Permission for change of use, material alterations and extension to an existing two storey office building and part of 2no. industrial sheds for use as Artist Workspaces on a site at Promenade Road, Dublin Port, Dublin 1. The development will consist of a) Material alterations to the existing two storey office building to provide a ground, first and second floor extension of 30.4 sqm area total, to include a passenger lift providing access to first floor. Material alterations to the north, south, east and west facades by closing up 19no. windows and 1no. door, enlarging 2no. existing window openings to the south and west facade and 1no. new window to the west facade, provide external cladding to all facades with an entrance canopy to the west elevation and fixed signage to the north elevation b) Material alterations and partial removal to the northern ends of 2no. existing industrial sheds partially to be retained resulting in 124sqm area of the shed to the east and 135sqm area of the shed to the west for use as ancillary storage by providing new doors into the yard and partial upgrade of existing building fabric and construction of new north and south gable facades for each shed to match existing metal cladding c) Removal of existing Promenade Road boundary wall, fence and sliding gate, and erection of steel railing boundary between Artist studio building and east industrial shed d) Construction of a 4m high east-west masonry Art wall to define the site boundary to the south e) Reconfigure existing yard to provide hard landscaped areas with 3no.car parking spaces, 10no. covered cycle spaces and all associated site works.
PERMISSION & RETENTION: Development at this site which extends from Promenade Road to Alexandra Road and includes the western part of Circle K Fuel Terminal1, part of Promenade Road at its junction with Terminal 10 Link Road (T10 Link Road), T10 Link Road, part of Tolka Quay Road, No. 1 Branch Road North and part of Alexandra Road. It also incorporates land comprising parts of Terminal 4 and Terminal 4 North, all at Dublin Port, Dublin 1. 1. Retention permission is sought for development of part of a link road known as T10 Link Road connecting Promenade Road with Tolka Quay Road to the west of the Terminal 10 State Services yard. The road and associated infrastructure comprises of: - An approximately 125 metre long and 14.4 m wide two-way road (two northbound lanes and one southbound land), with 2 no. 3m wide footpaths. - A T-junction with Promenade Road; - A pedestrian zebra crossing at the northern end of the link road; and - A vehicular entrance to the Terminal 10 state services yard; - Revisions to fenceline previously permitted under Reg.Ref. 4483/19 at northeast corner of Terminal 4 North boundary; and - All associated ancillary works including site clearance, demolitions, earthworks, pavement construction, drainage services, diversion and installation of utility services, installation of road markings and signs, lighting, CCTV and associated boundary fencing. Permission is sought for development which will consist of a new link road from north of Tolka Quay Road to Alexandra Road. The new link road and associated infrastructure will comprise of: - An approximately 250m long two-way road (two north bound and two south bound lanes) with 3 m wide footpaths on either side of the road and two-way segregated cycleway on eastern side of road; - New roundabout, connecting proposed new link road with Tolka Quay Road; - New link road will incorporate a swept bend to integrate continuously with Alexandra Road to the west, a T-junction from Alexandra Road to the east to the proposed new link road, and closure of access to No. 2 Branch Road South; - Closure and removal of No. 1 Branch Road North along with boundary walls to east and west, accommodating an extension of Terminal 4 including new yard surface into area of current Circle K Terminal 1; - Realigned port cycle network along Alexandra Road; - Upgrade of road and footpath connections on Tolka Quay Road and a zebra crossing on Tolka Quay Road to the east of the proposed roundabout; and - Revisions to fenceline previously permitted under Reg. Ref. 4483/19 at southeast corner of Terminal 4 North boundary. Permission is also sought for development comprising: - Relocation of 5 no. parking spaces within and