The proposed development will consist of the following: • The refurbishment and change of use of the existing Telephone House, a vacant 8 storey building with 9th storey setback and plant at roof level above basement, from office to use as an aparthotel. • The development includes revisions to and refurbishment of the elevations, including new façade treatment to Telephone House. The development will consist of the construction of a 7-level apartment building with setbacks at the penthouse level to present a 6-level apartment building to the Lane. The development will consist of 17 no. apartments, comprising of 4 studio units, 4 1-bed units, 6 2-bed units and 3 3-bedsunits. Permission for development on a site of 0.16 ha. The development consists of the amendment and extension of a shared accommodation scheme as permitted under DCC Reg. Ref.: 3546/19, An Bord Pleanala Ref.: ABP-306181-19. The application proposes to incorporate the adjacent site at 38 Hill Street into permitted development and make subsequent internal alterations. Primary pedestrian access to the development will continue to be from Hill Street with secondary controlled pedestrian and cycle only access from existing access on North Great George’s Street. An increase in permitted cycle parking from 72 to 78 spaces. 6. The total additional floor space is c.885sqm. The proposed development also includes for amendments to the provision of green roofs, signage and other associated site development works above and below ground. Permission is also sought for the removal of Condition 2 of the Order, as issued by An Bord Pleanala, Ref.: ABP-306181-19 relating to the requirement for cooking hobs in all units.
Academy Plaza Hotel Partnership is applying for permission for development at Nos. 86-87 Parnell Street, Dublin 1, D01 KN77 and D01 AK16 (relating to the Academy Plaza Hotel, at Nos. 10-14, Findlater Place and Nos. 83-85 Parnell Street, Dublin 1, D0l X2X0). The development will consist of the demolition of existing structures at Nos. 86 and 87 Parnell Street (547 sqm Gross Floor Area (GFA)) and the construction of a seven storey extension to Parnell Street, comprising: -36 No. hotel bedrooms at 1st to 6th floor levels (with the associated omission of 6 No. existing hotel bedrooms), associated hotel storage / plant area at basement level and new internal access to existing Academy Plaza Hotel basement level; -2 No. retail units at ground floor level (c.79.1 sqm GFA and c. 74.43 sqm GFA respectively) including new opening to Strong's Court. The development will also include: sedum/green roof and plant at roof level; signage at ground floor level; and all associated site excavation and development works above and below ground. The proposed extension results in an increase in total GFA of c. 1,442.8 sqm (inclusive of c.1289.3 sqm GFA of proposed hotel and c.153.5 sqm GFA of proposed retail) resulting in a hotel building of 13,270.8 sqm (inclusive of permitted hotel floorspace (860 sqm GFA) at 9th floor level (DCC Reg. Ref. 4150/23 refers)). The proposed extension results in a net increase of 30 No. hotel bedrooms, resulting in a hotel building with 362 No. hotel bedrooms (inclusive of permitted 28 No. hotel bedrooms at 9th floor level (DCC Reg. Ref. 4150/23 refers); the inclusion of retail, retail store, hotel store use at ground and basement levels. The overall extended building (inclusive of permitted (DCC Reg. Ref. 4150/23 refers) extension at 9th floor level will range from five to nine storeys with roof plant, over basement level.
The development will consist of an extension of the existing hotel building comprising an additional storey (852 sqm), which will be provided over the existing eight storey section. The development will also consist of the internal reconfiguration of the existing eight storey (including the removal of 1 no. hotel bedroom) to facilitate the extension of existing stairs to the ninth storey and replacement roof plant. The development will also consist of revised elevational treatment to the Findlater Place facade (including alterations to the central bay; construction of new balconies from third to eighth storeys; the removal and replacement of the entrance canopy; alterations to existing opes); removal of existing signage and its replacement and all associated development work above and below ground. The overall extension results in a total increase in floor area of 860 sqm approximately, resulting in a hotel building of 11,828 sqm total area (including basement of 1,498 sqm, with 332 no. bedrooms (a net increase of 28 no. hotel bedrooms). The overall extended building will range from five to nine storeys with roof plant over basement level.
