For a ten-year planning permission for a renewable energy development comprising the construction of a c. 63MW solar farm of 118.9ha and associated works in the Townlands of Rathrush, Emlicon and Bendinstown, Co Carlow. The proposed development will consist of: • A c. 63MW solar farm comprising ground mounted solar photovoltaic panels. • 15 No. Invertor Combiner Kiosk /Transformers and hardstands. • 1 No. Ring Main Unit. • 2 No. spare parts storage containers. • Provision of site access tracks and upgrading of existing tracks. • Underground cabling within the solar farm site, in private lands and under the L7111, L7114, L7115 local roads to connect the solar farm field parcels, and to connect the solar farm to the permitted Garreenleen Substation. • 3 No. temporary construction compounds. • Demolition of derelict agricultural building and disused silage storage structure. • Upgrading and widening works at Site entrances. • All ancillary development including such as an up to 2.4m high stock proof fence, CCTV and drainage infrastructure. This application is seeking a ten-year permission and a 35-year operational period from the date of overall commissioning of the solar farm. This application is accompanied by a Natura Impact Statement (NIS)
• the replacement (“restringing”) of the existing overhead line circuit conductor wires with a new higher capacity conductor • the strengthening of foundations at 7no. locations • shear block remedial works at 77no. locations • the strengthening of towers (i.e., member replacement) at 34no. locations • the replacement of 5.1km of earthwire • the painting of all structures • the replacement of insulating and ancillary hardware at structures • all associated works within the existing Kellis 220kV substation to accommodate the uprated 220kV OHL including uprating of the Great Island bay in Kellis 220kV substation • the installation of a temporary link between the Great Island – Kellis and Dunstown = Kellis 220kV OHLs to create a temporary circuit, which will include the erection of a temporary four-pole timber structure between the existing Angle Mast 191 on the Great Island- Kellis circuit and the existing Angle Mast 157 on the Dunstown – Kellis circuit • all associated temporary site development works to gain access to the existing structures including vegetation clearance and management, disassembly and reassembly of gate posts/piers and removal and reinstatement of existing fencing, and • other temporary associated and ancillary site development works required for the purpose of the uprate of the existing circuit, including construction compounds, silt traps, silt fences, vegetation clearance and management, stone tracks, ground protection mats, infrastructure crossing support systems (i.e., guard poles) and temporary watercourse crossings. Where required, an aerial catenary stringing system (ACSS) will be used to facilitate stringing operations over major obstacles, e.g., busy national roads, wide rivers, etc. A Natura Impact Statement will be submitted to the Planning Authority with the application. To 1) reinstate & refurbish existing traditional cottage / dwelling with altered floor plan and minor changes to external facades 2) extend the main cottage / dwelling pitched roof over the existing garage on the side elevation & convert garage to living accommodation and 3) install new on site effluent disposal system and all associated site works