provision of new 2.4 m western boundary wall to the Circle K Terminal 1; - Revisions to access from Circle K Terminal 1 to Alexandra Road as previously permitted under Reg. Ref. 3773/20 to now omit previous access arrangements and provide for two vehicular entrances and gateways to Alexandra Road and one vehicular entrances and gateways to T10 Link Road; - The demolition/ breaking out of:-Existing T10 Link Road junction on Tolka Quay Road;-Section of Circle K Terminal 1 perimeter fence; and All associated ancillary works, including site clearance, demolitions, earthworks, pavement construction, drainage services, diversion and installation of utility services, installation of road markings and signs, lighting, CCTV and associated boundary fencing. Part of the site comprises of an establishment to which the Chemicals Act (Control of Major Accident Hazards Involving Dangerous Substances) Regulations 2015 (S.I.209 of 2015) applies. -
The proposed development will consist of the demolition of 10 no. redundant buildings (c. 6830sqm) and removal of temporary structures including portacabins and general site clearance (an existing substation and pump house will remain in situ) to optimise the use of the site as a multi-functional storage yard (primarily for heavy goods vehicles) and facilitate wider infrastructural upgrades to provide additional capacity within the Port. The proposed development will also include: construction of vehicular check-in booths (c. 30sqm); an open-air blockwork electrical enclosure; amendments to boundary treatments including provision of 4m high security fencing (including 1.5m high retaining walls) on the northern, eastern and southern boundaries; 4m high security fencing fixed to the existing masonry wall along the western boundary with Bond Road; 3 no. new 12m wide automatic vehicular sliding gates and re-building of 1 no. existing 9m wide automatic vehicular sliding gate; provision of 14 no. high mast lighting columns (30m high) and 54 no. perimeter lighting columns (12m high); installation of 9 no. CCTV columns (18m high); installation of new pavement, underground drainage, attenuation, interceptors, water services and electrical infrastructure; installation of new wash bay and fuel spill areas; installation of pedestrian barriers; and all associated site and development works on a site of c. 9.52ha.
Planning permission for the proposed development consists of dismantling a portion of the Terminal 1 site incl. the loading gantry, office buildings, workshops and control tower. Existing equipment including pumps will be moved to facilitate transfer of fuel to other terminals and Bill of Landing facilities will be moved as part of the works and the existing warehouse will be modified to store spare parts. The modifications also include relocating the Jet Fuel loading gantry and installing a new internal entrance gate and fence which is subject of an exempted development application (see application 0184/20). The Major Accidents Directive is applicable to the site and as such a significant modification assessment has been completed.
For development at this site at the former Trim Transport Ltd yard, Tolka Quay Road, Dublin Port, Dublin 1, D01 H977. The subject site comprises of c. 0.147ha within the overall former Trim Transport Ltd site. The development will consist of: •The construction of a single storey modular office building (180sqm) with 2 no. solar photovoltaic panel arrays at roof level and external heat pumps to the rear; •The provision of a storage container (28sqm) to accommodate ancillary storage and a secure sheltered bicycle store; •The provision of site lighting and utility connections;•The replacement of existing access gates with a new 2.25m high vehicular double swing gate and a new 2.25m high pedestrian double swing gate with a 2.5m high concrete wall panel and pier;•The provision of a 2.5m high chain link fence along the northern boundary;•Repairs to / renewal of existing boundary treatments where required; and; •The provision of ancillary car parking, landscaping, servicing and all associated site works.
The replacement of approximately 52 m of existing 2.4 m high chainlink perimeter fencing and associated access / emergency gates with new 2.4 m high security fencing, gates, 2 no. 8 m CCTV poles and all associated site works.
