An Environmental Impact Assessment Report (EIAR) and Natura Impact Statement (NIS) will be submitted to the Planning Authority with the application.

Planning permission is sought for an extension to the existing Leopardstown Park Hospital, Foxrock, Dublin 18, D18 XH70. The proposed development on a 5.97 ha. site at Leopardstown Park Hospital which includes the Protected Structure Leopardstown Park House (RPS no. 1634) will comprise of the following: • The demolition of existing buildings comprising c. 248 sqm. of space including: existing single storey estates stores/ground staff building (c. 186 sqm. gross floor area) and the existing link building (c. 62 sqm. gross floor area) that connects the Glens building to the existing hospital. • The construction of a new c. 8,997 sqm. gross floor area extension to be developed to the south of the existing Leopardstown Park Hospital building which will consist of 2 no. residential care building blocks providing 125 no. single en-suite bedrooms (1 no. 2 storey residential care block containing 50 no. bedrooms and 1 no. 3 storey residential care block containing 75 no. bedrooms) along with day rooms, dining rooms, activity and therapy rooms, staff support rooms and kitchen facilities connected by a new single, 2 and 3 storey central circulation street which links back to the existing hospital at ground floor level. The new development will also include minor refurbishment to the existing hospital to accommodate the connection point to the new link for the proposed central circulation street. • The construction of a new single storey MEP Compound which will contain the replacement single storey estate stores and workshop (c. 457 sqm. gross floor area) with an enclosed external area of c. 595 sqm. The MEP Compound also contains a new ESB Substation. • Alterations to the existing 16 no. car parking spaces surrounding Leopardstown Park House (Protected Structure) and replacement with 66 no. car parking spaces, including 3 no. disabled and 12 no. EVC spaces. The addition of 3 no. car parking spaces and the realignment of the existing 30 car parking spaces to the north of the existing hospital (adjacent to the main entrance), including 3 disabled spaces and 5 P&T spaces. The addition of 10 new car parking spaces to the west of the main hospital building. The scheme proposes a total of 109 car parking spaces within the application red line boundary. •A new single storey, secure bicycle store enclosure (c. 27 sqm.) located to the east of the main entrance providing 12 no. long-stay bicycle spaces. Provision of 21 no. short-stay bicycle spaces (20 no. existing and 1 no. new cargo-bike space). •The demolition of a 16.5m section of the Walled Garden wall and a 14m section of the low-level garden wall (1990's construction), reduction in height of a 5m section of the garden wall, the creation of a new 3.5m window opening, the re-opening of an existing closed-up door way within the wall, and the relocation of a 33m section of gates and railings within the walled garden •The planting of 150 new trees to mitigate the removal of 106 trees (net increase of 44 trees). •Proposed modifications to the existing road network within the campus to access the new extension and associated MEP Compound, planted perimeter landscaping with fence along the north and west boundaries (c.1.8m high on northern boundary and 2.4m high on western boundary), temporary construction compound and construction road to the west of the hospital and general landscaping modifications including tree removal. •The proposed development also includes all ancillary site clearance, enabling, construction, site development and landscaping works, which include but are not limited to: temporary haul road and temporary construction compound, the diversion and upgrade of existing hospital campus site services, new infrastructural services, attenuation, watermains and communications networks, the upgrade of surface water services along the access road to the north of the hospital and all required phasing, sequencing and site development works. The Protected Structure stables building (RPS no. 1630) is outside, but immediately adjacent to, the application red line boundary. An Environmental Impact Assessment Report (EIAR) and a screening for Appropriate Assesment Report have been prepared in respect of the proposed development.

No works are proposed to Leopardstown Park House (A Protected Structure). iii) The construction of a new single storey Mechanical and Electrical Compound (c. 370 sqm. gross floor area).The Mechanical and Electrical Compound also contains an ESB Substation; iv) Reconfiguration of existing car parking layout to provide a total of 109 car parking spaces within the red line boundary, comprising: 99 standard spaces, 6 accessible spaces, and 5 parent and child spaces. A total of 22 spaces will have electric vehicle charging points, and ducting will be provided for an additional 44 electric vehicle charging points. A total of 5 motorcycle parking spaces will be provided. v) A new single storey, secure bicycle store enclosure (c. 27 sqm.) located to the east of the main entrance providing 12 no. long-stay bicycle spaces. Provision of 21 no. short-stay bicycle spaces (20 no. existing and 1 no. new cargo-bike space); vi) The relocation and repair of a 33m section of walled garden boundary railings and gates to replace the low-level garden wall (1990s construction), the reopening of an existing closed-up door way within the wall, and repair and refurbishment works to the original walled garden wall; vii) The planting of 4,940 new trees (168 semi-mature trees, 4,772 small trees) to mitigate the removal of 39 trees (net increase of 4,901 trees), and relocation of 5 existing orchard trees into woodland; viii) Proposed modifications to the existing road network within the campus to access the new extension and associated Mechanical and Electrical Compound, planted perimeter landscaping with fence along the north and west boundaries (c. 1.8m high on northern boundary and 2.4m high on western boundary), temporary construction compound and construction road to the west of the hospital and general landscaping modifications including tree removal and compensatory planting; ix) The proposed development also includes all ancillary site clearance, enabling, construction, site development and landscaping works, which include but are not limited to: temporary haul road and temporary construction compound, the diversion and upgrade of existing hospital campus site services, new infrastructural services, plant, SuDS drainage and attenuation measures, watermains and communications networks, the upgrade of the combined sewer and a new watermain along the access road to the north of the hospital and all required phasing, sequencing and site development works; x) An Environmental Impact Assessment Report (EIAR) and a Screening for Appropriate Assessment Report have been prepared in respect of the proposed development.
