Cairn Homes Properties Limited intend to apply to An Bord Pleanála for planning permission for a strategic housing development at former the Blakes and Esmonde Motors sites, Lower Kilmacud Road, the Stillorgan Road (N11) and The Hill, Stillorgan Co. Dublin. The site is located to the south east of Stillorgan Village Centre, to the west of the N11, and to the north and north east of The Hill. The development will consist of the demolition of existing vacant buildings (3,087.4 sq.m.) and the construction of a mixed use development comprising of a student accommodation development (179 no. student accommodation units (576 no. bed spaces) including student amenities such as gym, study spaces, communal lounges), 103 no. residential apartment units including private balconies / terraces on all elevations, comprising of (24 no. 1 bed units, 70 no. 2 bed units and 9 no. 3 bed units), 907 sq.m. of retail / restaurant / café / co-working space and a community sports hall (297.6 sq.m.) all on a site of 1.345 hectares. The proposed development will comprise of 4 no. buildings (Building 1 & 2 - Residential and Building 3 & 4 - Student Accommodation ) ranging in height from 9 no. storeys at the junction of the Lower Kilmacud Road and the N11 decreasing to 4 no. storeys at the junction of The Hill and the Lower Kilmacud Road and reducing further to 3 no. storeys at the southern boundary of the site adjoining the existing residential dwellings along The Hill. The proposed development also includes the provision of public, communal and private open space including children's play area, 2 no. new civic spaces, improvements to the public realm along the Lower Kilmacud Road and The Hill, hard and soft landscaping, set down off the Lower Kilmacud Road, new road layout to The Hill, 7 no. on street car parking spaces on The Hill, 143 no. car parking spaces (103 no. for residential and 40 no. for student accommodation) including 2 no. Go-Car spaces set out over 2 no. individual basements separately accessed from The Hill, 528 no. bicycle parking spaces (265 no. long stay and 106 no. short stay spaces to serve the student accommodation, 21 no. short stay and 103 no. long stay to serve the residential development and 26 no. short stay and 7 no. long stay to serve the retail / café / restaurant/ co-working space) revised boundary treatment, 2 no. ESB substations and switch rooms, fascia signage associated with the retail / café / restaurant / co-working space developments and all ancillary site development works necessary to facilitate the development. The application contains a statement setting out how the proposal will be consistent with the objectives of the relevant development plan and local area plan. The subject site is zoned objective 'DC' in the Dun Laoghaire Rathdown County Development Plan 2016-2022. South Dublin County Council intends to lodge an application with An Bord Pleanála under section 175(3) of the Planning & Development Act 2000 (as amended) for the approval of the “Dublin Mountains Visitor Centre” Development. The site of the proposed development is Coillte's Hell Fire and Massy's Wood forest properties (totalling c.152 ha) in the townlands of Mountpelier, Killakee and Jamestown in South Dublin. Development is also proposed along stretches of the R115 and R113 regional roads connecting the site to the urban areas of Woodtown and Ballycullen to the north. The proposed development includes (a) the conversion of 26 ha of Coillte’s Hell Fire forest property from productive conifer forest to mixed deciduous woodland for use primarily as amenity open space; (b) modifications, including new sections of trail, and upgrade of the existing network of walking and equestrian trails throughout the Hell Fire and Massy’s Wood forest properties; (c) construction of a ‘tree canopy walk’/pedestrian bridge over the R115 to link the trail networks of the two properties, with a ‘bridge house’ at the Hell Fire end of the bridge; (d) conservation works to the Hell Fire Club building (South Dublin Record of Protected Structures ref. 388) and the architectural heritage of the Massy’s Wood property including the walled garden (part of South Dublin Record of Protected Structures ref. 384); (e) installation of heritage interpretation signage along the network of trails; (f) construction of a new parking area for 275 no. cars (including 14 no. disabled spaces) and five coach spaces to replace the existing parking area on the Hell Fire forest property; (g) construction of a visitor centre comprising two buildings (one single storey and one two-storey) side-by-side at an elevation of c. 300m on the Hell Fire forest property, with a combined gross floor area of 980 sqm, accommodating the following uses/spaces: audio-visual/exhibition facility (101 sqm), education room (55 sqm), café with seating area (175 sqm), servery (36 sqm) and kitchen (60 sqm), ‘Ramblers’ Lounge’ (43 sqm), retail (45 sqm), kiosk (27 sqm), toilets (66 sqm), facility management offices (55 sqm), and associated reception, circulation, plant and storage spaces; (h) construction of a stand-alone electricity substation (23 sqm); (i) installation of a new watermain line and sewage pipe under the R115 from the Hell Fire property to the existing watermain and public sewer network; (j) construction of a network of swales and ponds for attenuation of surface run-off, and a culvert beneath the R115 to channel overflow of surface water into the Glendoo Brook; (k) modifications to the existing entrance to the Hell Fire forest property; (l) installation of new fences along sections of the Hell Fire property boundary; (m) all ancillary works and landscaping on the Hell Fire and Massy’s Wood properties. It is proposed to make modifications to the stretches of the R115 and R113 roads connecting the site to the urban area to the north, including the provision of a footpath (minimum 1.5m width) and an advisory cycle lane (1.5m width), and the retention of a carriageway of sufficient width for two-way traffic except at one location where a single lane traffic shuttle is proposed. The proposed modifications to the roads do not require encroachment into adjoining private lands, but do require localised widening of the R115 by 1.2m into the Massy’s Wood property for a stretch of c.100m. An Environmental Impact Assessment Report (EIAR) has been prepared in respect of the proposed development. The proposed development primarily comprises the provision of two 110kV transmission lines and a 110kV Gas Insulated Switchgear (GIS) substation compound along with associated and ancillary works and is described as follows: The proposed 110kV GIS Substation Compound is to be located on lands to the north-east of the two storey data centre facility and associated three storey office block that was permitted under SDCC Reg. Ref. SD18A/0134/An Bord Pleanála Ref. ABP-302813-18, and within an overall landholding bound to the north by the Grange Castle South Business Park access road; to the west by the Baldonnel Road and to the south by 3 residential properties and the Baldonnel Road; and to the east by the Google data centre facility within the Grange Castle South Business Park, Baldonnel, Dublin 22. The site of the proposed development has an area of c. 0.9163 hectares. The proposed 110kV Gas Insulated Switchgear (GIS) Substation Compound includes the provision of a two storey GIS Substation building (with a gross floor area of 1,307.2sqm) (known as the Aungierstown Substation), two transformers, lighting and lightning masts, car parking, associated underground services and roads within a 2.6m high fenced compound and all associated construction and ancillary works. Two proposed underground single circuit 110kV transmission lines will connect the proposed Aungierstown 110kV GIS Substation to the existing 220kV / 110kV Castlebaggot Substation to the immediate north-east. The proposed transmission lines cover a distance of approximately 120m and 140m within the townlands of Ballybane, and Aungierstown and Ballybane. The development includes the connections to the two substations (existing and proposed), changes to landscaping permitted under SDCC Reg. Ref. SD18A/0134 / An Bord Pleanála Ref.