PROTECTED STRUCTURE: PERMISSION:The development will consist of: A. Demolition and removal of existing quayside overhead bulk material conveyor system (2no. North/South and 1no. East/West), 2no. associated elevator/weighing towers, redundant transformer building and weighbridge and associated infrastructure to include site clearance of redundant walls, plinths and fences; B. Reinstatement of window opening to the R&H Hall Silo Building, a protected structure, following removal of the elevated conveyor system (within its curtilage) together with internal and external repair works to the remainder of the building; C. Relocation of existing rail line northwards to a safe zone set further back from the quayside, existing crane rails along the quayside and existing 30m high mast lighting (HML) tower; D. Relocation of existing reefer gantries and 30m HML towers located at McCairn's Yard and provision of 2no. new reefer gantries; E. Quayside and yard pavement upgrades and reinforcement works and installation of new 30m HML towers; F. Construction of a new bulk product silo facility at McCairn's Yard, to include intake/outtake of bulk product from vessels to quayside storage and onward transport. The facility will consist of 6no. bulk product storage silo bins c.30.0m in height (c.1,701sq.m), below ground conveyor system from intake pit to silo bins (c.-7.5m), above ground conveyor system up to c.32.8m in height, bulk material out-loading building c.9.1m in height (c.234sq.m), weighbridge control office c.4.0m in height (c.59sq.m), motor control centre and switch room c.5.080m in height (c.70sq.m), intake elevator tower and weighting tower c.41.11m in height (c.97sq.m), bulk material intake building c.11.66m in height (c.2,326sq.m), administration office and welfare building c.6.8m in height (c.164sq.m), workshop and covered external area c.6.9m in height (c.592sq.m), weighbridges, associated infrastructure, skip area, chemical storage area, diesel tank bunded area, ancillary lighting, and automated gate entry; G. Provision of a new substation c.2.97m in height (c.196sq.m); and; H. New access and egress onto Alexandra Road, provision of International Ship and Port Security (ISPS) fencing and gates to matching existing fencing, internal roads, ancillary car and bicycle parking, ancillary lighting, waste management facilities and all associated site development works including revised utilities/drainage arrangements and construction compound. A Natura Impact Statement (NIS) will be submitted to the Planning Authority with the planning application.
The proposed development will consist of the change of use Building P8 from office use to medical use (GFA: 3534 sq.m) and is described on a level-by-level basis as follows: Ground Floor: 3no. Physiotherapy rooms, Office Reception, 3no. Offices, Entrance Lobby (incl. Waiting area and Reception), Staff Room, Storage room, First Aid room, 2no.Staff Showers, Kitchenette, and all ancillary accommodation; First Floor: 7no. Consulting rooms, Treatment room, 2no. Utility rooms, Interview room, 4 no. Stores, 2no. Offices, Staff Kitchen/Lounge, Reception/ Admin room, Breakout space, and all ancillary accommodation; Second Floor: 8no. Consulting rooms, Treatment room, Reception, 4no. Offices, Interview room, 2no. Utility rooms,3no. Stores, Comms/IT room, Hot desking, and all ancillary accommodation; Third Floor: 8no. Consulting rooms, Treatment room, Reception, 5 no. Offices, 2no. Utility rooms, 3no. Stores, Comms/IT room, Staff Kitchen Lounge, and all ancillary accommodation; Fourth Floor: 3no. Research Labs, 6no. Offices, IT Hub, Waiting area, Teaching space/Meeting room, 2no. Utility rooms, Staff Kitchen Lounge, and all ancillary accommodation; Fifth Floor: 3no. Research Labs, 2no. Utility rooms, 4no. Offices, Reception, Store, Waiting area, and all ancillary accommodation; The proposal involves modifications to the internal layout of the Building P8 building consisting of 6 floors, to facilitate this change of use from office space to medical use. Minor alterations to the external façade of the southern elevation of the building are proposed to facilitate the change of use. The proposed development involves the reconfiguration of the existing parking arrangements to facilitate an increase in the number of spaces available from 30no. to 34no. spaces (includes the provision of 2no. accessible parking spaces) and increase in bicycle parking spaces from 48no. to 60no. spaces. Planning permission is also sought for the creation of a pedestrian linkage on the western side of the building for accessibility to the car parking area, installation of new Perspex cover over the existing Bike racks and all ancillary site services and site development works.