PROTECTED STRUCTURE: Permission for restoration and refurbishment of the front and rear facades. The proposed works to the front facade consist of the following: Steam cleaning of facade brickwork to remove heavy carbon staining, the ranking out of cementitious pointing, brickwork repair to badly damaged or spalled bricks, repointing using hydraulic lime and application of a colour wash, cementitious render to be removed from window reveals on third floor and repaired with new lime feathered reveals, and removal of paint from granite cills on 2nd and 3rd floors. The proposed works to the rear facade consist of the following: Steam cleaning of facade brickwork to remove heavy carbon staining, the raking out of cementitious pointing and repointing using hydraulic lime, brickwork repair to badly damaged bricks including stitching of cracking, removal of foam insulation from window reveals on second and third floors and repointing using hydraulic lime. The works will include the painting and decoration of all windows.
PROTECTED STRUCTURE: PERMISSION: For development for a residential development comprising 24 no. units, on a site of 0.084 ha, at Nos. 16-19 Rutland Place, Dublin 1 (located to the rear of Nos 16-19 North Great George's Street all of which are Protected Structures (RPS Nos. 3191; 3192; 3193 and 3194). The development will consist of: The demolition of the existing two storey site structures at Nos. 16, 18 and 19 Rutland Place (c. 882.6 sqm) and the partial demolition (c. 175.2 sq m) of No. 17 Rutland Place, retaining the below ground brick cellar and ground to first floor stone rubble walls (c. 96.7 sq m retained above ground level and c. 139.6 sq m at basement level); alterations to the existing retained built form at No. 17 Rutland Place to facilitate the construction of the new development; and the construction of a 4 storey apartment block (3 full storeys plus set back 4 th floor; 14.2m max. height), with balconies and terraces, to provide 24 no. residential apartments (c. 2085 sq m GFA), comprising 1 no. studio unit, 12 no. one bedroom units and 11 no. two bedroom (4 person) units. The development will also consist of the provision of communal amenity space, hard and soft landscaping, boundary treatment; bicycle parking; piped infrastructural services and connections; ducting; plant; waste management provision; SuDS measures (including green blue roof); site lighting and all site development and excavation works above and below ground.
PROTECTED STRUCTURE: Permission for the development at this site Cassidys Hotel, Nos. 6, 7, 8 Cavendish Row and No. 9A Rutland Place, Dublin 1, D01 V3P6. (No. 6 Cavendish Row is a Protected Structure, no works are proposed to No. 6 Cavendish Row). The development will consist of: a rear extension of 651.5 sqm across First to Fourth Floor Levels to accommodate 24 No. additional hotel bedrooms, above the existing car park access at ground level. The extended 143 no. bedroom hotel will have a total gross floor area of 6,076 sqm. The development will also consist of: alterations to the side and rear boundary including changes to the existing side gate onto Rutland Place; provision of signage (comprising 1 no. high level sign on the rear elevation and 2 no. low level illuminated signs on the side and rear elevations), external lighting, hard and soft landscaping including window boxes, and all site development works above and below ground.
Permission for part off-licence at existing Centra Shop at ground floor
PROTECTED STRUCTURE (RPS. 3880): permission for development at this site that is bounded by Hill Street to its west and Temple Lane North to its north that includes the Hill Street Family Resource Centre that abuts the Tower of the former church (which is a protected structure - RPS Ref. no. 3880) on the overall site at 1 Hill Street, Rotunda, Dublin. The development will consist of: demolition of the existing two storey family resource centre (357 sqm) and removal of existing basketball court to its south and playground at the north-west corner of the site; construction of a new three storey family resource centre (839sqm), that will contain a 1st and 2nd floor that will oversail the ground floor along the Hill Street elevation and will include pre-school classrooms, crèche, play therapy, counselling, staff areas and training spaces as well as ancillary and circulation spaces across all three floors and will include an external staircase incorporating a balcony at both 1st and 2nd floor level of the southern elevation and PV panels on the southern slope of the roof. The new family resource centre will be served by (i) an outdoor play area to its south that will be separated from the remaining Dublin City Council playground by a new 3m high metal fence, and (ii) a community garden at the north west corner of the site, pedestrian access to the family resourse centre will be via the exiting pedestrian entrance off Hill Street. A new gate in the internal metal railing will provide pedestrian access to the proposed community garden. No works area proposed in the area enclosed by the entrance gate on Hill Street, the tower (a protected structure) and the existing metal railings, a sliding meshed screen will secure the recessed part of the Hill Street elevation of the centre at ground floor level to create a secure barrier when the centre is not in use, modification to the existing metal railing boundary along Temple Lane North to create a new pedestrian emergency access gate to the Family Resource Centre, and all associated site development and landscape works.
