The proposed development is as follows: (a) cessation of existing trotting track/raceway and car wash/valeting uses on site; (b) demolition of all existing structures on site inclusive of clubhouse building and associated covered stand (204sq.m.), covered grandstand (95sq.m.), watch tower/observation platform (8sq.m.), 3 no. maintenance facility buildings (478sq.m.), 3 storage/utility buildings (432sq.m.), 5 no. cabins (80sq.m.), 2 no. sheds (52sq.m.) and disused golf driving range bays (698sq.m.); (c) removal of existing vehicular entrance (from R124 and the unnamed laneway to the south of the site); car park/overflow car park areas, and hard surfaced marshalling areas; (d) development of a landscaped memorial park (Lakeside Memorial Park) comprising a total of 11,168 no. burial plots on an overall site of 9.38 hectares (23.18 acres) consisting of 3,005 no. standard burial plots (with rectangular in-ground plaque), 8,163 no. ash interment receptacles set in-ground (with rectangular plaque), in free-standing memorial walls, columbarium walls and tree gardens; (e) construction of a single storey administration building (316sq.m.) comprising ancillary café and florist served by an onsite wastewater treatment system and percolation area, and a part-single part-two storey maintenance facility building (284sq.m.) with service yard and 4 no. staff vehicular parking spaces (including 1 no. accessible space); (f) extensive arboricultural and landscaping works (including regrading works and the importation of clean soil and stone) to provide a native woodland setting within the park with open memorial spaces defined by tree/hedgerow planting, columbarium walls and grassed mounding. The proposed landscaping works include the retention of the majority of existing hedgerows/trees along the site boundaries, planting of hedgerows, flowerbeds and approximately 1,000 no. new trees, a 3,500sq.m. lake, 2 no. vehicular bridges over the Sluice River, 5 no. pedestrian bridges over the proposed lake and 1 no. pedestrian bridge over associated bio-swale, 25 no. sculptural monuments and reduction of site levels by between 0.5 and 3m along the Sluice River, increase in site levels over approximately 25% of the site of between 0.5m and 2m internal access roadways and a network of pedestrian paths, and visitor amenities including seating, bins and information/wayfinding signage and 1 no/ 3 x 3 x 12.8 metre bell tower; (g) 106 no. vehicular parking spaces (including 8 no. accessible spaces) and 20 no. bicycle parking spaces; (h) new vehicular entrance via R124, new emergency vehicular entrance with inset pedestrian entrance, via existing unnamed laneway to the south of the site (secured by steel gate), entrance signage and 1 no. pedestrian gate from the existing unnamed laneway to the south of the site; and (i) all ancillary works including lighting, signage, 2 no. flagpoles, fencing and boundary treatments, opening up of 2 no. culverts to the Sluice River, SuDS drainage infrastructure, necessary to facilitate the development.