The proposed development consists of dismantling a portion of the Terminal 2 site including a redundant building and a repair shop which will allow new entrance gates and associated boundary works to be carried out to accommodate for two entrance lanes for retail commercial loading tankers. Existing equipment including pumps, samples room, lab, and dye tanks will be relocated as part of the works. A new 30m3 additive tank will be provided. The existing Vapour Recovery Unit in Terminal 2 will be refurbished. Improved information signage for drivers at entrance and loading gantry will be installed and new internal road markings will be painted to identify parking spaces. The Major Accidents Directive is applicable to the site and as such a significant modification assessment has been completed.
The development will consist of c.235kWp (c.11.60m2) of roof mounted solar PV panels and all associated works.
The development will consist of the installation of a new bitumen storage tank of 30m in diameter and 19.2m in height with a volume of approximately 11,300m3 and the installation of an aromatic oil tank of 8m in diameter and 12.8m in height with a volume of approximately 600m3. A concrete containment area will also be installed around the perimeter of the proposed tanks.
The development will consist of alterations to the existing North Wall Power Generating station, which include the replacement of existing indoor gas turbines with new and more efficient indoor gas turbines, the replacement of one of the two existing exhaust chimney stack’s (approx. 70m tall) and its re-construction at a reduced height of 65m to mirror the second existing exhaust stack, the installation of new gas compressors with associated fan coolers, the replacement of existing roof-mounted fan coolers, a fuel oil pumphouse, a demineralised water pumphouse, a new 1,000m3 demineralised water tank (approx. 10m tall), a new 1,000m3 gas oil storage tank (approx. 10m tall), the repurposing of an existing 4,000m3 fuel oil storage tank as a demineralised water storage tank of the same volume, a new fire water tank (approx. 10m tall), a new tanker unloading area comprising a concrete pad, emergency diesel generator, a new administration and welfare building, minor modifications to existing surface water drainage, a new entrance opening on to Alexandra Road and revised internal road layout and minor ancillary plant and equipment structures. The development will also comprise the removal of existing structures including; 70m tall stack and associated boiler, part of the administration building, canteen, stores building and water treatment buildings, gas compressor building as well as a water storage tanks, a bottle storage area and other minor redundant installations. The development will also include all other necessary associated works required to enable the construction and operation of the facility. An Environmental Impact Assessment Report (EIAR) has been prepared and is submitted as part of the planning application. It should be noted that this facility is identified as a Lower Tier site under the COMAH directive, furthermore the facility has an existing Industrial Emissions Licence which is regulated by the Environmental Protection Agency. All required licences and plans will be reviewed as required.
PROTECTED STRUCTURE: Permission for development at this site which extends from North Wall Quay Extension to the Tolka Estuary, to include the western boundary to Dublin Port and pavements along East Wall Road, across the Alexandra Road junction with East Wall Road, across the Tolka Quay Road junction with East Wall Road, Bond Road, across the Promenade Road junction with Bond Road and to end of Bond Road, Dublin Port, Dublin 1 & 3 and permission to amend development permitted under Reg. Ref. 3084/16. The ESB substation (Record of Protected Structures No. 8771) is located within the subject site. The proposed development will consist of construction of a new 1.4km pedestrian walkway and a 2-way cycle lane along East Wall Road and Bond Road from the River Liffey to the Tolka Estuary and will comprise the following: • Removal of part of existing Dublin Port western boundary wall / fence; • Removal of the existing access to Terminal 3 on East Wall Road; • Modifications to layout of Terminal 3 along eastern boundary including removal of private car parking spaces; • Relocation of 3 no. existing double billboards; • Relocation of existing flagpoles, • Relocation of existing temporary office building of 15sq.m; • Closure of left turn from Alexandra Road to East Wall Road southbound; • Removal of 17 no. car parking spaces from the Dublin Port Centre car park; • Realignment of Bond Road north of the Promenade Road junction; • Construction of new boundary along sections