The development will consist of: ground floor change of use from retail to private members card playing club.
PROTECTED STRUCTURE: planning permission for the development will consist of 1. the removal of the push-out toilet structure and double doors to the rear of the building off the half landing leading to the second floor, 2. the installation of a new window on a granite cill and brick dwarf wall to replace the removed double doors noted at 1 above, And all ancillary works. The proposed development will consist of alterations to the existing / permitted hotel building (as per the development permitted under Reg. Ref.: 3200/22 and ACP Ref.: 313981-22) and includes the following: • Alterations to the permitted basement level layout, involving reconfiguration of storage areas, staff facilities, plant and back of house area and the inclusion of a hotel gym and associated changing areas. • Alterations to the existing/permitted layout at ground floor level including the extension of floor area at the corner of O’Connell Street / Cathal Brugha Street. • Amalgamation of the existing/permitted café and restaurant units into the ground floor layout of the hotel providing the same food and beverage facilities, with associated reconfiguration of the lobby/lounge area including a new bar area and provision of a new hotel entrance from O’Connell Street. • Relocation of permitted cycle parking spaces to the courtyard area. • Reconfiguration of the permitted ESB sub-station location at ground floor level and internal alterations to the permitted stair core from basement to first floor level. • The development includes associated alterations to the existing/permitted facades on the southern, northern and western elevations. • No changes are proposed to the permitted development from second to sixth floor levels. • All associated development works.
Planning permission for development at Holiday Inn Express (Formerly known as Findlater House), 28-32 O'Connell Street Upper and Cathal Brugha Street / Findlater Place, Dublin 1. The application site is located on the junction of O'Connell Street Upper, Findlater Place and Cathal Brugha Street, Dublin 1. The subject site is located within the O'Connell Street Architectural Conservation Area. The proposed development will consist of alterations and provision of an extension (comprising 7 storeys over basement) to the existing / permitted 8 storey hotel building (an additional eighth storey, permitted under Reg. Ref.: 2084/18 & ABP Ref.: 301378-18, and a fire fighting shaft, permitted under Reg. Ref.: 2850/19, have yet to be implemented). The proposed development comprises of the following: • Alterations to the existing basement level involving the omission of the existing car parking spaces and access ramp to provide 9 no. hotel rooms, plant, bin store and ancillary back of house areas; • The demolition of c. 355 sq.m of existing hotel floorspace and external ancillary structures within the existing courtyard and alterations to the existing bar/restaurant at ground floor level, and provision of a proposed extension including an additional 9 no. hotel rooms at ground floor level. It is also proposed to provide 34 no. cycle spaces at ground floor level; • A proposed seven storey extension (located within the existing courtyard to the rear of the site) from basement to 6th floor level to provide for an additional 103 no. hotel rooms; • Alterations to existing hotel rooms and removal of 6 no. rooms from first to sixth floor level to provide access to stair/lift cores and the proposed extension; • The proposed development will increase the total number of existing / permitted hotel rooms from 214 no. to 311 no. rooms, i.e. a net increase of 97 no. hotel rooms, and will increase the overall gross floor area from c. 10,880 sq.m to c. 13,490 sq.m.; and • The proposed development also includes for the decommissioning of an existing ESB substation and provision of a new ESB sub-station at ground floor level, and all associated and ancillary works.
PROTECTED STRUCTURE The construction of a new studio/sunroom extension of 36m2 to existing attic conversion to serve as additional floor space to 3rd floor apartment below, provision of new access stairs to same, repair and repointing of existing chimney stacks, some minor internal alterations and all necessary conservation and ancillary works. PROTECTED STRUCTURE: We, Mescar Designated Activity Company, intend to apply for planning permission for development at this site at 124-126 Parnell Street (a protected structure RPS Ref: 6421), Dublin 1. The proposed development will consist of the provision of internal window guarding in the form of 460mm clear glass panels to a height of 1100mm above finished-floor level and fixed back to the wall either side of the window architrave. The window guarding is proposed at upper floor levels on the southern and northern elevations and relates to 28 no. window openings in total.
