The proposed development primarily comprises the provision of two 110kV transmission lines and a 110kV Gas Insulated Switchgear (GIS) substation compound along with associated and ancillary works and is described as follows: The proposed 110kV GIS Substation Compound is to be located on lands to the north-east of the two storey data centre facility and associated three storey office block that was permitted under SDCC Reg. Ref. SD18A/0134/An Bord Pleanála Ref. ABP-302813-18, and within an overall landholding bound to the north by the Grange Castle South Business Park access road; to the west by the Baldonnel Road and to the south by 3 residential properties and the Baldonnel Road; and to the east by the Google data centre facility within the Grange Castle South Business Park, Baldonnel, Dublin 22. The site of the proposed development has an area of c. 0.9163 hectares. The proposed 110kV Gas Insulated Switchgear (GIS) Substation Compound includes the provision of a two storey GIS Substation building (with a gross floor area of 1,307.2sqm) (known as the Aungierstown Substation), two transformers, lighting and lightning masts, car parking, associated underground services and roads within a 2.6m high fenced compound and all associated construction and ancillary works. Two proposed underground single circuit 110kV transmission lines will connect the proposed Aungierstown 110kV GIS Substation to the existing 220kV / 110kV Castlebaggot Substation to the immediate north-east. The proposed transmission lines cover a distance of approximately 120m and 140m within the townlands of Ballybane, and Aungierstown and Ballybane. The development includes the connections to the two substations (existing and proposed), changes to landscaping permitted under SDCC Reg. Ref. SD18A/0134 / An Bord Pleanála Ref. Permission for a period of ten years for development at this site of 16.5 hectares that is located within lands in the Grange Castle South Business Park and includes the residential property of Ballybane, Old Nangor Road on land within the townlands of Milltown; Ballybane and; Aungierstown and Ballybane; and bounding Baldonnel Road to the west; both the Old and New Nangor Road to the north; and Grange Castle South Access Road to the South, Baldonnel, Dublin 22. The development will consist of the following: (1) The demolition of the existing two storey dwelling of Ballybane and associated farm buildings (565sq.m) and the construction of 3 two storey data centres with mezzanine floors at each level of each facility and associated ancillary development that will have a gross floor area of 80,269sq.m on an overall site of 16.5hectares. (2) 1 two storey data centre (Building A) that will be located to the south-west of the site and will have a gross floor area of 28,573sq.m. and will include 26 emergency generators located at ground floor level within a compound to the northern side of the data centre with associated flues that will be 25m in height. The facility will also include 26 ventilation shafts which will be located above the northern end of each emergency generator that will measure 20m in height. (3) 1 two storey data centre (Building B) which will be located to the north-west of the site, and to the immediate north of Building A and will have a gross floor area of 21,725sq.m and which will include 18 emergency generators located at ground floor level within a compound to the northern side of the data centre with associated flues that will be 25m in height. The facility will also include 18 ventilation shafts which will be located above the southern end of each emergency generator that will measure 20m in height. (4) 1 two storey data centre (Building C) which will be constructed last, will be located to the eastern part of the site on a north-south axis and will have a gross floor area of 28,573sq.m. It will include 26 emergency generators located at ground floor level within a compound to the western side of the data centre with associated flues that will be 25m in height. The facility will also include 26 ventilation shafts that will be located above the western end of each emergency generator that will measure 20m in height. (5) Each of the three data centres will include data storage rooms, associated electrical and mechanical plant rooms, loading bays, maintenance and storage spaces, office administration areas, and plant including PV panels at roof level as well as a separate house generator for each facility which will provide emergency power to the admin and ancillary spaces. Each data centre will also include a diesel tank and a refuelling area to serve the proposed emergency generators. (6) The overall height of each data centre apart from the flues and plant at roof level is c. 19.85m above the finished floor level. (7) 1 temporary and single storey substation (29sq.m). (8) 3 single storey MV buildings (each 249sq.m - 747sq.m in total) which manage the supply of electricity from the substations to each data centre and are located to the immediate west of the generator compound within buildings A and B, and to the south of the generator compound withing building C. (9) 8 prefabricated containerised electrical rooms (65sq.m each and 520sq.m overall) that are stacked in pairs to the immediate south of the temporary substation. (10) Ancillary site development works, which will include attenuation ponds and the installation and connection to the underground foul and storm water drainage network and installation of utility ducts and cables which will include the drilling and laying of ducts and cables under Baldonnel stream. Other ancillary site development works will include hard and soft landscaping, lighting, fencing, signage, service road, entrance gate, sprinkler tank house (72sq.m), security hut (30sq.m) and 150 car parking spaces and 78 sheltered bicycle parking spaces. The development will be enclosed with landscaping to all frontages including a wetland to the west. The development will be accessed from the Grange Castle South Access Road from the south via the Baldonnel Road. An Environmental Impact Assessment Report (EIAR) has been submitted with this application.
Amendment to Unit A of Tramway Lane (Block E1 of the permitted Strategic Housing Development (SHD) (Ref. ABP-310570-21). Unit A has permission for commercial / retail use. The proposed amendment is for change of use to Dentist. The development will also include a single storey plant area located to the rear / north side of the premises. The proposed amendment includes all associated site services and development works required to facilitate the proposed change of use.