of the Dublin Port western boundary comprising railings over plinth or wall to a height of c. 4m along East Wall Road and Bond Road or for a section along Bond Road a wall of c. 2.6m in height; • Creation of a civic space adjacent to the River Liffey at North Wall Quay Extension, • Provision of 25 no. bicycle parking spaces, • Provision of a Dublin Port Irish language installation as part of the boundary treatment adjacent the Crane 292 enclosure. • Provision of hard and soft landscaping including trees along the extent of the route, amenity, interpretation and wayfinding features including bins and seating; • Provision of an indented bus stop on the east side of East Wall Road; • Provision of pedestrian and cycle facilities to enable road crossing on the east side of East Wall Road to connect with permitted road crossings on East Wall Road by Dublin City Council; • Provision of lighting and CCTV along the proposed pedestrian and cycle route; and • Modifications to the existing maritime garden adjacent to Dublin Port Centre. In addition to the replacement of permitted pedestrian and cycle facilities and associated works along East Wall Road and Bond Road to the north of Tolka Quay Road as permitted under Reg. Ref. 3084/16 to include a bridge over Promenade Road with revised design and alignment the following proposed amendments to permission granted under Reg. Ref. 3084/16 will also comprise: • Reduction in the width of the vehicular carriageway and omission of footpath on internal roadway in Terminal 3; • Provision of a new vehicular access to Dublin Port Centre car park off the internal road network; • Amendments to the junction between the Terminal 3/4 access road and Alexandra Road to include right-out only from the proposed access road onto Alexandra Road and changing the junction from signalised to priority controlled; • Amendments to the permitted Alexandra Road / East Wall Road Junction to include the retention of the left slip lane from East Wall Road into Alexandra Road; • Relocation of the emergency access gate at the junction of Tolka Quay Road and East Wall Road; • Omission of the private secure access route for multi-modal berth between Tolka Quay Road and Alexandra Road; and • Omission of a section of the internal road to the south of Dublin Port Centre car park. The proposed development and proposed amendments include all associated ancillary works, including site clearance, demolitions, earthworks, pavement construction, drainage services, diversion and installation of utility services, installation of road markings and signs. This application is accompanied by a Natura Impact Statement.
Permission for the provision of a Ship-to-Shore (STS) Crane and all associated site development works.
The development will consist of the continuance of use of a 100m long 6.5m wide single lane bridge with access ramps over the M50 and a storage area for imported cars and vans and all associated site development and service works as permitted under planning reg. ref. 2495/17 and reg. ref. 3788/11.
Planning permission for development at the following adjacent sites: Top Oil Yard 1, Promenade Road, Parish of Saint Thomas, Dublin Port, Dublin 3, D03 HK83. Top Oil Yard 2, Tolka Quay Road, Dublin Port. Circle K Yard 2, Tolka Quay Road, Dublin Port. The sites are adjacent to Tolka Quay Road, Promenade Road and 2 Branch Road North Extension. The development consists of constructing two pipebridges with a maximum height of 8.5m to allow new pipework and cables to be routed between the yards. Pipebridge No. 1 will be between Top Oil Yard 1 and the neighbouring Fareplay Yard 2. Pipebridge No. 2 will be between the Top Oil Yard 2 and the neighbouring Fareplay Yard 2. A small concrete shelter in Fareplay Yard 2 is to be dismantled to allow room for pipebridge supports.
Permission for amendments to planning permission granted under Reg. Ref. 3859/19. The development will consist of permission for; demolition of the two-storey office building (c.190 sqm); and construction of 2 no. 30m high mast light (HML). The permission for amendments to permission granted at the site under Reg. Ref. 3859/19 will consist of; relocation and replacement of permitted substation (c. 98 sqm) and associated electrical infrastructure with a substation (c. 182 sqm, 4.17m in height) and associated electrical infrastructure; relocation, modification and replacement of 3 no. permitted reefer access gantries (7 no. rows, 14.65m in height) with 4 no. reefer access gantries (7 no. rows, 12.06m in height); and relocation of permitted 30m HML. The proposed development and proposed amendments include all associated ancillary works, encompassing general site clearance, removal of HML, earthworks, pavement reinstatements and construction and drainage services.
