The development is served by an underground carpark (accessed from the Cookstown Road extension currently under construction) providing a total of 79 parking spaces (including 75 standard spaces and 4 mobility impaired user parking spaces), and 468 bicycle spaces (388 resident spaces at basement level and 80 visitor spaces at ground floor level in the central courtyard and on street);(iii) 2 commercial units (comprising 129.4sq.m and 126.5sq.m and accommodating Class 1, 2 and 8 uses as per the Planning and Development Regulations, 2001-2019, as amended) at ground floor level; (iv) associated site and infrastructural works are also proposed which include: foul and surface water drainage; attenuation tanks; lighting; landscaping; boundary fences; plant areas; ESB substations; internal hard landscaping, including footpaths and street furniture; and all associated site development works.
The amendments to the permitted development will consist of: 1. Reduction in the overall height and internal and external re-configuration of permitted development resulting in the omission of 1 no. floor in Block A and C, and 2 no. floors of Block B to comply with Condition 2 of the permitted development. This will result in an overall reduction in units in the permitted development by 55 no. units from 252 no. units to 197 no. units; 2. Omission of 41 no. studio apartments which will be replaced with 15 no. 1-beds, 13 no. 2-beds and 2 no. 3-bed units including any associated elevational changes to balconies and window openings; 3. Revised layout at ground floor to remove podium courtyard, parking and service area which will be replaced with a new underground car park, entrance and service area; 4. Relocation of permitted creche to the ground floor corner of Blocks B and C and inclusion of an associated outdoor play area resulting in the omission of apartment no. 40 and relocation of tenant amenities/ community space to Block A to comply with Condition 2 of the permitted development; 5. Inclusion of plant equipment at roof level; and, 6. Inclusion of a blue roof drainage system at roof level of all permitted apartment blocks. 7. The development also includes all site development works necessary above and below ground necessary to facilitate the development.
(i) Retention permission is sought for the mezzanine floor, stairwell and associated meeting room; (ii) (a) change of use of Unit F1 from cafe to car rental office and erection of partition walls to create a reception area, staff offices, staff mess area, wc, store room and staff canteen at ground floor; (b) upgrade works including replacement of mezzanine floor and stairwell; (c) installation of company signage to front of unit; and (ii) change of use from commercial car park to car rental and car share facility at basement level comprising of the following: (a) removal of 3 car parking spaces to provide for single storey car rental kiosk (28.82sq.m) comprising reception area; (b) redesignation of 30 commercial car parking spaces as car rental spaces (3 car club, 3 staff, 12 return and 12 rental spaces); (c) removal of 7 car parking spaces to provide circulation route, and car washing area (69.18sq.m) comprising 2 power washers, 1 wash pad connected to the existing petrol interceptor in the car park and car drying area. The car wash will connect to the mains water connection; (d) erection of company signage over entrance to car park from Belgard Square North; and (e) drainage and all associated site development and ancillary works necessary to facilitate development.

Each apartment has associated private open space in the form of a ground floor terrace or a balcony and has access to 613sq.m of internal communal amenity space (including a concierge and management facilities, communal gym, flexible meeting rooms, library/co-working space, lounge, cinema/multimedia room and external covered game area); 1792sq.m of external communal amenity space at first and second floor levels; and a 65sq.m external covered communal amenity area at first floor level. The development is served by an under-croft carpark accessible from the south-western corner of the site providing a total of 73 parking spaces (including 58 standard spaces, 10 go-car spaces and 5 mobility impaired user parking spaces) and 500 bicycle spaces at ground floor level (372 resident spaces and 128 visitor spaces); and (b) 2 commercial units (comprising of a 95sq.m unit accommodating a café/restaurant and a 145sq.m unit accommodating Class 1, 2 and 8 uses as per the Planning and Development Regulations, 2001-2019, as amended) and a 275sq.m crèche, with associated 86sq.m play area, at ground floor level; (iii) road, junction and streetscape upgrade works along Fourth Avenue and Cookstown Road, including the installation a signalized junction at the intersection of Fourth Avenue and Cookstown Road; (iv) Construction of a temporary access road along the southern site boundary; and (v) associated site and infrastructural works are also proposed which include: foul and surface water drainage; attenuation tanks; lighting; landscaping; boundary treatment; plant areas; ESB substations; and all associated site development works.

Demolition of all existing 1-3 storey industrial / commercial structures and small café on site totalling c.5,500sqm in area; - Construction of a deck-access apartment development comprising 123 residential units arranged in 2 no. blocks (Block A 5 to 7 storeys and Block B 5 to 6 storeys) with a total floor area of c.9,806sqm including the proposed bike shelter (c.93sqm) and excluding deck access (c.901sqm); -Commercial floor space located at ground floor level facing Cookstown Road in Residential Block A (c.421sq.m); - The residential development consists of 58 no. 1 bed/2 person units, 12 no. 2 bed/3 person units and 53 no. 2 bed/4 person units with north, south, east and west facing balconies throughout and residents amenity area at ground floor level; -Central communal open space (c.1,303sq.m); -Provision of an ESB substation, switchboards, waste areas, water tanks and generator serving Blocks A and B; -Lobbies, stair/lifts, photovoltaic panels and green roofs throughout; -Partial provision of the pocket park identified in the Tallaght LAP (c.1,286sq.m); -New vehicular access from First Avenue and egress onto Cookstown Road via a one way system through the subject site; -All associated site development works, services provision, connection to the water supply, foul and surface water networks on First Avenue and Cookstown Road including partial diversion of the foul line to the north east of the site at First Avenue, temporary foul pump station. attenuation/bioretention systems, vehicular and pedestrian access including internal road and footpaths, pedestrian facilities/public realm upgrade works, landscape and boundary treatment works, tree removal, bicycle storage (302 no. total spaces) comprising 276 no. spaces (serving proposed mixed use development) and 26 no. spaces (serving concurrent transitional care facility application), car parking (32 no. total spaces) comprising 15 no. spaces (serving proposed mixed use development) and 17 no. spaces (serving concurrent transitional care facility application), 2 no loading bays (one each on First Avenue and Cookstown Road), 2 no. setdown/loading areas to the internal road and 1 no. ambulance setdown space serving the adjacent concurrent proposed Transitional Care Facility. The concurrent application has been made to South Dublin County Council regarding a 131 bed Transitional Care Facility on the western portion of the site (SDCC Ref SD22A/0361 refers) currently under appeal to An Bord Pleanála (ABP Ref 317394).
