The proposed ‘Built to Rent’ residential development shall provide for 102 no. units with associated facilities, and ESB Substation. The development will include the following: 1 no. residential block, Block L, comprising a development with a footprint of approx. 0.26ha which represents Phase 1 of the masterplan development envisaged for this overall site. The Block comprises a series of pavilions over basement ranging in height from 5 to 7 to 10 storeys addressing the N11. A total of 102 no. ‘Build to Rent’ residential units (3 no. studios, 79 no. 1 beds, 20 no. 2 beds) are proposed, all with balconies and/or terraces. 36 no. car parking spaces are provided at basement level of Block L to serve the development accessed via ramp to adjoining basement of the permitted SHD development, with a total of 125 no. spaces for the overall Masterplan site. A total of 207 no. bicycle spaces are proposed for Block L with 175 no. spaces located at basement level and 32 no. surface spaces. A satellite bin store (17.3 sqm) is located in the basement of Block L. The main waste management facility for the overall scheme is located at basement level adjacent to the main core (block H). The application will also comprise a new ESB Substation(permitted block Q) and landscaping works to link Phase 1 to the permitted scheme and provide a permanent pedestrian link to the N11. Each new residential unit has an associated area of private open space in the form of a terrace/balcony. Open Space (approx. 1,318.1 sq m) is proposed in the form of (a) primary open space (695.5 sq m) which includes a central garden of 562.2 sq m, and (b) perimeter open space (623.6 sq m). A large residents lounge ( approx. 92.1 sq m) is proposed at garden level with direct access to the central garden. Additional residential amenity space (approx. 961.5 sq m) is also located at basement level under the entrance lobby accessed through block H’s core. A new pedestrian connection between Block L and No. 1 Grange Cottage is proposed which will traverse the permitted SHD development and link the N11 with Leopardstown Oak Park. Vehicular Access to the development remains as permitted under SHD ABP-305345-19 Associated site and infrastructural works including the provision for water services; foul and surface water drainage and connections; attenuation proposals; permeable paving; all landscaping works; green roofs; boundary treatment; internal roads and footpaths; and electrical services. The application contains a statement setting out how the proposal will be consistent with the objectives of the Dún Laoghaire Rathdown County Development Plan 2016-2022. The application contains a statement indicating why permission should be granted for the proposed development, having regard to a consideration specified in section 37(2)(b) of the Planning and Development Act, 2000, as amended, notwithstanding that the proposed development materially contravenes a relevant development plan or local area plan other than in relation to the zoning of the land.
The proposed development consists of the change of use of the two storey units 1-3 from office to use as a funeral home. The proposal includes internal reconfigurations, new external front doors and new identification signage to the front of the building. It is proposed to add 3.3sq.m to the existing floor area of 461.4 sq.m. The existing vehicular access to the units will be retained from Leopardstown Avenue via the Leopardstown Inn car park as will the use of adjoining parking.
Permission for a 7 year permission for the demolition of 3 no. existing residential dwellings known as 'Annaghkeen', Dalwhinnie' and 'Marian Villa' and associated outbuildings (combined demolition c.662.2 sqm GFA) and the material change of use of St Joseph's House from residential care facility to residential use to provide for an overall development of 139 no. residential units (133 no. apartments and 6 no. houses) all in a scheme of 2-5 storeys partly over dual access basement level. The proposal shall provide for a new residential scheme (Blocks A-E) including: A. The construction of Blocks A-c (3-5 storeys) over dual access basement level (c.4,311 sqm) comprising 122 no. apartment units. B. The Construction of 6 no. townhouses in the form of Block D. C. The refurbishment and separation of St Joseph's House (2 storeys) into 11 no. residential units to form Block E, which shall include the demolition of a single storey extension and associated outbuildings (demolition total c.172.82 sqm GFA), the removal of external gates, modifications to elevations including new windows, doors and glazed balcony, new external steps and ramps, modifications to internal layout including the removal of walls and partitions and the addition of new dividing walls and part new roof. Block A (5 storeys) shall provide for 53 no. apartment units (13 no. 1 beds, 37 no. 2 beds and 3 no. 3 beds); Block B (5 storeys) shall provide for 58 no. apartment units (7 no. 1 beds, 49 no. 2 beds and 2 no. 3 beds); Block C (3 storeys) shall provide for 11 no. apartment units (7 no. 1 beds, 3 no. 2 beds and 1 no. 3 beds); Block D (2-3 storeys) shall provide for 6 no. townhouses (5 no. 3 bed terrace houses - Type T1 and 1 no. 4 bed detached house - Type T2) and Block E (2 storeys) shall provide for 11 no. apartment units (8 no. 2 beds and 3 no. 3 beds) in the former St Joseph's House building all with associated balcony/terrace/private garden areas. The development shall also consist of the amalgamation of 3 no. existing access points along Leopardstown Road (R113) to provide for 1 no. vehicular and pedestrian access point. The existing access point from Brewery Road (N31) to St Joseph's House via Silverpines will be maintained and the existing access serving the Anne Sullivan Centre for the Deaf Blind will be maintained with minor revisions to the point of access. Permission is also sought for 166 no. car parking spaces (139 no. at basement level, 27 no. at surface level), 200 no. bicycle parking spaces, bike stores (at basement and surface level), bin storage areas (at basement and surface level), plant areas, c.5,960 sqm of public open space (including new tree walk, courtyard spaces and new play area), new boundary treatment, green roofs associated with Blocks A-C, provision for pedestrian connections to the adjoining park, site services and all associated site development service connections and landscape works. Permission is sought for the construction of ground and first floor bay windows with apex roof to the front elevation facing west, an extension for an additional bedroom over the garage, the extending of the garage forward in line with the bay windows and a canopy over the garage across the front door and linking into the bay window. External insulation and the fitting of solar panels to the roof, the widening of the entrance gates to 3400MM. To the rear elevation facing East, a new kitchen extension is proposed, a new window to bedroom 4, a bay 2-sided window off the main rear bedroom 1 at first floor level facing only onto the property.

Permission for development. The proposal consists of the construction of 3 no. office buildings ('N1'; 'N2' and 'N3') ranging in height from 6 to 8 storeys, over lower ground floor and basement level. The total GFA of office floorspace proposed is c.47,216 sq.m. The proposal includes plant areas at basement, lower ground and roof level. The proposal includes a wellness pavilion building (GFA of c. 148 sq.m), public open space, sunken gardens, shared entrance plaza, upper level / roof terraces to buildings and all associated works. The proposal includes 474 no. car parking spaces at basement and lower ground floor level. 474 no. cycle parking spaces are proposed at lower ground and surface level. The associated site and infrastructural works include site access and internal roads, entrance ramp to car park, cycle path, footpaths, 4 no.