PROTECTED STRUCTURE: The proposed development will consist of the change of use, renovation and extension of the existing two storey protected structure to provide a new distributed museum, exhibition and multi-functional space to be operated by Dublin Port Company. The development will include: stability improvement works to the protected structure comprising underpinning and rehabilitation works of existing masonry walls, piling works to a new ground floor slab, construction of additional internal structural steelwork, and removal of existing temporary shoring and bracing; removal of stairs and first floor mezzanine slab (60sqm) within the protected structure; provision of lighting to the exterior of the protected structure; excavation works within the protected structure to expose the historic sea wall running under the site boundary with East Wall Road (15.9sqm), and provision of waterproofing, drainage measures and a protective railing; part removal of the existing southern façade to form an opening to a proposed contemporary flat roof glazed extension (7.4m in height providing an additional 86sqm at ground floor level and 13.2sqm at first floor level) to provide additional museum/exhibition floor space, a service area, unisex WC and storage area; provision of solar photovoltaic panels at roof level of the protected structure and proposed extension; rearrangement of the landscaped public plaza to the south of the protected structure to include new/relocated seating arrangements, lighting column, planting and resurfacing; and all associated ancillary site development works including revised utilities/drainage arrangements.
Planning permission for the relocation of the existing single storey security hut with associated bollards and barriers on the east side of the Tolka River crossing on the main access road from Alfie Bryne Road and to the north of Black 1; the erection of four new single storey steel framed and glazed bus shelters at four locations throughout the park and on the main circulation roadway - No 1 between Block L & N and oppossite Block B2; No 2 to the north of Block U; No 3 to the west of Block P3 and oppoite Block R; No 4 to the north of Block P4; along with associaties site works.

Permission for development will consist of refurbishment, renovation and retrofitting works to an existing building (Dublin Port Centre and associated ancillary works, comprising: Reglazing and insulation upgrades to all building facades to include installation of louvres (brise soleil type); Revisions at roof level to include replacement of existing roof slab, construction of enclosed viewing gallery (c. 36sq.m) and open-air external accessible deck, reconfiguration of existing plant areas and antennae and provision for plant relocated from fifth floor level, all resulting in a revised total building height (excluding antennae) of c. 36.25m (increased from 34.15m) and a reduction of 39sq.m in gross floor area (GFA) to 60sq.m total; Removal of existing signs (2 no. signs of 9.2sq m each) on the northern and southern façades and provision for 3 no. illuminated corporate signs (combined C. 42.5sq.m) at roof level on the northern, southern and western facades; Internal layout modifications to provide for improved floorplates to include Lower Ground Floor GFA to be reduced by c. 11sq.m to c. 1407sq.m, Ground Floor GFA to be reduced by c. 45sq.m to c. 509sq.m and to include an extended mezzanine over ground floor level of C. 233sq.m (an increase of C. 82sq.m); Increase of GFA at fifth floor level from C. 440sq.m to C. 685sq.m (an increase of C. 245sq.m), facilitated by existing plant removal and relocation. Retention planning permission for the development which it is proposed to retain is as follows: new opening in party wall between Units 7 and 8 with associated access ramp in Unit 8 and amalgamation of Unit 7 and 8
Removal of the existing Tank 3 (378.5 tonnes bitumen) and installing Tank 4C (198.45 tonnes bitumen), also adding horizontal walkway from Tank 2 to portion of spiral stair on Tank 4C and another horizontal walkway linking Tank 4B to Tank 4C.