Permission to erect 6 no. telecommunications antennas enclosed within 3 no antenna shrouds together with all associated equipment upon the building rooftop.

PROTECTED STRUCTURE: We, Mescar Designated Activity Company, intend to apply for planning permission for development comprising the erection of signage associated with permitted Purpose-Built Student Accommodation development (ABP Reg. Ref. 303615-19; DCC Reg. Ref. SHD0004/19, amended under Reg. Ref. LRD6023/24-S3) at this site at 124-126 Parnell Street (a protected structure RPS Ref: 6421), Dublin 1 (formerly known as Kennedy Bakery / Parnell Business Centre) and including frontage to Temple Lane North at 4, 4A & 4B Temple Lane North (formerly known as premises to rear of 13 Gardiner Street). The proposed development will consist of the erection of 2 no. signs comprising: i. 1 no. single-sided, powder-coated illuminated sign (2.0m x 0.309m, total area 0.618 sq.m.) located on the principal southern elevation fronting Parnell Street. The sign will be located within the entrance carriageway below the existing sign for ‘St Peter’s Bakery’ and above the entrance gate at ground floor level and will comprise of built-up halo illuminated letters and associated fixings; ii. 1 no. double-sided, illuminated aluminium projecting panel sign with stencil cut details (2.4m x 0.98m, total area of 2.352 sq.m) fixed to the northern elevation fronting Temple Lane North at third floor level. The 2 no. signs will be erected on site to identify the student accommodation. 3
PROTECTED STRUCTURE: Development comprising the erection of temporary signage associated with permitted Purpose-Built Student Accommodation development (ABP Reg. Ref. 303615-19; DCC Reg. Ref. SHD0004/19) at this site at 124-126 Parnell Street (a protected structure RPS Ref: 6421), Dublin 1 (formerly known as Kennedy Bakery / Parnell Business Centre) and including frontage to Temple Lane North at 4, 4A & 4B Temple Lane North (formerly known as premises to rear of 13 Gardiner Street). The Proposed development will consist of the erection of 1 no. temporary mesh marketing sign (14.87 x 4.34m, total area 64.89 sqm) fixed to the external envelope of the scaffolding for the duration of the construction period (c. August 2024 - June 2025) fronting onto Parnell Street. There are no works proposed to the protected structure.
PERMISSION & RETENTION: PROTECTED STRUCTURE: The proposed development comprises the following: (i) Retention permission is sought for the removal of existing non-original partition walls, and the stripping of modern wall, ceiling and floor finishes at basement level; (ii) Permission is sought for internal alterations to the basement to provide five en-suite bedrooms including layout alterations and replacement of existing uPVC windows to the rear elevation (basement level only). The proposed works include the repair of historic fabric including the ground floor structure, the front and back masonry walls, the front windows and the staircase; (iii) The painting grey of the non-original render on the front façade; (iv) Replacement of non-original down pipes on front façade with cast iron pipes in original style; and (v) Drainage and all associated site development and ancillary works necessary to facilitate development.
Permission for development at a site of approximately 0.16 ha, a Protected Structure (RPS No. 6437). The proposed development will consist of the: (a) Removal of (twentieth century) bollards on the Parnell Street frontage; (b) Removal of (twentieth century) bollards and railings on the Cavendish Row frontage; (c) Provision of hand-forged galvanised mild steel railings and piers with painted finish, on granite plinths, generally of overall height 1.5m, rising to 1.7m at pier locations, incorporating: (i) 1 No. vehicular service gate, (4.59m in width) on the Parnell Street frontage, adjacent to the Rotunda Hospital (a Protected Structure RPS No. 6419 and RPS No. 6420) (the gate will also be used by patrons to enter and exit shows); (ii) 1 No. cyclist and pedestrian gate (4.59m in width), on the Parnell Street/Cavendish Row junction. This gate will be used by staff and patrons entering and exiting shows; (iii) 1 No. blank gate (lift off panel in railings) (1.83m) to allow access to underground services on Cavendish Row, adjacent to the cyclist/pedestrian gate; and (iv) 1 No. blank gate (lift off panel in railings) (3.07m) to allow access to underground services opposite the former east entrance on Cavendish Row; and (d) Provision of all other associated site development works above and below ground.