Planning permission and retention permission for a Large-scale Residential Development (LRD) consisting of amendments to a Strategic Housing Development (SHD) permitted under ABP Ref. 305556-19, as subsequently amended under SDCC Planning Ref’s SD22A/0299 and SD22A/0422 at a site at Citywest Shopping Centre, Fortunestown, Dublin 24. The proposed amendments for which permission is sought, include the following: (i) External alterations to Block F, comprising the relocation of a plant room door at ground floor level from the south elevation to the northern elevation along with the relocation of balconies at the eastern end of the building at 2nd to 6th floor levels together with a reconfiguration of the design of the balconies; (ii) Omission of 3 no. permitted on-street bin stores and replacement of same with a single consolidated bin store near the south-western corner of the shopping centre, together with a reconfiguration of hard / soft landscaping and on-street car parking spaces, resulting in the net loss of 1 no. on-street car parking space in this area; (iii) alterations to the design and configuration of the permitted single storey staircore structure leading to the basement level that is situated at the south-eastern corner of the shopping centre. Amendments to the residential development permitted under An Bord Pleanála Reference ABP-305556-19 comprising of the omission of a permitted vehicular access ramp from ground to basement level of the existing Citywest Shopping Centre along the southern elevation; The permitted entrance to the ramp is proposed to be replaced at surface level with 5 car parking spaces, with associated amendments to the parking layout, pedestrian paths and landscaping in the immediate vicinity; An increase in the area of a permitted surface to basement level circulation core in the south-eastern corner of the existing Citywest Shopping Centre (to incorporate a lift and revised stairwell design), together with associated amendments to pedestrian paths and landscaping in the immediate vicinity; The relocation of permitted demountable bollards further eastwards along a permitted roadway to the south-east of the Citywest Shopping Centre; The enlargement of a permitted hammerhead circulation area to the south-east of the Citywest Shopping Centre and the provision of a standalone ESB Substation to the south-east of Block D; These amendments are provided to reprove the operational efficiency of the vehicle circulation and parking arrangement to service the permitted apartment buildings and to meet the requirements of ESB to serve the site.
The development will consist of amendments to the Strategic Housing Development permitted under An Bord Pleanála Reference TA065.305556. The proposed amendments comprise the provision of photovoltaic panels on the roofs of all 6 no. blocks, the provision of roof plant at Blocks A, B, C and D, the provision of an ESB substation at Block O that requires the relocation of no. 1 carparking space, and the reconfiguration of the ground floor of Block E to provide an enlarged plant room. These amendments are necessary to service the permitted blocks, improve the energy efficiency of the development, and to meet the requirements of ESB to serve the site. At Block D it is proposed to provide the following: 21 no. photovoltaic panels arranged in 3 no. rows; a screened with an internal plant room of 13.5 sqm and an external plant area of 24.33 sqm; a c. 3-metre-high red brick ESB substation with LV switch room to the southwest of the Block D, and the ancillary relocation of 1 no. car parking space. The proposed screened plant rises approx. 2 metre above the permitted parapet level. At Block E it is proposed to provide the following; 18 no. photovoltaic panels arranged in 3 no. rows; and the reconfiguration of the ground floor to replace 1 no permitted retail unit with an enlarged Plant Room (117.15 sqm}, ESB substation (13.6 sqm), a Generator Room (21.82 sqm}, and a Low Voltage (L V} switchroom (13.71 sqm}. These works require the removal of existing windows and doors at the permitted retail unit. At Block F it is proposed to provide 18 no. photovoltaic panels arranged in 2 no. rows. These, and all associated site works including landscaping at a site of 2.9 hectares.
Construction of a residential scheme comprising 421 units, offices, retail units x3 and residential amenity areas x2, within 9 blocks ranging in height from 1-13 storeys. The proposal will include 289 car parking spaces along with 650 cycle parking spaces. The development will provide public and communal open spaces throughout including a public plaza adjoining Fortunestown Luas stop. Provision of vehicular, pedestrian, and cyclist accesses to the site, including pedestrian bridge to the public park (under construction) to the east. The application includes for all landscaping, ESB substations, plant areas, bin storage, surface water attenuation and all other site development works, and site services required to facilitate the proposed development. The proposed development seeks to amend SHD permission ABP-302398 -18 (under construction to the west), replacing 32 permitted duplex apartments along with associated amendments to internal roads and open spaces. The current proposal also replaces permission SD16A/0078 previously granted on this site.
Amendments to Unit B of "Tramway Lane" (Block E1 of the permitted Strategic Housing Development (SHD) (Ref. ABP-310570-21) and Large Scale Residential Development (SDCC Ref. LRD23A/0007) to include a single storey plant area to the rear, beside the permitted cycle stores. The proposed amendment includes all associated site services and development works required to facilitate the amendment to the "Tramway Lane" block.

The development will consist of a change of use of a Children's Play Facility (established under SDCC Ref. SD17A/0301) at part ground and part first floor level of the existing Citywest Shopping Centre building together with associated internal works of conversion and refurbishment and the erection of a new second floor extension with sedum roof on top to provide a public library that is arrange over three floors, as follows: (i) Ground Floor - Internal alteration and conversion of the existing ground floor lobby (approx 92 sq.m GIA). The existing light and stair access will provide access to the two upper floors that will contain the main floorspace associated with the library; (ii) First Floor - Internal alteration and conversion of existing floorspace (approximately 906 sq.m GIA) to provide public library space with ancillary staff and welfare facilities together with circulation areas. Provision is also made for additional / new external ancillary plant to the rear terrace (approximately 71 sq.m) and PV panels; and (iii) Second Floor - Construction of a new second floor extension to provide approx. 635 sq.m of public library floorspace (GIA) together with a west facing outdoor roof terrace (of approximately 117 sq.m).
