, inclusive of any necessary tie-ins, to the footpath and cycle track to create a side road access junction incorporating the provision of uncontrolled pedestrian and cyclist crossing across the side road junction. A surface water outfall pipe (225 mm) is also proposed to pass through land to the north of the site, including the future Kilternan Road. The total site area including the development site, road works and infrastructure works measures c. 3.32 Ha. Planning permission for a strategic housing development consisting of the demolition of an existing habitable dwelling ‘Winterbrook’, and the derelict, former dwelling attached to Barrington Tower protected structure. ‘Barrington Tower’ itself will be retained and restored. It is also proposed to demolish the existing boundary wall to the north of the site along Brennanstown Road. The development will provide a ‘Build to Rent’ (BTR) apartment development consisting of 8 no. blocks ranging in height up to 10 storeys (including lower ground floor) providing a total of 534 no. apartments. The application will also include all associated site-works and connections to existing public drainage.

The development will also consist of new pedestrian access points off the Ballybride Road and off the pedestrian pathway (Lordello Road) to the south. The development will include a new foul and water drainage connection and all associated site development works above and below ground, including landscaping throughout the site that includes informal play areas as well as all ancillary and site development works.

The development shall also provide for the provision of a new vehicular/pedestrian entrance via Cherrywood Road including a new road bridge over Loughlinstown River (approx. 20.5m in length, 11.1 m in width, and 1.2m in height with bridge supports set back from the river edge). a new uncontrolled pedestrian crossing at Cherrywood Road. pedestrian access via Bray Road, provision for potential future pedestrian access to Saint Columcilles Hospital. 40 no. car parking spaces (8 no. of which are EV equipped) 1 no. ambulance parking space. 54 no. bicycle parking spaces. 2 no. motorcycle spaces; an ESB Substation (21.6 sq m). drop off/services area. accessible roof terraces. and all open space areas. There are no works proposed to the existing residential dwelling Rose Cottage (No. 26 Cherrywood Road), other than landscaping works and a new vehicular access proposal, which are delivered within the existing curtilage of the building. The site and infrastructural works include provision for water, foul and surface water drainage ducting and connections; attenuation proposals, permeable paving, blue roofs. new retaining walls, all landscaping works including tree protection, tree removal and new tree planting, green roofs and all boundary treatment; all internal roads and footpaths. and all associated site clearance, excavation and development works. A Natura Impact Statement will be submitted to the Planning Authority with the application.