PROTECTED STRUCTURE: The proposed development will consist of: the removal of all existing advertising signage and associated equipment facing Parnell Street on the front of the Ambassador Theatre's entrance portico; and replacement with the erection of 3 No. wall-mounted static digital display advertising signs mounted on the portico's attic storey and front entrance walls (1 No. on the portico's attic storey; and 2 No. on the portico's front entrance walls); and all associated works. The proposed static digital display advertising sign mounted on the portico's attic storey will be located within the central cavity of the attic storey (where exists a non-original 'AMBASSADOR' sign) and will be 0.75 m in height and 4.5 m in width. As an alternative option to the removal of the existing 'AMBASSADOR' sign, should the Planning Authority prefer its retention, the static digital display advertising sign mounted on the attic storey would instead be mounted over the existing 'AMBASSADOR' sign (as) is suggested as a possible alternative option on page 188 of the Architectural Heritage Protection: Guidelines for Planning Authorities (2011)). The 2 No. proposed static digital display advertising signs on the portico's front entrance walls will be 1.41 m in height and 0.67 m in width. The total area of existing advertising signage to be removed is 31.93 sq m and the total area of proposed replacement signage to be erected is 5.27 sq m. The proposed development seeks to meet the objective of Dublin City Council to establish an acceptable protocol for the display of event information relating to the use of the building as an exhibition hall and event centre, as outlined on page 14 of Dublin City Council's Scheme of Special Planning Control: O'Connell Street & Environs (2022).

PROTECTED STRUCTURE Millennium Theatre Company intend to apply for planning permission for development at The Ambassador Theatre (Protected Structure - RPS No. 6437), Parnell Street, Dublin 1. The proposed development involves the repair and reinstatement of existing neon signage on the southeast and northeast elevations, including the refurbishment of lettering, neon tube re-lamping, rewiring along existing cable routes, and new fireman's switch. Additionally, the proposal includes the replacement of two existing low-level illuminated information signs with new signs of matching size at the same locations.
PROTECTED STRUCTURE: Millenium Theatre Company intend to apply for planning permission for development at The Ambassador Theatre (Protected Structure - RPS No. 6437), Parnell Street, Dublin 1. The proposed development consists of the following, with a detailed description set out in the application documentation: (a) Repair of stoneware, limestone and granite to façades, including repairs to fixings, replacement/repair of missing/deteriorated elements, removal of the metal sign above the entrance, and repair of stone façade behind. (b) Repointing of designated areas. (c) Render repairs including patching, re-rendering, and restoring finishes to match existing materials. (f) Light steam cleaning of stone and rendered surfaces. (g) Works to the roofs and associated areas, including the replacement of sections of flat roofing membrane, localised repairs to slate and lead roofs, installation of new lead flashings over parapet walls and flat roof junctions, and repairs to rooflights, rainwater goods, and wall plate. (h) Refurbishment of historic timber windows and the replacement of one window with a new one that matches the original design.
PROTECTED STRUCTURE: Permission for development for the remodelling of existing suites and rooms on 2nd, 5th and 6th floors to 25 no. ensuite hotel bedrooms to the Gresham Hotel (the T Wing), at 20-22, 23-24 Upper O' Connell Street, Dublin 1, D01 TW21. The development will consist of internal conversion of 2 rooms and suite (225m2) to create 8 no. new ensuite rooms on 2nd floor with internal remodelling of existing room and improved internal 6th floor access (60m2) on 5th floor, conversion of 4 suites (542m2) to create 16 no. new ensuite bedrooms with replacement of external glazing to Southern façade, balustrading, and screening to existing external roof terraces on 6th floor. The main Gresham Hotel building is a protected structure; however the proposed development has no impact on the protected structure building.

PROTECTED STRUCTURE: The development consists of refurbishment, part change of use, and minor additions to the Georgian building currently used as offices. The refurbishment and alterations to the existing structure are to include the construction of the following works: 1. A new external stair from Parnell Square to basement level with a new access point. Existing access to be made good. 2. Conversion of existing window opes at basement to create new doors for fire escape. 11. Partial demolition of the 20th Century extension including toilet block and back corridor between the 20th Century extension and the boundary wall. 12. New WC accommodation at ground floor level. 13. New WCs within existing stores to the rear of the building at basement level with new glazed link corridor. 14.