Apply for planning permission for a Large-scale Residential Development consisting of alterations to the Strategic Housing Development permitted under ABP Ref.: 308227-20 on a site at Murphystown Way, Dublin 18. The site is bound by the M50 motorway to the north, the Luas Green Line to the east and Murphystown Way to the south west. Glencairn House and its curtilage, which is a protected structure under RPS Ref. No. 1643, and the Glencairn SHD residential development (permitted under ABP Ref.: ABP-302580-18) is located to the east of the application site. The proposed alterations to the permitted development consists of the replacement of the residential amenity space (with a gross floor area of 450 sq.m) at the ground floor of Block 1 with 5 no. apartments (2 no. 1 bedroom apartments, 2 no. 2 bedroom apartments, and 1 no. 3 bedroom apartment), the provision of external storage space and a bicycle store for the proposed apartments. This results in an increase in apartments in Block 1 from 116 no. to 121 no. apartments. Planning permission for a Strategic Housing Development consists of: The construction of 249 no. apartments in three no. buildings (Blocks 1-3) of part four, part five, part six, part seven and part eight storeys in height, with a landmark part twelve / part thirteen storey element in Block 1 (within the north east area of the site), over lower and upper basement levels. Block 1 comprises 116 no. units, including 6 no. 1 bed, 90 no. 2 bed (including 1 no. duplex unit) and 20 no. 2 bed + study (including 1 no. duplex unit), in a part six, part seven, part eight and part twelve / part thirteen storey building, over upper basement level. Block 1 includes a residential amenity space with a gross floor area (GFA) of 450 sq.m at ground floor level in proximity to a proposed pedestrian access point from Murphystown Way. Block 2 comprises 109 no. units, including 51 no. 1 bed and 58 no. 2 bed, in a part four, part five and part six storey building, over upper basement level. Block 3 comprises 24 no. units, including 9 no. 1 bed and 15 no. 2 bed, in a part five and part six storey building, over lower and upper basement levels. Balconies and private terraces are provided for all apartments on the elevations of each building. The proposal includes a childcare facility with a GFA of 550 sq.m, over two levels, located below Block 3, with an ancillary outdoor play area to the north east. A communal central courtyard is situated between the apartment blocks. An area of public open space is proposed on the northern part of the site, incorporating the provision of openings within a former demesne wall and provision of a pedestrian connection to the open space being provided in the Glencairn Strategic Housing Development (permitted under ABP Ref.: 302580-18), which is currently under construction and located to the east of the application site, and associated landscaping works. A total of 195 no. car parking spaces, 6 no. motorcycle spaces, bin storage, plant rooms and 413 no. bicycle parking spaces are provided at upper basement level. 80 no. bicycle parking spaces are provided at surface level. The proposal includes a section of the proposed Link Road from Murphystown Way to Sandyford (long-term road objective), which will provide vehicular access to the proposed development (and future development site to the north west). The proposal includes road upgrades, alterations and improvements to Murphystown Way, including construction of a new signalised junction with the proposed new Link Road, provision of a new pedestrian and fire tender access route and a roadside pull-in/drop-off bay, realignment of existing footpaths and provision of new cycleway connections. The proposals include removal of part of an existing concrete roadside wall and a section of an existing stone wall (which is part of the former boundary wall associated with Glencairn House, RPS Ref. No. 1643) and the provision of new boundary treatment of plinth wall and railings to Murphystown Way and the proposed Link Road. Permission for a strategic housing development seeks to demolish an existing house and outbuildings on site and provide for the construction of 341 no. residential units, a childcare facility with a GFA of 300 sq.m., associated internal roads, pedestrian and cycle paths, open space, and all associated site and infrastructural works. The application site has an overall area of c. 9.59 hectares. The residential component of the development consists of 243 no. apartments and 98 no. houses, to be provided as follows: 45 no. 1-bed apartments; 174 no. 2-bed apartments; 24 no. 3-bed apartments;39 no. 3 storey, 4-bed (Type A1) houses; 7 no. 3 storey, 4-bed (Type A2) houses; 3 no. 3 storey, 5-bed (Type A3) houses; 14 no. 2 storey, 3-bed (Type B1) houses; 3 no. 2 storey with dormer, 4-bed (Type B2) houses; 17 no. 2 storey, 3-bed (Type C1) houses; 1 no. 2 storey, 3-bed (Type C2) houses; 4 no. 2 storey, 3-bed (Type C3) house; 2 no. 2 storey, 5-bed (Type D1) houses; and 8 no. 2 storey, 5-bed (Type D2) houses. A 10 year permission is sought for development on a site of 2.13ha bounded to the north by Sandyford Office Park; to the east by Blackthorn Avenue; to the south by Sandyford Park and the Leopardstown Office Park; and to the west by Sandyford Business Centre. The proposed development comprises of the construction of 5 no. five storey office buildings (Block A-E), with a total floor area of 46,559 sq.m organized around a landscaped public park and pedestrian plazas. All blocks will have set back upper floors and will contain landscaped terrace areas on upper floors. Block E will contain a ground floor cafe space of 645 sq.m. Blocks A, B and E will contain sub-stations. An identification totem sign is also proposed. The buildings are over 2 separate single level basements east and west bisected by the Carysfort/Maritimo culvert. The basement level contains plant areas, bin stores, changing rooms and provides a total of 423 no. car parking spaces, of which 47 are for E-charging and 23 are wheelchair accessible.
