The proposed development will consist of the construction of a Photovoltaic Solar development to the North of the Citywest hotel on lands formally in use as a golf course [comprising a change of use from former golf course to solar development]. The proposed development will include the installation of solar photovoltaic (PV) panels on ground mounted frames/support structures, underground cabling and ducting, security fencing, CCTV cameras, temporary construction compound and an area of hardstanding for an electrical compound. The electrical compound will consist of two modified shipping containers, containing 3 inverters and LV Switch gear. This compound will also accommodate the Battery Energy Storage system, PV inverter and a transformer. While the proposed development relates to a total site area of 6.7ha, c.3.5ha of this constitutes the actual land take post development. The operational lifespan of the solar PV development will be 30 years. A Natura Impact statement (NIS) accompanies the planning application.

Demolition of existing single storey dwelling and the construction of 274 units on a 4.62 ha (net) site (density 60 units per hectare). It will comprise of 51 houses, 38 duplex units and 185 apartments. The height of the proposed scheme will range from two storey houses and three storey duplexes to 5 storey and part 8 storey apartment blocks. The proposed residential mix will comprise of: 17 2-bed houses, 27 3-bed houses and 7 4-bed houses, 2 1-bed duplex, 17 2-bed duplex and 19 3-bed duplex units, 62 1-bed apartments, 119 2-bed apartments and 4 3-bed apartments. Secondary access is proposed at the north west of the site from an existing access road connecting to Mill Road. This access is designed as services and emergency only and will be controlled by collapsible bollards.

Lands identified for future development are located along the southern boundary of the current application site adjacent to Fortunestown Lane/Saggart Luas Stop. These areas will be subject of a future planning application (Phase 2) and will include the final design and layout of the local square.

Change of use for the ground floor of the existing two storey Public House Block D (disused/vacant) and the ground floor of the proposed Block C. The application seeks modifications to Block C and Block D of the previously granted permission SDCC Reg. Ref. SD18A/0202. Block C comprised a 3 storey building accommodating 2 no. retail units on the ground floor and 6 no. apartments (5 no. 2 bedroom and 1 no. 1 bedroom) across the first and second floor. Block D comprised refurbishment, alteration and extension of a 2 storey existing Public House building to accommodate 1 no. commercial office unit on ground floor and 1 no. 2 bed apartment on the first floor along with a new bin/bike store at the rear. The modifications seek a change of use from previously granted retail/commercial use to residential use to provide an additional 4 no. 2 bedroom apartment units on the ground floor of Blocks C & D. The proposed works to Block C include a change of external material finishes and replacing the glazing of retail units with windows for the proposed apartment units on the ground floor to accommodate 3 no. 2 bedroom apartments accessed through entrance corridor. The proposed works to Block D include removing the existing doors/windows and replacing them with new doors/windows to match the existing to accommodate 1 no. 2 bedroom apartment on the ground floor of the existing two storey former Public House. All with associated bin store, bicycle store and associated site works.
Mixed use development will consist of 28 residential units(comprising 1-1 bed units; 16 2-bed units and 11 3-bed units (including terraces and balconies) an office unit (100sq.m), 2 retail units (87sq.m and 154sq.m), ancillary bin stores (16sq.m) and bike storage area (29sq.m) across 4 blocks (Blocks A to D); the breakdown for the individual Blocks is as follows: Block A (3 storeys (1,497sq.m), 7 apartments and 7 duplex apartments; Block B (3 storeys (851sq.m) 4 apartments and 4 duplex apartments; Block C (3 storeys (777sq.m), 6 apartments and 2 retail units and Block D (2 storey (243sq.m), the refurbishment, alteration and extension of the existing 2 storey former public house (including the demolition of a 3sq.m rear lean-to) and its change of use to 1 office unit and 1 apartment with new bin stores and bike store to the rear. The provision of private open space, communal and public open space; surface car parking (30 spaces); all hard and soft landscaping including boundary treatments; SUDS measures including attenuation tanks; PV panels; changes to levels and all other associated site excavation and site development works above and below ground. Vehicular access will be form Pairc Mhuire to the south. The existing perpendicular public parking on the north side of Pairc Mhuire will be replaced with 4 perpendicular car parking spaces on Pairc Mhuire and 2 parallel car parking spaces on the eastern side of Boherboy Road. The site is bounded by Main Street to the north, public open space to the east, Pairc Mhuire to the south and Boherboy Road to the west. it previously accommodated a petrol filling station and a public house (part of which remains on site).

The provision of an amended junction and new link road from the existing Clonlara Road to the currently undeveloped lands with Enterprise and Employment zoning objective South of the Camac River and Nort of the N7 National Route. Interim measures are included within the application to block access to the new road until such time as the undeveloped lands are developed. All associated landscaping, infrastructure and site development works to facilitate the development.
